Cozy Cat Wants an Affectionate Owner


Cozy (A445435) is so friendly. She cannot get enough affection! When staff and volunteers open up her kennel door she immediately rushes over and starts rubbing against the visitor’s arm and purring, eager for attention. She’s looking for an owner who doesn’t mind some cuddle time after they come home from work, and who would enjoy a cat companion on the couch. During the last seven-day period, the Police Department handled 405 service events, resulting in 74 investigations.

Traffic Collison
December 20, at 11:59 a.m., a traffic collision was reported in the 900 block of S. Mountain. A vehicle failed to yield to oncoming traffic and collided into an approaching vehicle. The party at fault was issued a citation.

Violation of Court Order
December 20, at 12:16 p.m., a victim came in to the Monrovia Police Department lobby to report receiving numerous text messages that were in violation of a restraining order. The investigation is continuing.

Injury Traffic Collison
December 20, at 3:44 p.m., a caller reported a motorist rear-ended another motorist in the 3000 block of Peck. One of the drivers was transported to a nearby hospital for complaint of pain. The investigation is continuing.

Injury Traffic Collison
December 20, at 4:27 p.m., a caller reported a motorist collided into a wall of a residence in the 300 block of S. Mayflower. The driver was reversing out of a driveway when she lost control and struck a near-by wall. She complained of pain to her back, but refused to be transported to a local hospital.

Shoplifting – Suspects Arrested
December 20, at 6:21 p.m., an employee at a business in the 100 block of W. Foothill called to report they were detaining a male and a female for shoplifting. Loss Prevention approached the subjects outside and detained them until the police arrived. Officers arrived and after conducting an investigation, they arrested and took both subjects into custody.

Domestic Battery
December 20, at 11:03 p.m., a resident in the 500 block of Almond called to report a domestic violence incident. The victim’s ex-boyfriend came to her house to talk, they began arguing and an altercation ensued. During the altercation, the ex-boyfriend spit on her and then left the location. Officers were unable to locate the male. The investigation is continuing.

Injury Traffic Collison
December 21, at 12:24 p.m., officers responded to a traffic collision in the 700 block of E. Foothill. A motorist failed to yield for a red traffic signal and collided into another vehicle. Both parties involved complained of pain and were treated on scene by Monrovia Paramedics.

Grand Theft Auto
December 21, at 1:02 p.m., a vehicle was reported stolen in the 3300 block of S. Peck. The victim parked his vehicle to the front of a business and went inside for approximately one hour. He returned to find his car missing. The investigation is continuing.

Fraud Report
December 21, at 1:56 p.m., a resident called to report she was a victim of fraud. The caller purchased gift cards from a business in the 100 block of W. Foothill. She later called a phone number she believed to be Ticketmaster to return concert tickets. The person she spoke with on the phone convinced her to purchase google gift cards in the amount of $400 and then give him the numbers off the back of the gift cards in order to receive a refund for the concert tickets. She did not receive a refund and she was out $400. The investigation is continuing.

Injury Traffic Collison
December 21, at 6:02 p.m., officers were dispatched to a traffic collision in the 500 block of W. Colorado. A pedestrian was walking in a crosswalk when a motorist struck him. Monrovia Paramedics arrived on scene and treated the pedestrian. The pedestrian complained of pain to his legs, but refused to go to the hospital. The party at fault was issued a citation.

Vehicle Burglary
December 21, at 7:41 p.m., several customers of a restaurant in the 800 block of W. Huntington walked outside to their parked vehicles and discovered they had been burglarized sometime while they were dining. The suspects shattered several car windows and took holiday gifts that had been left in the cars. The investigation is continuing.

Possession of Methamphetamine - Suspect Arrested
December 22, at 8:29 a.m., an officer was patrolling the 100 block of W. Foothill when he saw two subjects acting suspicious. The officer stopped and talked with the subjects and further investigation revealed one of the subjects was in possession of methamphetamine. The suspect was arrested and taken into custody.

Dog Rescue
December 22, at 11:36 a.m., officers responded to a residence in the 700 block of Genoa to assist an elderly woman who fell on the cement around her pool while attempting to rescue her dog from drowning. She yelled for help and a neighbor heard her and called the police. Officers located the female and rescued the dog from the pool. The dog's paw was entangled in a rope in the pool. The woman and the dog were treated on scene by Monrovia Paramedics.

Trespassing – Suspect Arrested
December 22, at 12:59 p.m., a property owner called to report his vacant house in the 300 block of Genoa was occupied by a male adult transient. Officers arrived and located the transient who was previously advised of the No Trespass order. The subject was arrested and issued a citation.

Petty Theft of Christmas Decorations
December 22, at 10:37 p.m., a resident in the 400 block of Hurstview reported a male subject had taken Christmas decorations from her front yard. After watching her home surveillance video, she saw a male subject take the decorations approximately two hours prior to discovering them missing. This investigation is continuing.

Public Intoxication - Suspect Arrested
December 23, at 1:49 a.m., an officer was patrolling the 400 block of S. Myrtle west alley when he saw a male subject yelling at other subjects. He was attempting to fight the subjects and the officer stopped him. He was found to be heavily intoxicated and unable to care for his own safety. He was taken into custody and held for a sobering period.

Public Intoxication - Suspect Arrested
December 23, at 1:56 p.m., a resident called to report a suspicious vehicle in the 1600 block of Pilgrim. Officers arrived and contacted a male and female who were sitting inside the vehicle. Both subjects were intoxicated and unable to care for their safety. Both subjects were arrested and brought to the Monrovia Police Department Jail for a sobering period.

Violation of Domestic Violence Restraining Order
December 23, at 2:52 p.m., a caller reported a disturbance at a residence between a male and female in the 200 block of W. Palm. Officers arrived and contacted the female at the residence. An investigation revealed the altercation was only verbal, however, there was a domestic violence restraining order against the male subject who left prior to the officers arriving. The investigation is continuing.

Vandalism
December 23, at 6:29 p.m., a vandalism was reported in the 1400 block of S. California. The owner of the rental home arrived at his vacant house and discovered someone had shattered the front window. It did not appear as if anyone could have gained entry into the home. This investigation is continuing.

Armed Robbery
December 23, at 8:09 p.m., an employee of a department store in the 500 block of W. Huntington reported the store had just been robbed. She reported the three adult male suspects entered the store and immediately starting loading merchandise into bags. After the suspects had the merchandise they wanted, they ran toward the exit doors but were stopped by store security. One of the suspects pointed a gun at the store security. The suspects left the store with the merchandise and fled in a vehicle. Officers searched the area for the suspects with the assistance of a police helicopter but were unable to locate them. This investigation is continuing.

Possession of Heroin - Suspects Arrested
December 23, at 9:06 p.m., a resident in the 800 block of E. Greystone reported a suspicious white van parked across the street from her house. She said the vehicle was occupied by two male subjects and a female subject she did not recognize and they were walking back and forth from the van to a neighbor's home. When officers arrived, all three subjects ran into the home. The owner of the home, who was on active probation, told his guests to not open the door. Officers left the home but soon thereafter stopped the vehicle for a violation. All three subjects were in the vehicle and had warrants for their arrest, and one was in possession of heroin. They were all taken into custody. LA County Probation issued a probation violation against the home owner for not complying with his conditions of probation.

Domestic Violence – Suspect Arrested
December 24, at 7:40 a.m., a female victim came into the Monrovia Police Department lobby to report a domestic violence incident that occurred in the 1700 block of Alamitas. The victim and her husband got into a verbal argument that became physical. The victim refused an Emergency Protective Order, did not want medical treatment, and did not want prosecution. Officers went to the residence to speak with the male half and he was subsequently arrested for domestic violence. Numerous firearms were confiscated from the home for safekeeping, per domestic violence statute.

Battery
December 24, at 11:15 p.m., a caller reported that a battery just occurred in the 600 block of E. Colorado. The victim and several witnesses were in the alley when a vehicle approached and tried to pass them, but couldn’t get through. The suspect exited the vehicle and began punching one of the subjects. The suspect fled in his vehicle prior to officers arriving. The investigation is continuing.

Resisting an Officer – Suspect Arrested
December 25, at 4:55 a.m., officers were dispatched to the parking lot of a hotel in the 900 block of S. Fifth regarding a male subject possibly breaking into a vehicle. Officers arrived and detained the subject who was in possession of a pry tool. When officers attempted to pat down the subject, he resisted and tried to break away. The subject tried spitting on officers as they took him into custody. The suspect was arrested and taken into custody.

Vehicle Burglary
December 25, at 6:39 a.m., a resident in the 1600 block of S. Mayflower called to report her vehicle was broken into while it was parked in her garage. The incident happened sometime during the night and her purse was taken. The investigation is continuing.

Commercial Burglary
December 26, at 8:50 a.m., an employee in the 800 block of W. Foothill called to report his business was broken into sometime during the past two days. The suspect removed a hide-a-key store box from the unit and accessed the building that way. The suspect also cut the alarm wires and deactivated the alarm. A computer, USB drive, documents, copper wire and a 65” television were taken. The investigation is continuing.

Shoplifting – Suspects Arrested
December 26, at 1:55 p.m., security for a business in the 500 block of W. Huntington called to report a shoplifter. A male entered the business to steal. Loss Prevention approached the subject outside and detained him until the police arrived. Officers arrived and took the subject into custody.

Petty Theft
December 26, at 5:16 p.m., a victim in the 600 block of Linwood called to report a theft. Her unlocked vehicle, which was parked in front of her residence, was ransacked and items were missing. The investigation is continuing.

Hit & Run Traffic Collison
December 26, at 10:10 p.m., a resident in the 1100 block of Sesmas reported a motorist had just collided into his parked vehicle. The motorist turned off the headlights and fled the location. The investigation is continuing.

A Federal Overlay Over North Edge of Monrovia? Auditor says Monrovia Finances Fine

In his latest report (https://goo.gl/aOqX7O) City Manager Oliver Chi reports:

~ California Senator Kamala Harris recently introduced the San Gabriel Mountains Foothills and Rivers Protection Act (https://goo.gl/zzX1an), which would create a National Recreation Area in the mountains above Monrovia. City staff, wanting to figure out how it might affect the city, made "repeated attempts to obtain a map of the NRA (including through direct contact with Senator Harris' staff) [which] have resulted in staff being told that 'there is no map' of the boundaries of the proposed NRA."

Ah, but there is.

Chi writes that, "we can confirm that there is indeed a map of the proposed NRA associated with Senator Harris' legislation, and that the proposed measure ... does not seem to impact non-Federally owned land, however, it does create an additional overlay of Federal bureaucracy over the entire NRA area (including portions of Monrovia), and it mandates that within 3-years after the passage of the law, the Secretary of the Interior prepare a comprehensive Management Plan."

~  A draft Fiscal Year 2017/18 Comprehensive Annual Financial Report by auditors Lance, Soll, & Lunghard indicates - Chi reports - that  "the City has received a clean fiscal audit once again this year!  In addition, of particular note, I am happy to report that overall, the City's General Fund is healthy and structurally balanced, as we ended Fiscal Year 2017/18 with an ending fund balance of $6.5M, which is a positive net increase of $267,000." However, he says, changes in accounting rules require the city to record retirement benefits differently, which means the city "shows a negative net position of around $3.3 million."

Monrovia Police: Bomb Extortion Threat; Customer Stabs Bar Counter; Spilled Drink Leads to Fight; Etc.

Attempt Extortion
December 13, at 11:42 a.m., an employee who works at a business in the 200 block of E. Huntington called to report that he received a threatening email which stated an explosive device would detonate if a ransom was not received. Officers responded and evacuated the building. A search for any suspicious devices were conducted and no suspicious devices were located. It was determined that similar emails were sent nationwide and the FBI and LASD Bomb Squad were aware of the threats.

Violation of Court Order – Suspect Arrested
December 13, at 4:12 p.m., officers made contact with a subject in the 600 block of S. Canyon who was in violation of an active restraining order. The subject also had multiple warrants for his arrest. He was arrested and taken into custody.

Domestic Battery
December 13, at 11:35 p.m., a domestic violence incident was reported in the 100 block of Montana. The caller reported she went to her ex-boyfriend's house to pick up personal property. The caller stated that ex-boyfriend battered her but did not cause any injuries. The caller refused to prosecute him for the battery. This investigation is continuing.

Driving Under the Influence of Alcohol - Suspect Arrested
December 14, at 1:51 a.m., an officer was patrolling the 100 block of W. Foothill when he saw a motorist commit a driving violation. He stopped the vehicle and found the driver to be intoxicated. After field sobriety tests were conducted, the driver was arrested for Driving Under the Influence.

Vehicle Burglary
December 14, at 6:22 a.m., a victim called to report his truck was broken into while it was parked at a business in the 1600 block of S. Mountain. An iPhone and $3,000 worth of construction equipment was stolen. The investigation is continuing.

Grand Theft Auto
December 14, at 11:28 a.m., an employee from a business in the 3300 block of S. Peck called to report a stolen vehicle. The employee reported a red 1996 BMW they just received from a tow yard in Van Nuys was a reported stolen vehicle. The victim was contacted and the vehicle was recovered. The investigation is continuing.

Vehicle Burglary
December 14, at 11:44 a.m., an officer responded to the report of a vehicle burglary in the 1800 block of Tenth. The victim called to report his vehicle’s driver side window had been smashed and his iPod was missing. The investigation is continuing.

Petty Theft – Suspect Arrested
December 14, at 4:54 p.m., an employee from a business in the 500 block of W. Huntington called to report a theft. A male adult concealed merchandise on his person and left without paying. Officers arrived and located the subject a short distance away. The merchandise was recovered and the subject was arrested.

Battery / Public Intoxication – Suspect Arrested
December 14, at 9:05 p.m., a resident in the 600 block of E. Lemon called to report a disturbance. The resident reported two male subjects in front of her house were yelling at one another. Officers arrived and found two brothers on the street had sustained injuries from hitting one another. Both lived in the neighborhood. One of the brothers was too intoxicated to care for his own safety and due to his injuries he was transported to a nearby hospital for treatment and sobering. Both refused to prosecute one another.

Park After Hours - Subjects Cited
December 15, at 12:02 a.m., an officer was patrolling in the 300 block of S. Primrose when he saw five subjects in the Library Park after the park had closed. The officer stopped the subjects and issued citations for the violation.

Commercial Burglary
December 15, at 12:19 a.m., officers responded to a burglary call in the 100 block of S. Myrtle. An employee of a business arrived to work and discovered someone entered through the rear door of the business and cut the cash box drawer from the register. The cash box drawer did not contain any money. The alarm activated and the suspect fled. The investigation is continuing.

Injury Traffic Collison
December 15, at 8:12 a.m., a caller reported a traffic collision occurred in the 1300 block of S. Primrose. The collision was between a vehicle and motorcyclist. The motorcyclist was transported to a local hospital for treatment of road rash and complaint of pain. Investigation continuing.

December 15, at 8:43 a.m., a caller reported a motorist collided into a wall of a business in the 200 block of W. Huntington. The driver was elderly and suffered from unknown medical conditions. The driver was transported to a nearby hospital for treatment. The investigation is continuing.

December 15, at 12:54 p.m., a caller reported a traffic collision occurred in the 600 block of E. Evergreen. A vehicle failed to yield to oncoming traffic and collided into an approaching vehicle. One of the passengers was transported to a nearby hospital for treatment. Investigation Continuing.

Public Intoxication / Possession of Drug Paraphernalia – Suspect Arrested
December 15, at 8:05 p.m., an employee of a restaurant in the 1100 block of E. Huntington reported a male subject inside their bar was heavily intoxicated and stabbing the bar counter with a pocket knife. Officers arrived and contacted the subject. He was too intoxicated to care for his own safety and was taken into custody. He was found to be in possession of a pipe used to smoke methamphetamine.

Shoplifting - Suspect Arrested
December 15, at 8:33 p.m., security for a store in the 500 block of W. Huntington reported a female subject had just left their store with merchandise she did not pay for. Officers responded and located the subject in the store's parking lot. The stolen property was recovered and the subject was taken into custody.

Trespassing / Petty Theft - Suspect Arrested
December 15, at 8:58 p.m., officers responded to a burglary alarm at a business in the 3300 block of S. Peck. When officers arrived they located a male subject inside the gated yard of the business throwing car parts over the fence. The subject was taken into custody for trespassing and theft.

Trespassing
December 15, at 10:33 p.m., an employee of a business in the 400 block of E. Duarte reported a male subject sleeping inside of one of the company's unlocked trailers in the parking lot. Officers arrived and contacted the subject. The business refused to prosecute the subject for trespassing or tampering with their vehicle. The subject left the area.

Hit & Run Traffic Collision
December 15, at 10:59 p.m., a resident in the 500 block of Shady Oaks reported a motorist had just collided into a tree near her home. Officers responded to the scene but the driver had fled the area leaving the car behind. The vehicle had major damage, it was stored per the California Vehicle Code. This investigation is continuing.

Fight in Public
December 16, at 12:15 a.m., an employee of a bar establishment in the 400 block of S. Myrtle reported two female subjects were fist fighting in the bar. When officers arrived the fight had ended and both subjects refused to prosecute one another for battery. The subjects did not need medical attention. The fight started over one subject spilling the other's drink.

Fight in Public
December 16, at 12:24 a.m., an employee of a fast food restaurant in the 100 block of W. Huntington reported 20 to 30 subjects fist fighting in their parking lot. When officers arrived the fight had ended and all subjects were disbursing the area. Victims of battery could not be located. The subjects officers spoke with advised that none of the involved persons were from Monrovia.

Grand Theft
December 16, at 1:40 p.m., an employee of a business in the 600 block of W. Huntington reported that a male subject entered the business and used a sledge hammer to break a display case and remove cell phones from it. The suspect fled on foot prior to officers arriving. The investigation is continuing.

Public Intoxication – Suspect Arrested
December 16, at 2:35 p.m., a caller reported a male adult was walking into traffic and appeared to be intoxicated. Officers arrived and located the subject who was too intoxicated to care for his own safety. The subject was arrested and taken into custody.

Domestic Violence
December 16, at 5:20 p.m., a victim came into the lobby to report a domestic violence incident that had just occurred at her residence in the 200 block of W. Cypress. The victim said her boyfriend and her got into an argument that escalated to a physical altercation. The investigation is continuing.

Vehicle Burglary
December 17, at 2:00 p.m., a victim called to report he parked his vehicle near Canyon Park and went on a hike. When he returned to his vehicle he found the front passenger’s window was smashed and a lunch box was taken. The investigation is continuing.

Petty Theft
December 17, at 5:04 p.m., a resident in the 1500 block of S. Primrose called to report a theft. The resident reported she left her laptop inside her parked, unlocked vehicle and it was taken. The investigation is continuing.

Under the Influence – Suspect Arrested
December 17, at 7:22 p.m., officers responded to a disturbance call from a business in the 700 block of W. Huntington. Officers arrived and contacted the subject. The subject displayed symptoms of being under the influence of a controlled substance. He was evaluated and officers determined the subject was under the influence of a controlled substance. He was arrested and taken into custody.

Injury Traffic Collision
December 18, at 4:40 p.m., a caller reported a traffic collision in the 400 block of W. Foothill. A vehicle traveling east struck multiple vehicles and a building. The driver may have been experiencing a medical emergency while driving. The driver was transported to a nearby hospital for treatment. The investigation is continuing.

Driving Under the Influence - Suspect Arrested
December 19, at 6:17 p.m., an officer was patrolling the 100 block of E. Huntington when he saw a motorist commit a driving violation. He stopped the vehicle and found the driver to be intoxicated. After field sobriety tests were conducted, the driver was arrested and taken into custody.

Monrovia Company Creates Computer Eye On a Chip


SiLC Technologies, Inc., a Monrovia company (423 E. Huntington, just east of California), has come up with an improved computer vision device, and put it on a chip.

The system uses LiDAR, which Wikipedia defines as "a surveying method that measures distance to a target by illuminating the target with pulsed laser light and measuring the reflected pulses with a sensor." Like radar with lasers.

The company says existing LiDAR systems suffer from range limitation due to eye safety concerns (you don't want to shoot eye-blasting lasers every which way), "multi-user cross-talk" (I think that means the possibility of the sensors picking up reflections from someone else's LiDAR system and getting confused), and cost.

Eclipse the Kitty Looking for Invitation to Your House


Eclipse (A468903) is an 8-month-old kitty looking for a home for the holidays. She was surrendered to the Pasadena Humane Society a month ago and is in need of a new friend and home. GoMonrovia Prices May Go Up (With Exceptions) Again; Rules for Sidewalk Vendors

At its next meeting (agenda: https://goo.gl/Y5V6Gs)the Monrovia City Council will consider ...

 ~ A price increase and other modifications for GoMonrovia. Why? Because the insanely successful Lyft partnership that gives residents cheap rides around town is flat running out of money.

The city wants to maintain $.50 shared rides to or from Old Town and to and from the Gold Line Station, but other shared rides would increase from 50 cents to a dollar, and solo rides would increase from $3 to $3.50.

Also, the city will seek to be completely reimbursed by LA County and Bradbury for their participation in the program, or seek to scale back services to them. And, it will restructure the Dial-A-Ride program so it is ONLY for handicapped riders.

The problem is the program's estimated annual cost is $2.7 million and the city only has $1.2 million per year to spend on it. These changes, the staff report says, "are estimated to improve the GoMonrovia financial position by around $1.5 million, which would still leave an annualized funding gap of around $600,000."

Since that's still short, the city will monitor the program, reevaluate after this coming June, and possibly make additional adjustments.

~ What to do in response to California's Safe Sidewalk Vending Act, which allows sidewalk vendors (we're not talking food trucks here), whether cities like it or not.

To address this Monrovia has come up with these proposed regulations:

  • Restrict vending near farmers' market, special events, or schools during school hours.
  • No vending in Canyon Park, the Hillside Wilderness Preserve, and city parking lots.
  • No stationary sidewalk vendors in areas zoned exclusively residential.
  • Restrict operation to to normal business hours for the area.
  • Require proper trash disposal.
  • Require sidewalk vendors meet accessibility requirements.
  • Require vendors have a County Department of Health permit (for food vendors), have a California seller's permit, liability insurance, and a city business license.

A Christmas Service for the Hurting

Not everybody is happy during the Christmas season, so Monrovia's Hope Unlimited Church is holding a "Blue Christmas" service, "a gentle, contemplative service for those who are carrying pain or loss." Tuesday, December 18 at 7:30 p.m. The church is at 1900 Walker Ave, Monrovia. Walker is a block south of Duarte Road on the east side of Myrtle.

As you can see, I got a bit eager and ate half my eggs before remembering to take a picture. Anyway, had breakfast at Jake’s Road House, on the east side of Myrtle just north of Olive. Got the sausage and eggs plate for $9.95 and a coffee for $2.95. Nice, filling meal, good service.

During the last seven-day period, the Police Department handled 394 service events, resulting in 80 investigations.

Shoplifting
December 6 at 12:57 p.m., an employee who works at a business in the 400 block of W. Huntington called and reported a theft. An adult male entered the store, walked directly to the vitamin shelf and selected several boxes of probiotics. The subject then walked out of the store without paying for the items. The suspect fled prior to the officer’s arrival. The suspect was not located.

Public Intoxication – Suspect Arrested
December 6 at 5:28 p.m., a caller reported a subject disturbing people at a park in the 300 block of S. Myrtle. Officers arrived, but the subject had left. While the officers were at the park, they discovered a subject in need of medical attention. Monrovia Paramedics responded and treated the subject. The officers located another subject who was too intoxicated to care for himself. He was arrested and held for a sobering period.

Residential Burglary
December 6 at 9:17 p.m., a resident in the 100 block of S. Sunset arrived home and discovered their house had been burglarized. Officers arrived to investigate and discovered a side window had been shattered and the house was ransacked. This investigation is continuing.

DUI/Traffic Collision – Suspect Arrested
December 7 at 7:09 a.m., a caller reported a disabled vehicle stopped in the 800 block of S. Myrtle. Officers arrived and discovered the vehicle had collided into a traffic sign. The driver appeared to be intoxicated. A DUI investigation was conducted, and after field sobriety tests were completed, the driver was arrested for driving under the influence.

Injury Traffic Collision
December 7, at 12:19 p.m., a caller reported three motorists had just collided into one another in the 100 block of W. Huntington. Officers responded to investigate. Two of the motorists complained of pain. The motorist at fault was issued a citation.

Grand Theft
December 7 at 1:17 p.m., a grand theft incident was reported in the 400 block of N. Encinitas. An unknown suspect stole gardening tools from the bed of a truck. While the truck was parked, someone took equipment, including a lawn mower. The investigation is continuing.

Fraud
December 7 at 5:16 p.m., a resident in the 100 block of N. Encinitas attempted to purchase a vehicle on Ebay. She was given instructions online to pay $3,100 via Ebay gift cards, which she did; however she never received the vehicle. The investigation is continuing.

DUI/Traffic Collision – Suspect Arrested
December 7 at 7:14 p.m., a victim called police and reported another motorist just struck his vehicle in the 300 block of W. Huntington. The motorist fled the scene of the collision and the victim followed him until the police arrived. Officers detained the driver who fled the scene and found him to be intoxicated. After field sobriety tests were conducted, the driver was arrested for DUI.

Vehicle Burglary
December 8 at 6:57 p.m., a customer of a restaurant in the 800 block of W. Huntington discovered his vehicle had been burglarized while he was inside the restaurant. The window had been shattered and items were stolen. Investigation continuing.

Violation of Court Order/Warrant – Suspect Arrest
December 8 at 9:42 p.m., an officer was patrolling the 2000 block of S. Myrtle when he saw a motorist committing a driving violation. He stopped the vehicle and contacted the driver and passenger. A computer check revealed the driver had an active domestic violence court order restraining him from being near the passenger in the vehicle. The driver also had a warrant for his arrest, so he was arrested and taken into custody.

DUI – Suspect Arrested
December 8 at 10:01 p.m., a resident in the 400 block of N. Magnolia reported a motorist had just collided into several parked cars, causing major damage to the vehicles involved. Officers arrived and contacted the driver, who was intoxicated. After field sobriety tests were completed, she was arrested for DUI.

Vehicle Burglary
December 8 at 10:08 p.m., a customer of a restaurant in the 800 block of W. Huntington walked outside to his parked car and discovered someone had burglarized it. One of the windows had been shattered and several items that were left inside his car were stolen. This investigation is continuing.

In Park After Closure
December 8 at 11:10 p.m., an officer was patrolling the 200 block of S. Primrose when he saw three subjects loitering inside Library Park after the park had closed. The officer contacted all three subjects and issued citations for the violation.

DUI – Suspect Arrested
December 9 at 1:00 a.m., a caller reported a possible DUI motorist stopped in the middle of the road in the 100 block of S. Myrtle. Officers arrived and contacted the motorist, who was intoxicated. She was stopped blocking the roadway with her engine running. After field sobriety tests were conducted, she was arrested and taken into custody for DUI.

Traffic Collision
December 9 at 2:16 a.m., a single vehicle collided into a tree in the 1000 block of S. Mayflower. Officers responded and contacted the driver and his passenger, who were not injured. The driver had lost control of the vehicle due to excessive speed, which caused him to hit a curb and tree. Investigation continuing.

Injury Traffic Collision
December 9 at 3:15 a.m., an officer was on patrol in the 2500 block of S. Myrtle when he saw a vehicle in the roadway that had major collision damage. The officer stopped and found the driver inside with no visible injuries. The motorist had collided with several parked cars after falling asleep at the wheel while driving. The motorist was issued a citation and taken to a nearby hospital for complaint of pain.

Hit & Run Traffic Collision
December 10 at 1:13 a.m., a resident in the 200 block of S. Primrose reported two motorists had just collided into one another in front of the caller’s house. One of the vehicles hit a nearby fence, and the occupants immediately exited and ran from the scene. Officers searched for the subjects, but did not locate them. This investigation is continuing.

Commercial Burglary
December 10 at 5:29 a.m., an employee of a business in the 200 block of W. Duarte arrived at work and discovered someone had forced entry through a window into the building sometime during the night. A laptop computer was stolen from inside the building. This investigation is continuing.

Fraud
December 10 at 9:45 a.m., an employee from a business in the 900 block of W. Foothill called to report that an unknown subject used a stolen and forged prescription note to pick up codeine cough syrup. The officer confirmed the prescription note was stolen from an El Monte pharmacy. Investigation continuing.

Hit & Run Traffic Collision
December 10 at 4:31 p.m., a caller reported two motorists had just collided into one another in the 200 block of S. Myrtle. One of the motorist exited his vehicle, looked around, re-entered his vehicle and fled the scene without exchanging the required information. This investigation is continuing.

Grand Theft
December 10 at 5:14 p.m., a caller reported that his vehicle was broken into sometime during the night while it was parked in the 200 block of Poppy. He had tools stolen from the bed of his truck. Investigation continuing.

Vandalism
December 11 at 7:07 a.m., a business owner in the 500 block of W. Foothill called to report that sometime overnight someone damaged their air conditioning vents. Investigation continuing.

Ex-Felon in Possession of Firearm/No-Bail Warrant – Suspects Arrested
December 11 at 7:20 a.m., a caller reported a suspicious vehicle that was occupied by multiple subjects. The caller stated the driver appeared to be under the influence of a controlled substance. Officers arrived and learned one of the subjects had an outstanding no-bail warrant for his arrest. Officers located a loaded .38 caliber firearm where the subject was sitting. He was in possession of ammunition, methamphetamine, and he impersonated another person. He was arrested and taken into custody. The two other occupants were arrested for receiving stolen property and possession of drug paraphernalia.

Hit & Run Traffic Collision
December 11 at 3:50 p.m., a caller reported a semi-truck struck a traffic signal in the 1800 block of S. Mayflower. This caused the traffic signal lights to go out. The Public Works Department was notified and immediately started working on the issue. Investigation continuing.

Grand Theft Auto – Suspects Arrested
December 12 at 3:29 p.m., officers were patrolling the 700 block of S. Myrtle when they located an occupied stolen vehicle, traveling north on Myrtle. Officers conducted a traffic stop on the vehicle in the 100 block of E. Palm. Two of the passengers fled on foot and the driver of the GTA stayed inside the vehicle. A containment was set up and all suspects were taken into custody. The driver was arrested for GTA. One of the passengers was arrested for resisting/delaying a peace officer and possession of someone else's personal identifying information. The third suspect was arrested for resisting/delaying a peace officer, receiving stolen property and possession of drug paraphernalia.

Grand Theft Auto
December 12 at 6:40 p.m., an employee in the 500 block of W. Duarte called to report that a customer’s vehicle had been stolen. The vehicle was at the location to have work done on it. A female Hispanic in her 20’s came into the location and asked for directions to West Covina. She then exited and walked around to the side of the building, where vehicles are kept. The vehicle, a black 2010 Ford Explorer, had the key in the ignition. The female entered the vehicle and drove it away. Investigation continuing.

~ A company called LB PharmLabs received the final State regulatory approvals needed to open a new cannabis testing laboratory in Monrovia at 1000  S. ~  If you're a resident living in an area subject to flooding, you might want to pick up some gravel bags at either the Public Works Yard (600 S. Mountain) or Fire Station 101 (141 E. Goober Needs a Furrever Home

Goober (A462838) is a 4-year-old Chinese Shar-Pei looking for a home for the holidays. Goober has been at the Pasadena Humane Society & SPCA since July! We think he’s been getting overlooked in the kennels. This past weekend he went home with a foster family to get some comfy couch time. He was a very well-behaved boy who liked to follow his Foster around the house and sit right by her side. He gave tons of kisses and slept peacefully at the foot of the bed at night. Goober is now back at PHS looking for a new friend who would like to give him a furrever home.

Vigil for Cecilia and Kelsey Cami Meza at Library Fountain, Wednesday, Dec. 12, 6:30 p.m.


There will be a vigil tomorrow, Wednesday, December 12, for Cecilia Meza and her daughter, Monrovia High School senior, Kelsey Cami Meza, who were recently murdered.

The vigil will be at the Monrovia Public Library Fountain area at 6:30 p.m.

Tree Lighting- and Party - Wednesday, Dec. 12

As you likely are aware, due to the rain last week, the City regrettably had to cancel our annual Tree Lighting Ceremony and Holiday Parade.  However, in an effort to organize a scaled down version of our annual holiday celebration, we are happy to share that the City will be hosting a special Community Tree Lighting Ceremony and Holiday Event at Library Park this coming Wednesday, December 12, from 4:00 – 6:00 p.m.  

 

We hope that everyone in the community will join us for a special evening of festive, holiday cheer!  We plan on displaying several of the floats that were created for the parade this year at the event, and will also have live holiday musical performances, special holiday crafts, Christmas themed activities, and of course… the official lighting of our community Christmas Tree!  In addition, at this special event, we will be recognizing and celebrating our Parade Grand Marshall – the Monrovia Area Partnership, MAP Leaders!

Schools Consider Adding 'Immigration Status" and 'Gender Identity' to Nondiscrimination Rules; Also, Tough Money Times Ahead

At its next meeting (agenda: https://goo.gl/9kAfjg) the Monrovia Board of Education will ...

~ Consider making its nondiscrimination board policy more stringent by including more criteria which may not be used for discrimination, particularly immigration status and gender, as recommended by the California School Board Association.

So, the new rules would forbid discrimination on the basis of "immigration status" or "nationality," which has been added to the existing, "national origin."  Also, in addition to forbidding discrimination on the basis of "gender," the new rules forbid it on the basis of "gender expression" and "gender identity." Also new are bans on discrimination based on age, "genetic information," and pregnancy. https://goo.gl/AyZXNE

Comment: What in the world is the difference between "gender" and "gender expression" and "gender identity?" Is gender what you really are, and gender expression how you act, and gender identity what you sorta think? Or what? Things are getting bizarre.

~ Hear a report on the district's fiscal situation, which is not terrible but is not great either. According to the staff report (https://goo.gl/C6q6Dj), "for the 2020-21 fiscal year, the District projects a positive Ending Balance of $1,413,726. However, this positive Ending Fund Balance will be unable to provide the required estimated 3% Reserve for Economic Uncertainties of $2,131,979." This means the district will have to submit a "qualified" (that's not good) certification.

Battery
November 29 at 7:16 a.m., a caller reported a family disturbance at a residence in the 600 block of E. Colorado. Officers arrived and located the involved parties. An investigation revealed a mutual combat between family members. One half desired prosecution and the other half refused prosecution. This case will be forwarded to the District Attorney’s Office for filing considerations.

Warrant – Suspects Arrested
November 30, at 3:24 a.m., a resident in the in the 100 block of Hidden Valley reported a suspicious vehicle in the area, occupied by three subjects. The resident asked the subjects what they were doing. They stated they were looking for recyclables and then sped off in the vehicle. Officers located the vehicle in the area and stopped it. Two of the occupants had outstanding warrants for their arrest. The two subjects were arrested and transported to the Monrovia Police Jail.

Vehicle vs. Pedestrian
November 30 at 6:56 a.m., a vehicle struck a pedestrian who was walking in a designated crosswalk in the 300 block of E. Foothill. Paramedics arrived and treated the injured party for non-life-threatening injuries. Officers arrived and spoke with all involved parties. The investigation is continuing.

Attempt Burglary
November 30 at 8:16 a.m., an attempt burglary was reported at the cabin inside Canyon Park. Officers arrived, conducted an investigation and found evidence of forced entry. A window sill on the north side of the cabin had pry marks and the window was partially open. Nothing was missing from inside the cabin. The investigation is continuing.

Grand Theft Auto
November 30 at 8:53 a.m., a victim called to report his vehicle had been stolen from the driveway of his residence in the 400 block of S. Bradbury. He parked his vehicle the evening prior. Investigation continuing.

November 30 at 12:50 p.m., a resident in the 500 block of W. Chestnut walked outside and saw his unlocked vehicle had been ransacked and several items were missing. This incident occurred sometime between 11/29/18 at 4:30 p.m. and 11/30/18 at 12:50 p.m. The investigation is continuing.

Petty Theft
November 30 at 2:03 p.m., an employee of a business in the 100 block of E. Foothill called to report a theft of four salon chairs from an unsecured patio area of her salon. The chairs were used and stored on the patio. Officers arrived and spoke with the employee. Investigation continuing.

Grand Theft
November 30 at 5:08 p.m., a grand theft was reported in the 900 block of S. Primrose. A catalytic converter was stolen from a work truck while it was parked. The crime occurred sometime between 11/19/18 and 11/26/18. Investigation continuing.

Shoplifting
November 30 at 6:19 p.m., an employee called to report a theft from a business in the 1600 block of S. Mountain. Two subjects entered the store, concealed items, and left without paying for them. They left in a vehicle prior to officers arriving. This investigation is continuing.

Vandalism
November 30 at 6:22 p.m., a victim called to report his vehicle was vandalized while parked in the 200 block of E. Maple. He parked his vehicle in front of his residence and went inside. He returned a short time later and saw his vehicle had been keyed. Investigation continuing.

Public Intoxication – Suspect Arrested
December 1 at 3:10 a.m., a caller reported a subject was causing a disturbance in the 100 block of E. Evergreen. Officers arrived and located the subject, who was found to be too intoxicated to care for himself. He was arrested and transported to Monrovia Police Department Jail, where he was housed and held for a sobering period.

Public Intoxication – Suspect Arrested
December 1 at 9:50 a.m., a heavily intoxicated male subject was causing a disturbance in front of a business in the 100 block of W. Foothill. Officers arrived and contacted the subject. After field tests were conducted, it was determined he was too intoxicated to care for himself. He was arrested for public intoxication and held for a sobering period.

Petty Theft
December 1 at 11:35 a.m., a resident in the 200 block of W. Walnut walked outside his home and discovered someone had removed the rear license plate from his vehicle. Investigation Continuing.

Hit & Run Traffic Collison
December 1 at 12:19 p.m., a resident in the 900 block of W. Huntington walked outside of her home and discovered a motorist had sideswiped her parked vehicle. She had parked her car earlier that morning and it did not have any damage. This investigation is continuing.

Traffic Collision
December 1 at 12:29 p.m., a motorist reported that he just collided with a parked vehicle in the 100 block of W. Foothill. He advised he hit the door of the parked car when the occupant opened his door into oncoming traffic. The occupant was not cooperative and was refusing to exchange information with the caller. Officers responded to investigate and the party at fault was issued a citation.

Public Intoxication – Suspect Arrested
December 1 at 2:17 p.m., an intoxicated male was reported loitering in the parking lot of a business in the 100 block of W. Foothill. Officers responded and located the subject. He was too intoxicated to care for his own safety, so he was taken into custody. The subject was so intoxicated he needed the assistance of Monrovia Fire Department paramedics. They responded and the subject was transported to a nearby hospital.

Vehicle Burglaries
December 1 at 2:52 p.m., a Monrovia Park Ranger reported two vehicles had been burglarized in the parking lot of Canyon Park, 1200 N. Canyon. The windows on both vehicles were shattered and personal items were taken. The vehicle owners were contacted. This investigation is continuing.

Assault with a Deadly Weapon
December 1 at 7:57 p.m., a resident in the 200 block of W. Cherry had a knock at his front door. He opened the front door and a person he knew struck him in the head with an unknown object. Monrovia paramedics arrived and transported the victim to a local hospital. The suspect fled the scene prior to officers arriving. An officer responded to the hospital and spoke with the victim. This investigation is continuing.

Grand Theft Auto/Resisting & Delaying an Investigation – Suspects Arrested
December 1 at 9:11 p.m., an officer was providing extra patrol in the 2500 block of S. Myrtle when he ran a license plate to an occupied vehicle. The vehicle was reported as stolen. Officers detained the two subjects inside the vehicle. A female adult was arrested for grand theft auto and a male adult was arrested for resisting and delaying an investigation. The stolen vehicle was recovered.

Vehicle vs. Pedestrian
December 2 at 12:50 p.m., a caller reported a vehicle struck a pedestrian who was riding on a skateboard in the 1200 block of S. Magnolia. Officers arrived and spoke with all parties involved. Paramedics arrived and transported the pedestrian to a local hospital. The investigation is continuing.

Non-Injury Traffic Collision
December 3 at 7:45 a.m., a caller reported a traffic collision in the 3000 block of S. Peck. Officers arrived and spoke with all involved parties. The motorist at fault was issued a citation.

Residential Burglary
December 3 at 8:14 a.m., a caller reported that his residence in the 900 block of Ridgeside was broken into sometime during the night. The house was under renovation and no occupants were inside at the time. The loss was a paint sprayer and saw. Investigation continuing.

Non-Injury Traffic Collision
December 3 at 1:38 p.m., a caller reported a traffic collision in the 500 block of W. Huntington. Officers arrived and spoke with all involved parties. The motorist at fault was unlicensed and he was issued a citation.

Vehicle Tampering
December 3 at 3:55 p.m., a victim called to report that his vehicle, which was parked in the 200 block of W. Lime, was tampered with. The victim left the vehicle parked in the street for approximately three weeks. When he returned to the vehicle, he noticed a door handle was damaged. Investigation continuing.

Petty Theft
December 4 at 7:58 p.m., an employee flagged down an officer that was patrolling a business in the 1600 block of S. Mountain. The employee told the officer he witnessed a male Hispanic adult steal a chainsaw from the business. The suspect fled the scene prior to the employee flagging down the officer. The investigation is continuing.

Vehicle Burglary
December 5 at 6:37 a.m., a resident in the 100 block of N. Poinsettia walked outside his home and discovered someone had smashed a window on his vehicle, made entry and ransacked it. Investigation Continuing.

Hit & Run Traffic Collision
December 5 at 10:27 a.m., a resident in the 800 block of W. Foothill reported and hit and run traffic collision. An unknown motorist had sideswiped her parked vehicle. She had parked her car the day before and it did not have any damage. This investigation is continuing.

Homicide
December 5 at 12:52 p.m., officers responded to a residence in the 800 block of W. Colorado regarding a welfare check on a female adult and female juvenile. Officers went to the location and discovered the two females were deceased. LASD Homicide Bureau is handling the investigation with the assistance of the Monrovia Police Department Detective Bureau. Christmas Parade and Tree Lighting Cancelled

Today's tree lighting ceremony and Christmas parade have been cancelled, due to rain. City Councilwoman Becky Shevlin reports that there is the "possibility of a smaller tree lighting ceremony next Wednesday evening."

Sheriff's Department Looking for Suspect in Double Murder

The LA County Sheriff's Department is looking for Nimrod Perez Guerrero, 33, in connection with the murder of a woman and her daughter, whose bodies were discovered Wednesday at an apartment complex on Colorado Boulevard, across from Monrovia High School. Woman and Girl Killed Near Monrovia High School

An woman and juvenile female were killed in the 800 block of Colorado Boulevard (near Monrovia High School) today at about 1:30 p.m., according to the Los Angeles Sheriff's Department (LASD).

UPDATE: The victims were found in a house. The girl had not shown up for school for several days and the bodies were discovered when police went to investigate. https://goo.gl/eJN3cX

UPDATE 2: LASD reports that the victims were "a female Hispanic adult and a female Hispanic juvenile," and that there is "no suspect information at this time."

Los Angeles County Sheriff’s Homicide Detectives are responding to the 800 block of West Colorado Boulevard, Monrovia, to assist Monrovia Police Department personnel investigate the circumstances surrounding the death of a female adult and female juvenile.

The two victims were pronounced dead at the scene.

There is no further information at this time and the investigation is still on-going.

Monrovia Now a 'Dementia Friendly' City

Monrovia has now become part of the Dementia Friendly America movement, which seeks to develop programming and resources for families that live with dementia.

The Monrovia program, developed by the Monrovia Provider’s Group, a network of for profit and non-profit organizations that provide support services for older adults and their families, was recently joined by a cross section of organizations representing businesses, educators, law enforcement, first responders, health care, the faith community, local government, community members and others to form a dementia committee, guided by Senior Helpers Community Relations Coordinator, Nathan Kirschenbaum, Alzheimer’s Los Angeles, Public Policy Manager, Kelly Honda and senior-focused individuals, including the Monrovia Public Library and Community Center Staff.

Is Christmas Parade On or Off? Firefighters Raise $5,500 for Charity; Home Decorating; Help the USO; Toy Drive

~ The Christmas parade is scheduled for this Thursday, Dec. 6 at 6 p.m. but the weatherman is saying rain. The city will be monitoring the weather through the day to see if it will be okay to go ahead with the event. It'll post updates on its website: cityofmonrovia.org

~ Monrovia Fire & Rescue participated in the annual Fill the Boot program and collected $5,500 at the corner of Mayflower and Huntington for charity.

~ Applications for the Holiday Home Decorating Contest are available online here (https://goo.gl/LzWiRN) or at the Monrovia Community Center. Applications are due by 5 p.m. on Friday, Dec. 14.

~ The Library's Veterans Resource Center is partnering with the American Legion Women's Auxiliary to support the USO and local military personnel who are hospitalized. They need: white socks for men and women, coloring books for adults, coloring pencils, markers and pens, board games and card games for adults. Santa's Monrovia Schedule

On Dec. 17-21 Santa Claus will drive down every street in Monrovia atop a decorated fire engine, passing out candy canes and escorted by a police car and a decorated public works sleigh.

If you'd like to ride along, assemble by 5 p.m. at Monrovia City Hall's back parking lot each night. Participation is on a first-come, first-served basis. Children 18 and under must be accompanied by an adult. Wear warm clothing.

Schedule:

Monday, Dec. 17 - East of Myrtle and north of Foothill.

Tuesday, Dec. 18 - West of Myrtle and north of Foothill.

Wednesday, Dec. 19 - East of Myrtle, south of Foothill, north of Duarte Road, to east city boundaries.

High Tech Ice Cream Comes to Monrovia


A new high-tech ice cream shop is coming to Monrovia. N2 Lab will be located on Myrtle just south of the 31 Flavors in the Vons shopping center. From a quick Internet search it appears N2 uses liquid nitrogen to cool its ice cream.

Windmill on Denny's Replaced and Running.

It's not exactly Monrovia, but the windmill has been replaced on top of the Denny's restaurant at the corner of Huntington and Santa Anita in Arcadia. It's happily going 'round and 'round. Good for them not to let an icon like that fall apart!

If you are not familiar with the history, that building used to be a Van de Kamp's restaurant, which had a windmill as its icon.
