The Upper San Gabriel Valley Municipal Water District has adapted its Water Smart Home Program to reach residents living in disadvantaged communities. The district provides a free kit of indoor and outdoor devices to conserve up to 20 percent of water that can be installed without a contractor. The program is accepting applications. Call (866) 308-8391 to discuss eligibility and be placed on the distribution list.
