Council Adopts Budget with $2.4 Million Deficit, Approves Two New Fire Engines; Fire Dept. Wins Stroke Response Award

June 16 Monrovia City Council meeting, summarized by AI.

• Council adopted the FY 2026-27 general fund budget: $62.8 million in revenues, $65.2 million in expenditures — a projected $2.4 million deficit. Citywide revenues total ~$213 million; expenditures ~$153 million. Capital improvement program: $18.5 million. Personnel costs represent about 65% of general fund spending.

• Approved purchase of two Pierce Enforcer fire engines from South Coast Fire Equipment for up to $2.93 million (plus a $293,000 contingency). Delivery expected in FY 2029-30; payment due at delivery. Fire engines replace a 2002 and a 2008 unit.

• Two Craftsman homes designated as local historic landmarks with Mills Act preservation tax contracts: 115 May Ave (1912, built by the Tipple brothers) and 225 Highland Place (1909, attributed to architect Arthur Roland Kelly, who worked with the renowned firm Green & Green).

• Approved a tentative tract map for a 14-unit condominium project at 1232 S. Mayflower Ave., with a minor exception for common recreation space. Mayor Shevlin recused herself due to a conflict of interest.

• June 19 proclaimed Juneteenth National Freedom Day. Councilmember Kelly noted her children brought the observance to Monrovia, leading the council to formally adopt it in 2020. June 20-26 proclaimed National Mosquito Control Awareness Week.

• Annual assessment levies confirmed for FY 2026-27: Citywide lighting and landscaping at $56.23 per unit (unchanged); park maintenance at $16.22 per unit (up $0.48, a 3% CPI adjustment).

• Monrovia Fire Department received the Golden Brain Award from USC Arcadia Hospital for a rapid stroke response: a 76-year-old woman was taken from scene to surgery in 91 minutes; she fully recovered. One of only two LA County agencies to receive the award.

• City Manager reported unplanned power outages in parts of northwest and central Monrovia; Edison working to restore service by 11 p.m.

• City Manager updated council that the California Highway Patrol granted itself a second 30-day extension on the city's records request related to the death of Carlos Roberto Montoya Valdez. No information has been provided.

• Monrovia's All-America City finalist delegation will present in Denver, June 25-29. Ten cities will be named All-America Cities on Sunday, June 29.

• City Manager clarified that the Monrovia Pride Book Festival (Saturday, 12-6 p.m., Library Park) is a private nonprofit event. The city reviews rental applications for procedural compliance only and does not filter content.

• Resident Sam Carmichael reported ongoing trespassing onto private residential rooftops at Colorado Commons via the adjacent city-owned parking structure. He asked the city to work with the HOA on anti-climb barriers and cameras to prevent injury before an accident occurs.

• A World Cup watch party is being planned at Library Park for June 26 (Thursday, 7 p.m.) to coincide with the U.S. soccer team's final group stage match.

• Mayor Shevlin authorized a support letter for AB762 (Irwin/Wilson), which would ban disposable vapes due to lithium battery hazards in the waste stream.

City to consider buying two new fire trucks; City deficit a bit less than expected, Etc.

One of the Pierce Enforcer model fire engines.

At its next meeting (agenda ) the Monrovia City Council will ...

~ Consider buying two new fire engines, Pierce Enforcer Triple Combination Engines, for $2.93 million, with a $293,000 contingency amount. The engines will replace two reserve fire engines that are approaching their 25-year frontline lifespan. One is 24 years old and the other is 18 years old. Details. https://www.monroviaca.gov/home/showpublisheddocument/40571

~ Receive a financial report saying that while the city is running a deficit, its finances are in decent shape, but rising pension and operating costs are a problem.

The city expects a General Fund deficit of about $2.4 million in 2026-27, an improvement from the $2.65 million deficit projected when the two-year budget was adopted. Revenues are projected at $62.8 million and expenditures at $65.2 million.

Property tax revenue continues to grow, hotel tax revenue remains strong, but sales tax revenue has largely flattened. The city's biggest financial challenge is rising pension costs, with annual payments toward its unfunded CalPERS liability increasing from $1.38 million in 2024-25 to $3.89 million in 2026-27, with another increase expected next year.

To help close the gap, the City plans fee increases, delayed hiring, contract reviews, grant applications, and continued contributions to its pension stabilization trust. Details

~ Consider proclaiming June 19 as Juneteenth National Freedom Day and June 19-25 as National Mosquito Control Awareness Week

~ The city will also hold a study session at 6 p.m. on the economic development and business climate in Monrovia, and have a "Communications Overview." Details

Dinner at new Mayan Bar and Noodle restaurant

Had dinner at the new Szechuan style Chinese restaurant in the Aztec Hotel on Foothill. Got the spicy beef noodle bowl for $15. It was very good and there was a generous amount of beef in it. There's no sign out front yet, but I was told that the restaurant name will be Mayan Bar and Noodle. The "bar" part of the name has not yet fully kicked in as the restaurant still needs to get city approval.

COMMUNITY ALERTS

Street Sweeping Parking Enforcement Update

The City is making a change to how street sweeping parking restrictions are enforced.

For years, residents have been allowed to move their vehicles back into posted "No Parking" areas once the street sweeper passed, even while the parking restriction period was still in effect. This practice created inconsistency, and the Monrovia Police Department is moving to enforce posted signage as written. Moving forward, citations will be issued for the full posted no-parking window, regardless of whether the sweeper has already come through.

No changes are being made to posted times, signs, or routes, only to how the hours are applied and signage is enforced.

Catalytic Converter Thefts Alert

Protect your vehicle by following the prevention tips in the attached flyer and reporting suspicious activity to the Monrovia Police Department.

Arthur Blair Historic Inn Grand Opening July 4 in Monrovia

Baker was widely recognized as the primary authority on local history, known for his detailed research, public speeches, and graveside tours at Live Oak Cemetery.

Schools make progress in several areas, need improvement in others; Smaller budget anticipated; AP Chinese class being considered; Etc.

At its next meeting the Monrovia Board of Education (agenda) will ...

~ Receive a report and hold a public hearing on the Local Control Accountability Plan and the proposed 2026-27 adopted budget.

The LCAP report shows improvement in English language arts, science achievement, English learner progress, and reduced chronic absenteeism. However, it also says math, college-preparation indicators, and facility conditions need improvement.

For 2026-27 the financial side of the report estimates that the district's income will slip from $96.89 million to $95.06 million, with expenditures of $97.3 million, meaning the district will need to dip into its savings for $2.24 million. Also, it notes that enrollment is declining, with 4,564 average daily attendance projected, down from 4,624. Further, it warns that large state budget deficits are expected in the next 2-3 years. Details. More budget detail here, and more detail on LCAP here.

~ Consider approving a new AP Chinese Language and Culture course for grades 11–12 at Monrovia High. The full-year, college-level AP course is modeled after a UC-approved program at Arcadia High School. Details.

Restaurant reviewer Peter Dills praises Le Roy's restaurant

Restaurant reviewer Peter Dills just gave Monrovia's Le Roy's restaurant a glowing review. "The dining room isn’t trying to transport you to Manhattan, Napa Valley, or a Paris sidewalk café. It’s trying to be a neighborhood restaurant. Mission accomplished." Details.

Parade-famous Bowie is a silly, sweet husky who's ready for a home - and he's free!

Uploaded ImageThree-year-old Bowie is a parade superstar! At the La Cañada Memorial Day Parade he walked next to adoptable dog Jordan and stole the show. As he passed by, people in the crowd shouted, "Is the husky available for adoption?!" Yes, he is!

With all his fame, you may be surprised to know Bowie is super down-to-earth. He's silly and expressive, loves going on hikes, enjoys a belly rub or two, and has gotten along great with other dogs he's met so far. He likes lots of different treats and can even entertain himself with a tennis ball. Bowie might be the coolest yet nicest celeb you'll meet in the LA area!

This Saturday, June 6, adopt Bowie for free at Pasadena Humane's Free Adoption Day, taking place at the Pasadena shelter from 10 a.m.-4 p.m.
