Monrovia Weekly is reporting that Monrovia City Council member Larry Spicer has a criminal record, though it appears to be from long ago. Spicer was appointed to the Monrovia City Council to stand in for Clarence Shaw, who is on active duty with the Army. http://goo.gl/QqVsz
