City manager outlines progress on Canyon Park restoration

At the Tuesday City Council meeting, City Manager Dylan Feik reported on progress renovating Canyon Park. Progress, he said, includes work on guardrails, handrails, and hydrants; debris hauling is complete, the installation of pedestals for power connections is complete, but needs Edison to make the final connection, for which a county permit is necessary. Once issued it should take Edison three or four weeks to hook up the electricity. Once power is connected, he said, the final two inches of  pavement will be laid. Details.

Animal rights group Direct Action Everywhere will deliver letters and protest Thursday, March 20, at 11:40 a.m. at Trader Joe's headquarters to urge the grocer to stop purchasing chickens from Perdue's Petaluma Poultry subsidiary, which it says has had repeated animal cruelty violations, such as birds collapsed on the floor or stuck on their backs and unable to access food or water. It adds that Sonoma County's Press Democrat newspaper wrote that USDA reports show Petaluma Poultry with rates of the bacteria campylobacter and salmonella at almost four times the national rate.

Wile is smart and independent - he doesn't need constant attention

Wile is a striking 2-year-old Belgian Malinois mix with a big personality and an independent spirit. Weighing in at 60 pounds, Wile is a strong and confident dog who knows what he wants. He’s intelligent and self-sufficient, making him a great match for someone who appreciates a dog that doesn’t constantly demand attention. If you’re looking for a loyal companion who enjoys having his own space while still being a dedicated best friend, Wile might just be the perfect fit.

Wile is house-trained and has great manners indoors, making him an easy addition to a home that values structure and routine. He’s not one for rowdy dog parks or canine play dates—Wile prefers to be the only dog in the home, where he can truly relax and bond with his person. His independent nature means he enjoys exploring on walks and sniffing out interesting scents, but he also appreciates a cozy spot to unwind at the end of the day.

This smart and capable pup would do best with an experienced dog owner who understands his working-dog mentality. Wile thrives with clear boundaries and a job to do, whether it’s daily walks, training sessions, or mentally stimulating activities. He would love a home where he can continue to learn and build trust with a patient and understanding human. While he may not be a social butterfly with other dogs, Wile is ready to be an incredibly devoted and loving companion to the right person.

If you’re searching for a strong, independent dog with a big heart, Wile is waiting to meet you!

The adoption fee for dogs is $150. All dog adoptions include spay or neuter, microchip, and age-appropriate vaccines.

Monrovia concerned about removal of reservoir in Bradbury; budget update; KGEM contract

At its next meeting (agenda here) the Monrovia City Council will consider ...

~ Sending letters to the Bradbury mayor and city manager expressing concerns about California American Water's proposed Lemon Reservoir Retirement Project, which involves demolishing a reservoir in Bradbury, hauling debris, importing 12,000 cubic yards of soil, and a zoning change.

Monrovia argues that the project's demolition and backfill constitute "unusual circumstances" requiring a comprehensive review. The city also worries about potential traffic impacts on its roads due to a lack of detailed plans, air quality impacts from dust and emissions, and a lack of communication with affected residents beyond Bradbury's notification radius.

Monrovia is requesting a full environmental review, a formal traffic plan with Monrovia's input, a thorough air quality analysis, better community outreach, and consideration of project alternatives. Details.

~ The 2024-25 budget quarterly update, which indicates that the city's general fund will end the year with a $1.56 million deficit after proposed revenue decreases and expenditure increases. But that's better than the previous year. The report adds that while inflation is moderating, sales tax revenues, particularly from auto sales, have declined significantly. Details.

~ Consider a multi-year agreement, through June 30, 2028, to pay Community Media of the Foothills (KGEM) $785,000 plus cost-of-living increases, and an annual contingency amount of $5,200, for a total contingency amount not to exceed $18,200.00 for additional event programming. Details.

Monrovia High to use Duarte pool for swim team; School report cards; District can pay its bills

At its next meeting (agenda here) the Monrovia Board of Education will consider ...

~ Approving a deal for the Monrovia High swim team to use the Duarte Fitness Center Pools for practice and meets. (People at the latest City Council meeting complained that the Monrovia High pool is out of order.) Details

~ Approving School Accountability Report Cards for the district's schools. The following analysis of the report cards (experimental) was provided by AI. Comment: I think it should be noted that Canyon Oaks High School and Mountain Park are rather different animals and it probably isn't fair to treat their results relative to other schools as if it was an apples to apples comparison...

Here are some potential anomalies, both positive and negative, found in the School Accountability Report Cards (SARCs):

  • Teacher Credentialing and Assignments:

    • Canyon Oaks High School has a high percentage of teachers (47.35%) assigned out-of-field, compared to the district (1.45%) and state (4.41%).
    • Mountain Park has a notably high percentage of teachers without credentials and misassignments (13.66%) and teachers assigned out-of-field (55.46%) compared to district and state averages.
    • For the 2022-23 school year, Monrovia High School had 9.06% of teachers without credentials or misassignments, while the state average was 5.38%. Therefore, Monrovia High School's percentage was 3.68 percentage points higher than the state average in that year.
  • Suspension Rates:

    • Santa Fe Middle School has a significantly higher suspension rate (14.32%) compared to the district (3.14%) and the state (3.28%).
    • Canyon Oaks High School also shows a high suspension rate of 10.94% compared to the district (3.14%) and state (3.28%).
  • Academic Performance:

    • Canyon Oaks High School shows notably lower percentages of students meeting or exceeding state standards in English Language Arts/Literacy (13%) and Mathematics (0%) compared to the district and state averages.
    • Wild Rose Elementary shows lower percentages of students meeting or exceeding state standards in English Language Arts/Literacy (29%) and Mathematics (31%) compared to the district and state averages.
  • Facility Repair Status:

    • Clifton Middle School and Mountain Park are in "Exemplary" repair status, which is a positive anomaly compared to the "Good" repair status of other schools.
  • Physical Fitness Test Results:

    • Canyon Oaks High School shows 0% participation in all five components of the California Physical Fitness Test.
    • Monroe Elementary shows 100% participation in all five components of the California Physical Fitness Test.
    • Mountain Park shows 100% participation in all five components of the California Physical Fitness Test for Grade 5.

Here are the report cards:

Bradoaks Elementary
Mayflower Elementary
Monroe Elementary
Plymouth Elementary
