Representative Judy Chu, who represents Monrovia, has asked President Obama to unilaterally declare federal lands in the San Gabriel Mountains a national monument. Chu currently has legislation before Congress to make the area a National Recreation Area, but according to some sources ( http://goo.gl/I7Xvqr ) the bill has a very low chance of being enacted. The City of Monrovia has requested that it be excluded from the proposed NRA. http://goo.gl/foQzx4
