 Assemblyman Anthony Portantino’s bill (AB 144) making it illegal to carry an unloaded gun in public was approved late today by the State Senate (vote of 21 to 18).

  1. Portantino's bill against open carry is a display of emotion over intellect. It is just as well it was approved, as it likely sets up judicial overturning of the CA "may issue" statute on concealed carry, which has been justified by San Diego County as not being an infringement because citizens could carry openly. Unintended consequences for pols looking for parades to lead. CA is regressive in its attitude about gun control, like Chicago and IL. Lee Baca just can't stand the idea of anyone but criminals, glliteratti and cops carrying concealed. A citizen in Sacramento or other counties can cite self-defense as good cause but Baca won't have it, from anyone not in his graces. This is not equality before the law, but caprice of local authorities who inflate themselves and use it as a "favor". The number of successful lawsuits.in CA proves this to be the case.Sean Penn got a carry permit in San Francisco some years ago. With his drug and anger management problems, he could not have received a permit in TX. Liberal CA is not quite so.The evidence of two decades of "shall issue" carry laws is clear in the positive impact on crime, if one can stop emoting and start thinking. The question about crime is not i"s it low enough?" but "how low can it go?".Details omitted, I understand the limits of police protection better than most.
