Following are the weekend’s highlighted issues and events.
Injury Traffic Collision
January 26 at 4:39 p.m., a traffic collision involving injuries was reported at Duarte Road and Sixth Avenue. One of the drivers rear ended the other, causing serious injuries to both drivers. Both were taken to the hospital for medical treatment.
Elder Abuse Scam
January 26 at 7:15 p.m., an officer was dispatched to a residence in the 700 block of S. Fifth Avenue to speak with an elderly female regarding a possible fiduciary crime. The subject said she was befriended by a man on Facebook and they used Facebook messenger to speak with each other. The male subject told her he was in the military and was stuck in Dubois due to an explosion. He told her the explosion destroyed his credentials and he couldn't leave the country. He said he needed money sent to a travel agent in Amarillo, Texas. The elderly female eventually sent $20,000 through a wire transfer. The investigation is continuing.
Public Intoxication – Suspect Arrested
January 26 at 9:20 p.m., dispatch received a call reporting a man yelling and causing a disturbance in the 100 block of E. Olive. When officers arrived, they saw a male subject in the street. They contacted him and determined he was intoxicated and unable to care for himself. The subject was arrested for being drunk in public and held for a sobering period.
Violation of Court Order
January 27 at 7:16 p.m., a female subject from a business in the 100 block of W. Lime contacted police to report a violation of a court order. The subject has a restraining order against an ex-employee of hers that restricts contact, including electronic communication. The subject received a message through Yelp from the restrained person. The restrained person claimed the communication was an accident and that she meant to send the message to herself. A verified complaint was sent to the District Attorney’s office for filing consideration.
Bicycle Theft
January 27 at 9:39 p.m., a theft of two bicycles was reported in the 100 block of W. Foothill. Two juveniles left their bicycles outside of a fast food restaurant without securing them and went inside to eat. When they finished and came outside, there was a large group of juveniles in front of the business and their bicycles were gone. No witnesses came forward. The investigation is continuing.
Shoplifting / Identity theft – Suspect Arrested
January 27 at 9:44 p.m., loss prevention at a business in the 500 block of W. Huntington called police to report a female suspect they detained for shoplifting. The subject had concealed jewelry and clothing merchandise on her person. She was arrested for shoplifting, and during an inventory search of her property, two driver's licenses and social security cards belonging to other people were found in her possession. The additional crime was added to her charges.
Public Intoxication / Resisting and Delaying a Peace Officer – Suspect Arrested
January 28 at 8:25 a.m., officers were dispatched to the 900 block of S. Fifth Avenue regarding a subject sleeping in a hallway. Officers arrived and contacted the subject, who was too intoxicated to care for his own safety. When officers attempted to arrest the subject for being drunk in public, the subject resisted and struggled with the officers. He was arrested and taken into custody.
Embezzled Vehicle / Bench Warrant – Suspect Arrested
January 28 at 1:25 p.m., officers located a vehicle at Myrtle and Chestnut that had been reported as an embezzled vehicle. The driver was detained for investigation. The victim was contacted and did not desire prosecution of the driver. The person who embezzled the car from the victim had sold it to the driver. The vehicle was recovered. During the investigation, it was discovered the driver had two outstanding bench warrants and a suspended driver's license. He was arrested and taken into custody for the warrants.
Driving Under the Influence – Suspect Arrested
January 28 at 8:37 p.m., a caller reported a possible drunk driver in the area of Myrtle and Duarte Road. Officers in the area conducted a traffic stop of the vehicle and a DUI investigation was conducted. The driver was determined to be intoxicated and was arrested.
Commercial Burglary – Suspects Arrested
January 30 at 1:08 a.m., an alarm activation was received at a business in the 600 block of W. Huntington. When the officer arrived, he saw the front doors had been pried open. The store video depicted three suspects forcing the front door open and they attempted to break into the store safe with a sledge hammer. The suspect vehicle was a dark Chevy Tahoe with paper plates. At 3:00 a.m., an officer on patrol saw the suspect vehicle enter a car wash parking lot in the 100 block of W. Duarte. Additional units responded to assist and the two suspects were arrested for burglary.
Help Centre Stage and Goodwill
Monrovia's Centre Stage theater group is holding a "junk drive" on Feb. 4 to benefit Goodwill and Centre Stage. Mountain Road and Trail Closed By Rain Damage
The road/trail that goes from Monrovia Canyon Park up to the Boy Scout camp (Camp Trask) and points beyond has been closed because of sliding caused by the rain. A ranger told me that there are even parts of the paved section that have been undermined.

Dinner at Saigon Avenue
Dinner at Saigon Avenue, which is not on Saigon Avenue but on the south side of Lemon a bit east of Myrtle. Got the Classic Pork Trio (pork, shrimp and egg roll) for $11.99 and a beer for $5. Egg roll not shown because it hadn't arrived yet. Food was tasty.

Adopt A Dog Day at Krikorian Theater
Adopt A Dog Day at Monrovia's Krikorian Theater, Saturday, Jan. 28, from 11 a.m.-5 p.m. Adopted pets will receive a veterinary check-up and one month's supply of flea and parasite control courtesy of Dr. Domotor's Animal House Veterinary Hospital; a 5 lb. bag of dog food courtesy of Canidae Dog Food; treats from Unleashed by PetCo. Local animal rescue shelter, For The Love of Animals, will be on site and everyone who donates a new or used blanket for Project Gidget (to be donated to shelters and rescues for animals in need) will receive a free medium popcorn.

During the last seven-day period, the Police Department handled 349 service events, resulting in 62 investigations.
Vehicle Burglary
January 23 at 10:20 a.m., a vehicle burglary was reported at a business in the 1800 block of S. Myrtle Avenue. The wheels, tires and the back windows were stolen from a customer’s car that was left parked in the business parking lot over the weekend. The investigation is continuing.
Shoplifting
January 23 at 12:40 p.m., a shoplifter was reported at a business in the 1600 block of S. Mountain Avenue. The suspect entered the business and completed a return of merchandise. The suspect continued shopping, selected a door lock set, and then approached the return counter again and attempted to return the lock for cash, but the transaction was denied. The suspect picked up the lock and left the store without paying for the merchandise. The investigation is continuing.
Non- Injury Hit & Run Traffic Collision
January 23 at 7:08 p.m., a vehicle traveling on Royal Oaks collided with a parked vehicle. The vehicle fled the scene after the collision. The investigation is continuing.
Vehicle Burglary
January 23 at 8:04 p.m., the victim of a vehicle burglary came to the police station to report his vehicle had been broken into sometime between the evening of January 22 and the evening of January 23. The vehicle was parked in a parking structure in the 100 block of W. Colorado and was secured. Miscellaneous items were taken from the vehicle. The investigation is continuing.
Domestic Violence – Suspect Arrested
January 23 at 8:55 p.m., a female subject came to the police station lobby to report she had been in a physical fight with her husband. The victim stated her husband choked her and threw her to the ground. She complained of pain and had visible redness around her throat. Paramedics responded and took her to a hospital for evaluation. The husband was contacted and came to the station to provide a statement. He was then arrested for domestic violence.
Residential Burglary
January 24 at 1:00 p.m., a resident in the 600 block of Norumbega Drive called police to report his home had been burglarized. He had been away from his home and when he returned, he found that someone had forced entry into a side door and ransacked the second story. The loss is undetermined and the investigation is continuing.
Driving Under the Influence – Suspect Arrested
January 24 at 10:51 p.m., an officer was dispatched to a business at Myrtle and Lime regarding a subject causing a disturbance. The caller said the female subject appeared intoxicated. Officers arrived as the female subject was driving away from the store. A traffic stop was conducted and the driver was determined to be under the influence of alcohol. She was arrested and taken into custody.
Grand Theft Auto
January 25 at 7:21 a.m., a vehicle was reported stolen from the 1600 block of Pilgrim way. The victim parked and locked his car in front of his home on January 24 at 5:30 p.m. When he returned to the vehicle in the morning, he found it was missing. The investigation is continuing.
Commercial Burglary
January 25 at 11:04 a.m., officers responded to a commercial burglary reported in the 500 block of W. Duarte Road. The suspects forced entry into the business and stole a bicycle and cash. The investigation is continuing.
Injury Traffic Collision
January 25 at 11:38 a.m., a driver was traveling north on Canyon, approaching Lime, when a driver traveling east on Lime pulled out in front of the northbound vehicle and they collided in the intersection. One of the drivers involved sustained minor injuries and was taken to the hospital for treatment.
Grand Theft Auto Recovered – Suspects Arrested
January 25 at 12:07 p.m., officers located a stolen vehicle heading south on Myrtle and conducted a traffic stop at Chestnut. Three occupants were arrested and taken into custody. The vehicle belonged to a rental company in Las Vegas and was reported stolen after the renter failed to return the vehicle on the agreed date. The investigation is being turned over to the Las Vegas Metro Police Department.
Residential Burglary
January 25 at 8:48 p.m., officers responded to a residential burglary in the 800 block of S. Canyon. The victim left his residence in the morning. When he arrived home at 8:30 p.m., he found his front door wide open and the house ransacked. The suspects shattered the rear sliding door window to gain entry. They burglarized the house and left through the front door. The victim is compiling a list of stolen items. The investigation is continuing.

January 25 at 10:50 p.m., officers were dispatched to a residence in the 1300 block of S. Magnolia regarding a residential burglary. The victim left the residence at 10:30 a.m. and arrived home at 10:50 p.m. The front door of the residence was wide open and there was a single light on inside the residence. Further investigation revealed the suspect had pried open a living room window to gain entry. Once inside, the alarm activated and the suspects fled out the front door. It appears that nothing was taken from the residence. The investigation is continuing.

Monrovia Police Join 'Fans Don't Let Fans Drive Drunk' Campaign
Football fans across the country will tune in to the Super Bowl on Sunday, February 5, and for many, the event often includes alcohol. The California Office of Traffic Safety (OTS) and Monrovia Police Department are teaming up with law enforcement across the state for a special Fans Don’t Let Fans Drive Drunk campaign to urge all football fans to call the right play on Super Bowl weekend and pass the keys to a sober driver before the drinking begins.
Monrovia Police Department will deploy additional officers on special DUI saturation patrols, specifically to stop and arrest drivers showing signs of alcohol or drug impairment during and following the game. As part of the Super Bowl Sunday enforcement efforts, police, sheriffs and the CHP will be on heightened alert, ready to stop and arrest any impaired driver.
Impaired driving can be deadly. A driver is considered alcohol-impaired with a blood alcohol concentration (BAC) of .08 or higher, but even a small amount of alcohol can impair judgment and reaction times enough to make driving unsafe. Drugs, such as many prescription medications, marijuana or illicit drugs, can also lead to impairment and unsafe driving, leading to a DUI.
“Fans that are impaired can secure a safe ride home by designating a sober driver, using public transportation, or calling a taxi or rideshare program,” said Chief Hunt, Monrovia Police Department.
“Volunteer to be a designated driver to help your family and friends get home safely,” said OTS Director Rhonda Craft. “Impaired driving only leads to disaster and tragedy. It is never worth the risk. If you do plan to drink, and/or are taking medications or using marijuana, plan now to pass the keys to a sober driver before kickoff.”
Drivers are encouraged to download the Designated Driver VIP, or “DDVIP,” free mobile app for Android or iPhone. The DDVIP app helps find nearby bars and restaurants that feature free incentives for the designated sober driver, from free non-alcoholic drinks to free appetizers and more. The feature-packed app even has social media tie-ins and even a tab for the non-DD to call Uber, Lyft or Curb. For those who plan to drive, refrain from any alcohol and be aware of possible drug impairment. Instead, enjoy the game with food and non-alcoholic drinks. This Super Bowl weekend, be a team player and help keep impaired drivers from getting behind the wheel. And remember: Fans Don’t Let Fans Drive Drunk.

~ You thought maybe the recent rain solved our drought problem? It must have helped some, but Chi says we still have "a tremendously dangerous water situation." In short, we need another 130.3 billion gallons of water, about 2.6 billion bathtubs full. We should have a water level between 200-250 feet of water but even with the rain, we only have about 180 feet.
~ The city is installing a new pedestrian crosswalk and upgrading the pedestrian signals on Mountain Avenue between the BMW dealership and the Best Buy Shopping Center. It should be done before the end of February.

~ The Historic Museum has been closed because rain water was "gushing" into the building through an electrical panel. Some minor flooding damage, but of more concern was that electrical components were damaged.
~ Rehab work on the old Santa Fe Depot means access to the train station from Myrtle has been blocked off. Instead, get to the station from Myrtle go west on Pomona then south on Primrose.
~ There will be Valentine's Day Romantic Carriage Rides through Old Town on Tuesday, Feb. 14, from 6 to 10 p.m., with two horse drawn carriages. Tickets are $10 per person, or $40 for a private ride. Advanced ticket sales begin Feb. 6. For more information or to make a reservation, call 932-5562.

Following are the weekend’s highlighted issues and events.
Battery
January 19 at 9:16 a.m., a battery incident was reported at Maple and Mayflower. A male and female subject were involved in an argument, and the male subject punched the female in the face and walked away. The female was treated by Monrovia Fire Department paramedics. January 19 at 10:38 p.m., police responded to the report of a vehicle that had just crashed through the gate of the cemetery in the 200 block of E. Duarte Road. The reporting party gave a description of the vehicle and driver. An officer responding to the incident saw a vehicle matching the description heading north on Ivy. The vehicle had collision damage to the front and two flat tires. The officer stopped the vehicle and after investigation, the driver was arrested for driving under the influence. The driver was also found to have an outstanding warrant for his arrest.
Robbery – Suspect Arrested
January 20 at 8:24 a.m., a robbery was reported at a business in the 1600 block of S. Mountain. A male subject shoplifted items by placing them in his waistband and walking out of the store. Store loss prevention officers attempted to detain the suspect outside of the store, but he resisted and a struggle ensued. The suspect was ultimately detained by loss prevention and no one was injured. The suspect was arrested.
Robbery
January 20 at 10:06 p.m., an officer was dispatched to a business in the 1600 block of S. Mountain regarding a robbery. The suspect entered the business, selected four purses from a display rack and walked toward the exit doors. A loss prevention agent stepped in front of the suspect to block his path to the door. The suspect grabbed the loss prevention agent in a choke hold, pushed her out of his way and fled the business with the merchandise. The investigation is continuing.
Grand Theft
January 21 at 12:37 p.m., a grand theft incident was reported at a business parking lot in the 400 block of W. Huntington. The victim parked his Toyota Sequoia in the lot and went into the business. He returned to his vehicle approximately an hour later and discovered the catalytic convertor was taken off his vehicle. The investigation is continuing.

January 21 at 2:37 p.m., a theft from a vehicle was reported in the area of Lemon and Heliotrope. The victim parked his vehicle on January 20 at 6:15 p.m. He returned to his vehicle the next day and found it had been broken into and ransacked. A handbag containing a computer and a bag of tools were taken. The investigation is continuing.
Stolen Vehicle Recovered
January 21 at 2:40 p.m., a caller reported that a white Toyota Corolla had been parked in the 1100 block of Carmelita Circle for several days and wanted it marked for 72 hour parking. A computer check revealed the vehicle had been reported stolen out of Whittier. The vehicle was recovered.

January 21 at 2:44 p.m., a theft from a vehicle was reported in the 300 block of N. May. The victim parked her vehicle on the street the day before. She returned to the vehicle the next day and found the interior had been ransacked. A pair of headphones and two bags of new women's clothing that were left in the vehicle were taken. The investigation is continuing.
Assault With a Deadly Weapon – Two Suspects Arrested
January 21 at 9:41 p.m., a male subject was talking on his phone in the 300 block of S. Primrose. Three suspects walked by and began laughing at him. The victim walked away and the suspects followed him. When he got to the corner of Lime and Primrose, the suspects surrounded him. One of the suspects hit the victim several times in the face. Another suspect pushed him in the back. The victim was pushed and hit by the suspects. During the assault, one of the suspects took his belt off and struck the victim twice with it, causing a laceration to his head. The suspects then fled, running west on lemon and south on Magnolia. The victim notified police. Officers arrived and checked the area. They located two of the suspects at a residence in the 200 block of W. Colorado. The suspects were identified by the victim and arrested. The investigation is continuing.

January 21 at 11:22 p.m., a subject was reported dumping trash behind a business in the 400 block of W. Duarte Road. Officers arrived and detained the subject. A computer check revealed he had an outstanding warrant for his arrest. During a pat-down search, the subject was found to have a glass pipe and a small baggie of methamphetamine on his person. He was arrested and taken into custody.

One of the drivers admitted to taking prescription drugs and after investigation, was determined to be under the influence. She was arrested for driving under the influence.

January 22 at 4:36 a.m., an alarm company called to report an alarm activation at a business in the 900 block of W. Duarte Road. Officers arrived and saw the glass to the front doors had been smashed. Officers cleared the location, but no suspects were located. It was determined that the suspects took the till from the cash register, but there was no money inside the till at the time. The investigation is continuing.
Vandalism
January 22 at 10:03 a.m., a vandalism incident was reported at a hotel in the 900 block of W. Huntington. The victim reported that her vehicle had been vandalized while it was parked overnight in the hotel parking lot. The rear driver's side window was shattered. The investigation is continuing.

A male and female subject were involved in an argument, and the male subject punched the female in the face and walked away. The female was treated by Monrovia Fire Department paramedics. The district offered retirement income of 85% of final pay, and 15 employees (or 11, the report is unclear) took the offer.
~ The Monrovia School District had an audit and it appears the district is keeping its financial books properly. The auditor says: "In our opinion, the financial statements refened to above present fairly, in all material respects, the respective financial position of the governmental activities, business-type activities..." etc.
~ The board will honor Monrovia's California League of Schools Educators of the Year: Paul Dols, MHS; Chad Miller, Santa Fe; and Katie Woodrick, Clifton. Also, the board, together with the Chamber of Commerce, will honor employees of the month: Eva Kum, Instructional Assistant, Monroe Elementary; Gabby Canedo, Teacher, Monroe; Alan Caron, Instructional Aide, Plymouth Elementary; Sandra Jashinsky, Teacher, Plymouth.

January 16 at 6:37 p.m., officers responded to a domestic disturbance at a residence in the 500 block of Los Angeles. Upon arrival, they contacted a male adult in front of the house, who was too intoxicated to care for himself. The subject was arrested for being drunk in public and was held for a sobering period.
Petty Theft – Suspect Arrested
January 16 at 7:10 p.m., a petty theft incident was reported at a business in the 400 block of W. Duarte. A witness reported that the suspect fled across Duarte Road. The Foothill Air Support helicopter was in the area overhead and saw the suspect walking north in the wash. Officers detained the suspect near Genoa and the wash. He was arrested for petty theft and received a citation to appear in court on the charges.

January 16 at 7:23 p.m., a vandalism incident was reported in the 600 block of S. Primrose. The victim reported gang graffiti that had been spray painted all over his garage. The investigation is continuing.

He contacted the subjects and a computer check revealed one of the subjects had a warrant for his arrest. The subject was arrested for the warrant.

January 1 at 11:54 p.m., an officer stopped a vehicle at Fifth and Huntington for vehicle code violations. A computer check of the driver revealed he had several warrants for his arrest. During a search of his vehicle, officers recovered a bindle of cocaine near the driver's seat. The driver was arrested for the warrants and possession of cocaine. The vehicle was stored.

January 17 at 10:25 a.m., officers responded to a residence in the 200 block of W. Colorado regarding a residential burglary. A witness reported that two suspects entered the victim's garage and took a bicycle. The officers located and arrested one of the suspects. The Foothill Air Support helicopter and additional units searched for the second suspect, who rode off with the bicycle, but officers did not locate him. Through investigation, officers learned the identity of the second suspect and he was positively identified in a photo line-up by the witness. The suspect was entered into the law enforcement computer system as a wanted person for the residential burglary. The investigation is continuing.

~ Restoration begins next week on the Historic Santa Fe Depot. It should be done by this June or July. Public access to the Station Square Promenade will be restricted for the duration of the construction. The area in red in the image will be blocked off.
~ The Huntington Drive median improvement project begins on Jan. 23 and should be done by late March, making the median more drought tolerant. It involves switching to automated drip irrigation, removing 27 dead or diseased trees and replacing them with 60 new ones, and planting more than 7,500 plants.
~ The fire department is being assessed on Jan. 24 by the Insurance Services Office. If it can bring its ISO rating up from class 3 to class 2 or 11, Monrovia property owners could see a 6-8% decrease in fire insurance premiums.
~ Chon Cervantes, the city's Building Official, will retire after 30 years. His last day will be Thursday, Feb. 2. His going away breakfast party, called "Stop Work Notice" will be held Feb. 2 at 9 a.m. in the city's Emergency Operations Center in the Police building. You are welcome to come. Replacing Cervantes will be Evan Knuckles, current Senior Combination Inspector.
~ City sewers are being cleaned and inspected using a Closed Circuit TV system, starting on Jan. 17 in northwest Monrovia. It'll take a bit over six months to do the whole city.

Commercial Burglaries
January 13 at 3:21 a.m., an alarm activation was reported at business in the 600 block of W. Huntington Drive. Officers arrived and found the front doors had been pried open. Video surveillance of the business revealed the suspects were two male Blacks, one was dressed in all red and was wearing a mask and black gloves. The second suspect was wearing dark clothing with a dark mask and white gloves. The loss was undetermined. The suspects forced entry with a yellow crowbar.
A second burglary alarm activation was reported a few minutes later at 3:28 a.m. in the 900 block of E. Huntington. Officers arrived and found the front doors to this business had also been pried open. Video surveillance revealed the same two suspects committed both burglaries. The loss appeared to be narcotics from the pharmacy at the second location. A green SUV type vehicle was seen leaving the area. The investigations are continuing.

January 13 at 8:45 a.m., a female adult phoned from a residence in the 200 block of Terrace View to report she had been beaten up by her boyfriend. Officers responded to the residence and spoke to both parties. The victim reported that her boyfriend strangled and struck her, and she had visible injuries. The male suspect admitted to the allegations and he was arrested. He later bonded out of custody. The victim was notified and provided an Emergency Protective Order.

January 13 at 7:56 p.m., a traffic collision was reported at Myrtle and Huntington. A vehicle made a turning movement to maneuver around a bus and lost control. The vehicle jumped the center median and struck a tree. The tree then fell over and struck a passing vehicle. The only injury was to a passenger in the primary vehicle.

January 14 at 9:10 p.m., a caller reported a possible drunk driver in the 1300 block of S. Fifth Avenue. An officer arrived and located a vehicle that matched the description of the possible drunk driver. The officer made a traffic stop and the investigation revealed the driver was in possession of drug paraphernalia. The suspect was arrested and taken into custody.

The vehicle jumped the center median and struck a tree. The tree then fell over and struck a passing vehicle. The only injury was to a passenger in the primary vehicle.
Drug Offense – Suspect Arrested
January 14 at 9:10 p.m., a caller reported a possible drunk driver in the 1300 block of S. Fifth Avenue. An officer arrived and located a vehicle that matched the description of the possible drunk driver. The officer made a traffic stop and the investigation revealed the driver was in possession of drug paraphernalia. The suspect was arrested and taken into custody.
Warrant – Suspect Arrested
January 15 at 1:11 a.m., officers were on patrol in the 400 block of S. Myrtle Avenue and recognized a suspect who had an outstanding arrest warrant. They contacted the suspect, confirmed the warrant and took him into custody. The suspect is being held pending his court appearance.
