~ On November 17 the City Council will consider a deal with Southern California Edison to  upgrade 1,700 street lights from high-pressure sodium to LED bulbs, which use less energy and last longer. It is also a cleaner light less glare, reducing light pollution. Reduced electricity costs will pay for the upgrade and provide about $14,000 more per year in electrical cost savings. The project could begin as early as February.

~ Monrovia has asked Governor Newsom to consider a posthumous pardon for Steven Kiyoshi Kuromiya, who was arrested by Monrovia Police in 1956 for being gay. Kuromiya passed away over 20 years ago.

~ Tree trimming begins Monday, Nov. 9, between Mayflower and Myrtle from Foothill to the south city limit. It should take about 4 weeks.

School District Honors Fred and Diane Bowden at Weight Room Dedication


Monrovia Unified School District honored Fred and Diane Bowden, along with the Bowden family, during an Oct. 27 dedication ceremony at Monrovia High School that named the school's weight room the 'Fred and Diane Bowden Weight Room.'

For their longtime support of the District and Monrovia High School (MHS) Athletics, Fred and Diane Bowden were honored during an Oct. 27 dedication ceremony that named MHS's weight room the 'Fred and Diane Bowden Weight Room.'

Fred, who passed away in 2018, and Diane, graduated from Monrovia High School in 1959 and 1961, respectively. The two always looked for ways to give back to the District and with Fred's passing, Diane and the Bowden family made a commitment to continue that support.

"Monrovia High School is very fortunate that so many alumni feel so close to their Wildcat campus. Our district is very fortunate that Diane and Fred Bowden have always been willing to support their Alma Mater," Board President Rob Hammond said. "Over the years, the Bowden family has been extremely to our community. Thank you to Diane and Fred for Living the Wildcat Way."

In September, the District celebrated a grand reopening for the weight room, which was renovated with help from the Bowen family. The room was outfitted with new equipment, painted and redecorated. The District also improved the varsity locker room.

Head MHS Football Coach Christian Williams and Monrovia City Councilmember Larry Spicer helped organize the refurbishing efforts.

"We are thankful for the staunch support of the Bowden family and excited that our Wildcat athletes will be able to focus on strength training with the equipment they need we return to school," Superintendent Dr. Katherine Thorossian said. "Even during these trying times, our community continues to show up for our students."

Diane and the Bowden family were present during the socially distanced event to receive the dedication honor from the District and MHS.

"This renovated weight room will help strengthen our athletics program and inspire our student athletes," Principal Kirk McGinnis said. "Monrovia High School Wildcats are thankful to the Bowden family, Councilmember Larry Spicer and Coach Williams for their dedication to our students and their athletic goals."

Monrovia Police: Sleeping Driver Rolls Car Three Times; Car Burglaries and Break-Ins; Fighting from Monrovia to South El Monte; Vehicle Thefts; Etc.

During the last seven-day period, the Police Department handled 348 service events, resulting in 54 investigations. 

Theft
October 22 at 7:37 a.m., a resident in the 600 block of E. Lemon called police to report that someone had ransacked their vehicle sometime during the night. The vehicle was parked and had been left unlocked. The resident's backpack, which contained personal documents and some money, was taken. This investigation is continuing. 

Vehicle Burglaries
October 22 at 9:31 a.m., two customers of a hardware store in the 1600 block of S. Mountain called police to report their vehicles had been broken into while they were in the store. The suspect forced entry by breaking the door locks, then took tools from inside both of the vehicles. These investigations are continuing. 

Injury Traffic Collision
October 22 at 5:07 p.m., a caller reported two motorists collided into one another at the intersection of Fano and Alamitas. Officers responded and found one of the drivers had visible minor injuries, so paramedics responded to assist. After an investigation, the driver who caused the collision was issued a citation. 

Disturbance / Possession of Drug Paraphernalia – Suspect Arrested
October 23 at 12:09 a.m., an employee from a business in the 700 block of W. Huntington called police to report a subject screaming and yelling at them, and refusing to leave the business. Officers responded and contacted the individual. After a brief discussion and a consensual search, drug paraphernalia was recovered from the subject and he was arrested. 

Possession of Drug Paraphernalia – Suspect Arrested
October 23 at 7:00 p.m., an employee from a business in the 900 block of W. Duarte called to report a suspicious subject loitering in the area. Officers arrived and contacted the subject. A consensual search of the subject revealed drug paraphernalia in his possession and he was arrested. 

Domestic Violence – Suspect Arrested
October 23 at 10:17 p.m., deputies from the Los Angeles Sheriff’s Department responded to a residence in South El Monte regarding a domestic violence incident. Their investigation revealed the crime initially occurred in Monrovia near Central and Magnolia, and when the couple returned home to South El Monte, they continued to argue, which generated a call to the El Monte Police Department. Monrovia officers responded to the location and took over the investigation. It was determined the female was the aggressor in the incident, and she was arrested for domestic violence. 

Vehicle Tampering
October 23 at 10:25 p.m., a resident in the 400 block of Bella Vista called to report he just saw a subject checking the door handles on his neighbors vehicle. Officers arrived and located the subject still in the area. The subject was positively identified by the reporting party as the person who was checking door handles. This investigation is continuing and will be presented to the District Attorney’s Office for filing consideration. 

Injury Traffic Collision
October 24 at 3:01 a.m., an officer responded to a single car traffic collision in the 1900 block of S. Mountain and conducted an investigation. The driver fell asleep at the wheel, collided into a fire hydrant and rolled over three times. She sustained non-life-threatening injuries. 

Grand Theft Auto / Stolen Vehicle Recovered
October 24 at 8:32 a.m., employees at an industrial business in the 1700 block of S. Peck arrived to work and discovered one of their company vehicles had been stolen sometime during the night. All their vehicles have tracking devices attached, so the vehicle was located by officers parked and unoccupied in the 800 block of W. Chestnut. Officers searched for possible suspects, but could not locate anyone. The vehicle was recovered and returned to the business. This investigation is continuing. 

Vehicle Vandalism
October 24 at 8:50 a.m., a resident in the 200 block of W. Pomona walked outside his apartment and discovered someone had vandalized his vehicle sometime during the night. The window and mirror were found shattered. The suspect did not enter the vehicle. This investigation is continuing. 

Theft
October 24 at 1:43 p.m., a gardener doing work in the 200 block of Kruse reported someone had stolen some of his gardening tools. Officers responded and attempted to locate the suspects, but were unsuccessful. This investigation is continuing. 

Vehicle Burglary / Vehicle Tampering – Suspect Arrested
October 24 at 6:22 p.m., an employee from a business in the 500 block of W. Duarte called police to report a subject was checking vehicle door handles, and he just broke a window on a vehicle. Officers arrived and located a subject matching the description given. He was identified by the witness and by security footage as being the suspect seen breaking the window. Officers also found stolen property in the subject’s possession. He was arrested for vehicle burglary and vehicle tampering. 

Driving Under the Influence – Suspect Arrested
October 25 at 2:27 a.m., officers were patrolling the 700 block of W. Huntington when they saw a vehicle stopped underneath the freeway overpass. The vehicle was running and the driver was slumped over the steering wheel. Officers checked on the driver. She woke up and was displaying signs of being under the influence of alcohol. A DUI investigation was conducted and it was determined she had been driving under the influence. She was arrested, held for a sobering period, and later released on a citation to appear in court on the charges. 

Theft
October 26 at 5:47 p.m., officers responded to a business in the 300 block of W. Huntington regarding the theft of a purse. The victim left her purse inside her vehicle and went inside the business for a few minutes. When she returned to the vehicle, her purse and cell phone were missing. Just prior to this call, a resident found an empty purse in the intersection of Myrtle and Huntington. The victim positively identified the found purse as being the same one that was stolen from her vehicle. This investigation is continuing. 

Possession of a Controlled Substance / Possession of Drug Paraphernalia – Suspect Arrested
October 27 at 12:24 a.m., an officer on patrol saw a person walking in the middle of the street at the intersection of Foothill and Primrose. The officer contacted the subject to check on his welfare. As the subject was walking to the sidewalk, he pulled a glass smoking pipe from his pocket and smashed it on the ground. The subject was found to be in possession of a controlled substance. He was arrested for possession of a controlled substance and drug paraphernalia. 

Commercial Burglary
October 27 at 1:57 p.m., employees from a business in the 600 block of S. Myrtle arrived at work and discovered someone had gained access to the location. Officers arrived and an investigation revealed the suspect had removed cash from the register and a bank deposit bag which was located under the counter. This investigation is continuing. 

Medical Assist / Overdose
October 28 at 8:48 p.m., a caller in the 600 block of E. Olive reported his girlfriend had overdosed on a prescription medication. Officers arrived and found the subject unconscious on the floor. Officers administered two doses of Narcan before she regained consciousness. The subject was then transported to a local hospital for treatment.

Water District Sponsoring 'Conserve-a-Palooza' Contest


To celebrate it's 60th anniversary, Monrovia-based Upper San Gabriel Valley Municipal Water District is sponsoring a social media "Conserve-a-Palooza" contest - with free water-use efficiency devices as prizes - from now to November 30.

Household hazardous and electronic waste drive-thru collection Oct. 31, 9 a.m. - 3 p.m. at Monrovia City Yard on Mountain. Waste materials must be in the trunk (or bed of pick-up in a sturdy box (you gotta leave the box) with no other items. Gumdrop and Goody Looking for a Home Together

High Winds Predicted Through Tuesday - Fire Weather

The National Weather Service is predicting dangerous fire weather tonight through Tuesday, with high winds and low humidity. 

The service says there will be moderate to strong Santa Ana winds late tonight through Tuesday, "likely the strongest Santa Ana event we have seen so far this season," with "the strongest winds expected late tonight through Monday evening, when damaging gusts of 60 to 80 mph can be expected in the mountains."

"Winds north to northeast 20 to 40 mph with damaging wind gusts of 50 to 60 mph. Winds likely to diminish Monday night into Tuesday morning, with gusts generally 25 to 40 mph, except local gusts to 50 mph in the foothills. Relative Humidity lowering rapidly to 15 to 25 percent late tonight into early Monday morning, then widespread single digit humidities by late Monday Morning through Tuesday. Humidities potentially falling as low as 3 to 5 percent, driest over Los Angeles county."

Increased risk of fire ignitions due to downed trees and power lines. "If fire ignition occurs, conditions will be favorable for very rapid fire spread, long range spotting, and extreme fire behavior which would threaten life and property."

Wilderness Preserve to Open Within 30 Days - Hopefully 'Much Sooner'

 Restoration is proceeding on the trail through the Hillside Wilderness Preserve and Community Services Director Tina Cherry reports that, "We know we will be able to open within 30 days, but we are hopeful that we can open much sooner."

She added that, "The trail restoration crew is working on re-establishing the Coyote Ridge switchbacks [red on map] and our trail crew are conducting some brush clearance and sign repairs. As for the connection from Cloverleaf to Ridgeside, we are pleased with the condition of the connector and we continue to work toward making that loop complete."

"With Canyon Park closed," she said, "we know that the community could really benefit from the access to open space and nature."

Vineyard Church Offering Free Food on Fridays


Vineyard Church Monrovia, on Encinitas right across from the Post Office, is handing out free food every Friday at 4 p.m. “Lines begin to form at about 3:30 p.m. - but they aren't very long - we have lots of volunteers to help.  We also offer prayer to anyone who requests it.”

Work will be between 7 a.m. until 4 p.m. and most of the job should be done by November 6. Expect lane closures on the shoulders north and south lanes. Vandalism
October 15 at 1:44 p.m., a motorist reported she was traveling along the 900 block of S. Myrtle when a female subject threw a piece of wood at her car. The motorist called the police. Officers responded and found the female subject near where the crime occurred. The vehicle had minor scratches to the paint. This investigation is continuing. 

Theft
October 15 at 5:42 p.m., a caller reported he was just pepper sprayed by a male subject at the train station in the 1600 block of S. Primrose. The caller was accused of stealing a wallet, which he denied. Monrovia Police and Paramedics responded. The wallet was not located, and the caller was transported to a nearby hospital for treatment. While speaking with officers, the subject who had his wallet stolen discovered that someone had stolen his bicycle, as well, from the train platform. This investigation is continuing. 

Theft
October 15 at 6:26 p.m., a resident in the 900 block of S. Magnolia called police to report the catalytic converter was stolen off his vehicle sometime during the night. At the time of the crime, his vehicle was parked in the street in front of his residence. This investigation is continuing. 

Vandalism
October 15 at 10:33 p.m., an employee from a business in the 900 block of E. Huntington called to report a customer had vandalized a plastic sign after an argument over an incorrect food order. The customer used a baseball bat to break a "Do not enter" sign and then left the area in a vehicle. This investigation is continuing. 

Possession of a Controlled Substance / Possession of Drug Paraphernalia – Suspect Arrested
October 16 at 4:57 a.m., an officer was patrolling the area of Melrose and Foothill when he saw a vehicle commit a traffic violation. The officer conducted a traffic stop and spoke with the driver regarding the reason for the stop. The driver consented to a search. Drugs and drug paraphernalia were located. The driver was arrested. 

Injury Traffic Collision
October 16 at 5:39 p.m., a caller reported that a vehicle in the 200 block of Poinsettia rolled backwards over a male subject and the male subject was unresponsive. Officers arrived and contacted the subject, who was now breathing and responding to their questions. He eventually got up and was standing on his own. He told the officers he was working on his vehicle and it rolled back over him. He was transported to a local hospital for treatment. 

Domestic Violence – Suspect Arrested
October 17 at 12:44 a.m., a resident in the 1400 block of S. Magnolia called to report hearing a female screaming in the area. Officers arrived and located a distraught couple. After further investigation, it was determined the male half was the aggressor and he physically assaulted his wife. He was arrested and taken into custody. 

Theft From a Vehicle / Vehicle Tampering – Suspect Arrested
October 17 at 3:40 a.m., a resident in the 700 block of Crescent called to report a male subject was checking vehicle door handles and was currently inside his neighbor's vehicle. Officers arrived and saw the suspect inside the vehicle. The suspect was detained and questioned. It was discovered that he went into several unlocked vehicles in the area and took items. Several items were recovered and returned to their owners. The suspect was arrested and taken into custody. 

Weapon Offense – Suspect Arrested
October 17 at 5:02 p.m., a resident in the 700 block of Oakdale reported her neighbor was outside his home spraying water on her car with a hose. She walked outside to confront him, and saw he had a black firearm and was waving it in the air. She quickly went back into her home and called the police. Officers responded and contacted the subject. They removed the gun from him and determined he was heavily intoxicated. He was arrested and taken into custody. 

Domestic Violence
October 17 at 11:39 p.m., a resident in the 200 block of W. Cypress called to report several people in the street, screaming and yelling. Officers arrived and contacted a group of people. It was learned that a domestic violence incident occurred at a neighboring house. During an argument, the boyfriend punched his girlfriend in the face and left the location. The girlfriend sustained injuries, but she refused medical treatment. This investigation is continuing. 

Grand Theft Auto
October 18 at 12:11 p.m., a resident in the 600 block of E. Olive walked outside his home and discovered someone had taken his work truck sometime during the night. Officers searched for the vehicle, but were unable to locate it. The vehicle was entered into the Law Enforcement Stolen Vehicle System. This investigation is continuing. 

Threatening
October 18 at 3:16 p.m., a resident in the 200 block of E. Evergreen reported she and her husband had been arguing at home all day. When she said she was going to call the police, he threatened to shoot officers if they came to his house. He then grabbed a handgun he owns and left the house. This investigation is continuing. 

Theft From a Vehicle / Stolen Vehicle Recovered – Suspect Arrested
October 19 at 2:17 a.m., a witness observed a black, compact car traveling north on Ivy at Colorado. The witness said that a passenger in the vehicle was possibly checking door handles of parked vehicles as they passed. Officers arrived and located the vehicle in question, which turned out to be stolen out of Alhambra. The driver had exited the stolen vehicle and was in the process of ransacking a parked vehicle when he was detained. Both the driver and the passenger were arrested. 

Theft From a Vehicle
October 19 at 9:08 a.m., a victim reported that someone entered his parked vehicle in the 500 block of King sometime during the night. The suspect took two GoPros from the center console. The victim was not sure if he locked his vehicle or not. Nothing was heard during the night. This investigation is continuing. 

Threatening – Suspect Arrested
October 19 at 1:18 p.m., two subjects tried to enter a business in the 600 block of W. Huntington without a face mask. They were stopped by a store employee and the subjects became angry. One of the subjects made a comment indicating he was going to return with a gun. An employee called the police. As soon as officers arrived, both subjects began running away. One of subjects was detained. This investigation is continuing. 

Theft
October 20 at 1:18 p.m., a victim in the 300 block of W. Maple called to report that two parked vehicles had their catalytic converters stolen sometime during the night. Officers responded and conducted an investigation. This investigation is continuing. 

Attempt Theft / Threatening – Suspect Arrested
October 20 at 4:44 p.m., a subject entered a business in the 400 block of S. Myrtle and attempted to take a skateboard that was on display. An employee pulled it away from the subject, but the subject displayed a knife and threatened the employee. Officers arrived and detained the subject, who was found to be under the influence of alcohol. The subject was arrested and taken into custody. 

Stolen Vehicle Recovered
October 20 at 10:27 p.m., an officer was patrolling a parking lot in the 700 block of W. Huntington and a computer check revealed one of the parked vehicles was stolen out of Covina. The vehicle was unoccupied. The registered owner was notified and responded to the scene to retrieve the vehicle. 

Grand Theft Auto
October 21 at 8:46 a.m., a vehicle was reported stolen from a business in the 900 block of W. Duarte Road. An officer arrived and checked video surveillance of the location. The suspect is seen entering the store and taking the victims keys from a counter where she had set them down. He then leaves the store and the area. Later, the suspect returns with another subject. While a delivery is being made, the suspect walks to the victim's vehicle and the other subject stands in front of the store. The victim's vehicle is seen being driven away, and the second subject is seen running from the area. The victim later received a phone notification that her ATM card was being used at a Target store in Pasadena. She walked outside and discovered her vehicle was missing and called the police. The investigation is continuing. 

Assault
October 21 at 11:57 a.m., a female subject entered a service station in the 700 block of E. Huntington and attempted to retrieve alcohol from a refrigerated glass display, but the doors were locked. The subject became upset and began throwing items from a display onto the ground. The store employee tried to stop the subject by grabbing her from behind, but the subject turned around and punched the employee on the side of the head. Officers arrived, detained the subject and conducted an investigation. The subject was transported to a hospital for a medical issue. 

Warrants / Possession of a Controlled Substance – Suspect Arrested
October 21 at 10:56 p.m., an officer conducted a traffic stop on a vehicle without a license plate at Duarte and Alamitas. He contacted the driver and discovered he had multiple warrants for his arrest, including a no-bail probation violation. The subject was arrested and his vehicle was inventoried. A usable amount of narcotics was located where the subject had been sitting. The subject was taken into custody

La Cañada Students Thank Monrovia Fire Department

Students from La Cañada Elementary School wrote and delivered thank you cards to the Monrovia Fire Department for its efforts in combating the Bobcat Fire.

Mandy Redfern and Wendi Damico, teachers at La Cañada Elementary, commented, "We are so grateful for the brave firefighters who help protect our communities. It is important to us as teachers that our students learn to share their gratitude in our community."

La Cañada Elementary first grader, Katelyn Redfern, added, "Thank you firefighters for taking care of our forest and our trees. You are our heroes."

First Presbyterian Church Collecting for Needy

First Presbyterian Church of Monrovia will begin collecting collecting supplies for people in need this Sunday. Donations can be brought to the "Prayer on the Pavement" service on the church patio at 6 p.m. Sundays, or to the church office on Mondays from 10 a.m. to 1 p.m. Below is a list of suggestions, but other non-perishable items or monetary gifts are welcome. 

Stuffing, spaghetti, spaghetti sauce, peanut butter, jam/jelly, cereal, canned soup and stews, applesauce, canned vegetables, cranberry sauce, canned fruit, boxed mashed potatoes, canned yams, marshmallows, boxed Jell-O, baking mixes (Bisquick, cakes, cookies, brownies), grocery store gift cards, retail store cards.

One Section of Wilderness Preserve Trail Apparently Wiped Out

Blue = trail, Yellow = bulldozed area (I think), Red = wiped out section of trail.

While the Bobcat fire did not damage the Monrovia Hillside Wilderness Preserve, the preserve did suffer rather severe damage from bulldozing, according to people I've spoken with who have accessed the area or are otherwise in a position to know.

The report is that bulldozing along the area known as Coyote Ridge (perhaps to build a fire break) spilled dirt down the hillside and obliterated the section of the trail made up of steep single-track switchbacks.

In the map above I've shown the trail in blue, where I understand the bulldozing to have been in yellow, and the obliterated part of the trail in red.

The city has reported that the preserve will be open soon, but clearly it will not be the same for some time.

Monrovia to Begin Tree Planting Program

Recently Monrovia lost trees due to the drought and construction, but committed to replacing the removed trees on a 2 for 1 basis, so this fall the city will begin replanting trees in parkways and public spaces, with a focus on replacing trees that were previously removed. It will also consider planting trees in new parkway locations. 

If you are interested in a tree being planted in the parkway in front of your residence or business, complete the interest form (https://is.gd/owGJF3) and submit it by October 30. And if you get a tree, you're responsible for watering it. The City Arborist will review sites and decide where to place the new trees.

Earliest Monrovia YMCA Could Open is November 3

A letter from Carol Pfannkuche, Executive Director of the Santa Anita Family YMCA, says that, "More than anything, we want to be able to open our doors to our gyms and pools for healthy lifestyle activities. Right now, Los Angeles County is in the Purple, or Widespread risk category. Gyms can open after the County is in the Red, or Substantial risk category for at least two consecutive weeks. Based on the current rating, the earliest we will have approval to open our facilities will be on November 3rd."

The staff report says that while COVID-19 "impacted several key revenues in Fiscal Year 2019-20, significant adjustments to expenditures were made to offset those adjustments, which include savings in maintenance and operation budgets, savings in personnel budgets (e.g., keeping vacant positions frozen through the end of the fiscal year), and adjusting some transfers out." During the last seven-day period, the Police Department handled 349 service events, resulting in 71 investigations. 

Mail Theft
October 8 at 11:09 a.m., a resident in the 100 block of N. Grand walked outside his house and discovered his mailbox open and his mail scattered in his yard. He did not know when the theft actually occurred. Some of the mail was open and the contents missing. This investigation is continuing. 

Injury Traffic Collision
October 8 at 12:43 p.m., a caller reported two motorists collided into one another at the intersection of Foothill and California. One of the drivers complained of pain. The party at fault was also found to be driving with no license and no insurance, and was issued a citation. 

Grand Theft From Vehicle
October 9 at 8:45 a.m., a resident in the 400 block of Kirkwood walked outside his home and discovered someone had rummaged through his unlocked car sometime during the night. His wallet and sunglasses were stolen. This investigation is continuing. 

Petty Theft
October 9 at 12:55 p.m., a resident in the 100 block of N. Heliotrope discovered someone had stolen the catalytic converter from his vehicle. This investigation is continuing. 

Grand Theft
October 9 at 1:18 p.m., a resident in the 800 block of Encino reported a male subject just stole welding equipment from the back of his truck. The suspect fled with the stolen goods in his vehicle. Officers searched for the suspect, but were unable to locate him. This investigation is continuing. 

Driving Under the Influence/Non-Injury Traffic Collision – Suspect Arrested
October 9 at 8:51 p.m., a resident in the 200 block of E. Olive called police to report a vehicle just collided into a parked car. Officers arrived and contacted the driver of the vehicle. She was the only occupant and she was not injured. She showed signs of being under the influence of alcohol. A DUI investigation was conducted and it was determined the driver was under the influence of alcohol while operating a motor vehicle. She was arrested and held for a sobering period. 

Found Property
October 9 at 9:25 p.m., a resident in the 600 block of W. Colorado called to report a safe that had been discarded in front of his residence. The safe had a six inch hole in the bottom of it that had been cut out and several items were still inside the safe. The safe did not contain anything to help identify the owner. A crime bulletin was generated and distributed to all Los Angeles County agencies. It is possible the safe had been discarded by burglary suspects. Investigation continuing. 

Vehicle Burglary
October 9 at 9:38 p.m., a resident in the 300 block of W. Walnut called to report his vehicle had been broken into sometime during the night. Power tools and a generator were taken without his permission. Investigation continuing 

Injury Traffic Collision
October 10 at 3:44 p.m., a caller reported three vehicles collided into one another in the 500 block of W. Duarte. Officers responded and found two of the drivers were complaining of pain, but did not have visible injuries. Paramedics responded and evaluated the injured persons, however, they refused to go to the hospital. The driver who was found to be at fault was issued a citation. 

Public Intoxication – Suspect Arrested
October 10 at 6:20 p.m., a resident in the 400 block of Montana called to report a subject knocking on his door and waving his hands. Officers arrived and located the subject in question, who showed signs of being under the influence of narcotics. A computer check revealed the subject had a no-bail warrant for his arrest. He was arrested for the warrant and held for a sobering period. 

False Report of an Emergency/Public Intoxication – Suspect Arrested
October 10 at 11:19 p.m., an employee from a hotel in the 700 block of W. Huntington called to report a subject entered his establishment and became argumentative with him. The subject then pulled the fire alarm, causing several hotel guests to leave their rooms in fear of an emergency. Officers responded and located the suspect, who displayed signs of being under the influence of alcohol. Video surveillance showed the suspect was the one who pulled the fire alarm. The suspect was arrested and held for a sobering period. 

Warrant – Suspect Arrested
October 11 at 1:35 a.m., a resident in the 600 block of Monterey called police to report a suspicious female knocking on her door. She wasn't expecting anyone, so she called the police. Officers arrived and located the female. A computer check revealed she had a no-bail warrant for her arrest. She was arrested for the warrant. 

Driving Under the Influence
October 11 at 1:39 a.m., an officer was patrolling the area of Duarte and Magnolia when he saw a traffic violation. A traffic stop was made on the vehicle and the driver was contacted. The driver showed signs of being under the influence of alcohol. A DUI investigation was conducted and the driver was arrested for DUI. 

Grand Theft/Stolen Vehicle Recovered
October 11 at 12:02 p.m., an officer responded to the front of the police station regarding a possible stolen vehicle. The victim told the officer he purchased the Chevy Silverado through OfferUp from a subject in Downey. The victim became suspicious when he saw the dates on the title were incorrect. A computer check of the VIN number revealed it was stolen from a car dealership in Downey. The license plate was stolen from a vehicle in Rancho Cucamonga. The investigation is continuing. 

Grand Theft
October 11 at 4:44 p.m., an officer responded to a business in the 700 block of E. Huntington regarding a grand theft of items. Employees said a male suspect entered the store with a bag and took merchandise. The suspect fled in a black BMW. The theft occurred at around 1:00 p.m., but employees waited several hours before calling the police. The investigation is continuing. 

Battery
October 11 at 7:51 p.m., several calls were received regarding a fight in progress at an establishment in the 400 block of S. Myrtle. The fight was broken up quickly and the suspect left the area before police arrived. Minor injuries were sustained by the victim. Investigation continuing. 

Grand Theft
October 12 at 3:03 a.m., a resident in the 800 block of W. Olive called police to report three subjects removing the catalytic converter from his nephew's vehicle. The subjects saw the resident and ran to a white sedan, possibly a BMW, and sped away. Officers arrived and searched the area. They located another vehicle parked in the 800 block of W. Walnut that also had its catalytic converter taken. The owner was contacted and a police report was taken. Investigation continuing. 

Grand Theft
October 12 at 10:35 a.m., officers responded to a residence in the 400 block of Seymour regarding a theft of jewelry. The victim claimed several items of jewelry have been taken from her residence within the last month. There were no signs of forced entry. The investigation is continuing. 

Robbery
October 12 at 8:53 p.m., police dispatch received numerous calls reporting a robbery had just occurred at a business in the 600 block of W. Huntington. A male suspect wearing a face mask and hooded sweatshirt entered the location at closing time. The suspect approached employees, brandished a handgun, and demanded they open the safe and give him the money. The employee opened the safe and gave the suspect the change from the safe. The suspect placed the change in his backpack and fled the store. He was last seen driving west in a newer black Dodge Charger. There were no injuries reported. The investigation is continuing. 

Drug Activity/Possession of Drug Paraphernalia – Suspect Arrested
October 13 at 2:24 a.m., officers responded for the third time to the 400 block of E. Greystone for disturbance calls. On the final occurrence, a resident on Valle Vista chased a trespassing male subject from his property into a house on Greystone. The subject was contacted by police and was found to be in possession of a methamphetamine pipe. He was arrested for possession of drug paraphernalia. 

Suspicious Circumstances/Warrant – Suspect Arrested
October 13 at 8:00 a.m., a resident called from the 400 block of Oakcliff to report a vehicle in the area, possibly casing the area for delivered mail packages. The resident saw the same vehicle the week prior. The vehicle is an older model, red, 4-door vehicle, and was occupied by three subjects wearing black hoodies. An officer saw the vehicle in the 800 Block Norumbega. The vehicle license plate returned out of Long Beach with a warrant and officers stopped the vehicle. A computer check on one of the subjects revealed an outstanding warrant. Officers searched the vehicle, but no mail or packages were found. The driver was cited for a traffic violation. 

Grand Theft
October 13 at 3:45 p.m., an officer responded to a business in the 400 block of W. Chestnut regarding a theft of an employee's purse. The victim said her purse was stolen from a yard forklift. There was only one customer in the yard at the time of the theft. The victim will call back when they obtain the company video. Inside the purse was cash, a cell phone and wedding ring. The investigation is continuing. 

Prowling/Resisting an Officer – Suspect Arrested
October 13 at 11:47 p.m., dispatch received calls reporting two subjects carrying a box and climbing a fence at a public storage lot in the 2100 block of S. Myrtle. Officers arrived and located a suspect inside the lot. The suspect ran from officers, but was located nearby within minutes. The second suspect was not located. A storage area had been burglarized, but officers were unable to tie the crime to the suspect at this time. He was arrested for prowling and resisting an officer. 

Petty Theft
October 14 at 4:14 p.m., an officer responded to a business in the 1600 block of S. Mountain regarding a theft of a catalytic converter. The victim parked his 2008 Honda Element in the parking lot near the exit doors and went inside. The victim returned to the vehicle an hour later and discovered the theft. The investigation is continuing. 

Grand Theft
October 14 at 4:57 p.m., a resident in the area of Grand and Aspen called to report a gardener chasing after a gold van on foot. Officers arrived and discovered two suspects in a gold van took the gardener's lawnmowers. Officers did an area check for the vehicle, but did not find it. The suspects were male and female Hispanics in an older gold van. Two lawnmowers were stolen. Investigation continuing. 

Burglary
October 14 at 9:04 p.m., a victim in the 500 block of Falling Leaf Alley stated three bicycles were stolen from the secured area inside the Colorado Commons parking structure. The bikes were stolen sometime over the last week. Two of the bikes were Treks. The victim provided serial numbers for the bikes to be entered as stolen property. Investigation continuing. This investigation is continuing.

Community Development Department to Consider 'Environmental Justice,' Safety and Housing

Monrovia's Community Development Department is launching a comprehensive update to Monrovia's General Plan, examining its Housing Element, Safety Element, and a new element called the Environmental Justice Element.

The Housing Element provides a blueprint for an adequate supply of safe and affordable housing for all economic segments of the community.

The Safety Element identifies and evaluates natural hazards such as wildfires, earthquakes, etc. and outlines goals and programs aimed at reducing losses associated with them.

The new Environmental Justice Element will include strategies to address environmental concerns, such as  air quality, and goals to ensure every resident has access to public facilities, healthy food, safe and sanitary homes, and opportunities for physical activity.

Opportunities for community involvement will be announced.

Jewish Federation Sponsors Town Hall With Consul General of Israel

On Tuesday, Oct. 20, the Monrovia-based Jewish Federation of the Greater San Gabriel and Pomona Valleys will host the Consul General of Israel, Dr. Hillel Newman, for a virtual town hall meeting.

The evening program will feature an up-to-the-minute report on what is going on in Israel, insight into the Abraham Accords (peace deal between Israel and both the United Arab Emirates (UAE) and Bahrain), how Israel is handling COVID-19 and the medical advances coming out of Israel, and more. Attendees will be able to have their questions answered. The event is open to the public, but people need to pre-register by going to www.jewishsgpv.org.

Dr. Hillel Newman became Consul General of Israel in July 2019, where he serves as the senior representative of the State of Israel to the Pacific Southwest. Prior to his post, Newman spent over twenty years in diplomatic service including serving in several influential and critical positions including Policy Advisor to three Foreign Ministers of Israel and Ambassador of Israel to Tajikistan and Uzbekistan. Most recently, Consul General Newman served in the Ministry of Foreign Affairs as both Special Policy Advisor to the Director General and as Director of the World Jewish Affairs Department. He has been intimately involved in the most current and pressing issues confronting global Jewry.

"The opportunity to bring a senior representative of Israel, like Consul General Newman, to our community is a," explains Jason Moss, Jewish Federation's Executive Director. "It is my hope that this event will open the eyes of many in our community as they hear what is going on in Israel and the impact Israel has on the entire world."  The event will begin at 7 p.m.

Announcement of School Board Candidacy of Rob Hammond


Hello Monrovia. COVID-19 has changed just about everything on how we operate as a school district except for one critical component, and that is the people.

The school district exists to serve our students, families, and community. In addition, the Board is here to support our administrators, teachers, and staff.

I believe a Boardmember must be fully engaged like never before. In these times of uncertainty I believe I have been present, accountable, accessible, calm, and above all else, understanding.

Everyday parents entrust our school district with their most precious gift, their children. I will keep working to make sure every student receives the education they deserve. I will keep working to make sure every student is ready for the next step in their lives following graduation. I will keep working to ensure the educational experience in Monrovia is second to none.

Sure, times have changed, but I will always remember I am here in the service of our students and parents.

Domestic Violence – Suspect Arrested
October 1 at 8:10 p.m., officers responded to an apartment complex in the 200 block of W. Pomona regarding a verbal argument between a father and a son. Investigation revealed the argument turned physical, and the father’s wife was also injured during the fight. The father was arrested for domestic violence.

On September 30 at approximately 3:00 p.m., two suspects went to view a used vehicle at the dealership. An employee started the truck, and one of the suspects distracted the employee, while the second suspect entered the truck and fled in the vehicle. This investigation is continuing. 

Vehicle Tampering / Vandalism – Suspect Arrested
October 1 at 11:18 p.m., a suspicious person was reported in the 200 block of E. Lime. The caller stated she heard sounds in the alley and looked out and saw a female suspect open a car door and go inside. A second caller advised he had video of the suspect damaging his patio lights. Officers checked the area and located the subject. She was positively identified and arrested for vehicle tampering and vandalism. 

Theft
October 2 at 8:28 a.m., a gardener working at a home in the 400 block of N. Magnolia reported that two suspects driving a white van just took his gardening equipment from the back of his pickup truck. Officers searched the area for the suspects, but were unable to locate them. This investigation is continuing. 

Vandalism
October 2 at 9:27 a.m., an employee of a business in the 400 block of W. Huntington reported that someone had shattered one of her car windows. The suspect did not enter the vehicle or take anything. This investigation is continuing. 

Domestic Violence – Suspect Arrested
October 2 at 11:04 p.m., a female subject came into the police department lobby to report she had been battered by her ex-boyfriend earlier in the evening while at a residence in the 500 block of E. Olive. Officers conducted an investigation and located the suspect. He was arrested for domestic violence and the violation of a restraining order. 

Warrant / Possession of a Controlled Substance – Suspect Arrested
October 2 at 11:58 p.m., officers patrolling the 500 block of W. Colorado were waved down by a resident. She complained about suspicious people coming and going from a nearby garage. Officers located two subjects matching her description. An investigation revealed that one of them had a warrant for his arrest and was in possession of a controlled substance. He was arrested and taken into custody. 

Grand Theft Auto – Suspect Arrested
October 3 at 2:29 a.m., officers responded to the 400 block of W. Duarte regarding a report of a vehicle that had just been stolen. The officers obtained the license plate number and description, and began checking the area. A short time later, officers saw the vehicle exit the freeway at Huntington and enter a nearby parking lot. Officers stopped the vehicle and detained a suspect. He was positively identified by the victim as the person who stole his vehicle. The suspect was arrested. 

Battery
October 3 at 6:21 a.m., an employee of a fast food restaurant in the 200 block of W. Huntington called police to report a battery incident. Two employees were just battered by a male suspect who attempted to follow them inside the restaurant, which is not open for business yet. When told he could not enter the building, he hit both employees in the face and fled. Officers searched for the suspect, but were unable to locate him. This investigation is continuing. 

Hit & Run Traffic Collision
October 3 at 2:08 p.m., a motorist reported another vehicle just collided into his vehicle at the intersection of Monterey and Huntington, then fled the scene. Officers arrived and took statements from the reporting party. This investigation is continuing. 

Shoplifting – Suspect Arrested
October 3 at 2:26 p.m., security for a hardware store in the 1600 block of S. Mountain reported a customer just left the store with merchandise and did not pay. Officers located the subject and returned the stolen property to the store. The subject was arrested for shoplifting. 

Disturbing the Peace
October 3 at 3:08 p.m., a customer at a shopping center in the 600 block of W. Huntington reported a male subject who was disturbing the peace by walking through the shopping center panhandling for money or food. She said she felt he was being too aggressive by approaching people. Officers located the subject, who apologized and said he was just really hungry because he hadn't eaten in two days. The officers purchased food out of pocket and fed the man. He was extremely grateful and thanked the officers for their kindness and compassion. 

Public Intoxication – Suspect Arrested
October 4 at 1:00 a.m., a resident in the 200 block of S. Violet called police to report an unknown subject was banging on her front door. Officers arrived and located the subject. It was determined he was too intoxicated to care for his own safety. He was arrested for public intoxication and held for a sobering period. 

Public Intoxication – Suspect Arrested
October 4 at 2:23 a.m., a resident in the 100 block of N. Mayflower called police to report an unknown subject was pounding on her front door. Officers arrived and located the subject. It was determined he was too intoxicated to care for his own safety. He was arrested for public intoxication and held for and a sobering period. 

Shots Fired
October 4 at 2:24 a.m., several residents in the 300 block of E. Palm called police to report hearing a single gunshot and then a vehicle speeding away. Officers arrived on scene and checked the area. One bullet hole was located in the front door of an apartment. The occupants of the apartment were contacted and they were okay. The bullet went through the front door and into a wall, which leads to another apartment. That apartment was also checked, and it was confirmed that the bullet did not exit the wall. This investigation is continuing. 

Vandalism
October 4 at 2:50 a.m., a resident in the 200 block of E. Pomona called to report a subject vandalizing a wall with spray paint. Officers arrived and saw the graffiti, but the subject was already gone and could not be located. This investigation is continuing. 

Attempt Murder – Suspect Arrested
October 4 at 2:53 a.m., several calls were received in dispatch reporting shots fired in the 100 block of McKinley. One caller reported a male subject was down in the alley. Officers arrived and located a subject in the alley. He had sustained one gunshot wound to his leg, which was non-life-threatening. He was transported to a local hospital for treatment. A crime scene was established and evidence was collected. The suspect was eventually identified and a wanted person warrant was issued for his arrest. On October 6 at 6:56 p.m., deputies from the Los Angeles Sherriff’s Department located and detained the suspect at Duarte and Wardell. Monrovia officers responded to their location and arrested the suspect. 

Grand Theft Auto
October 4 at 12:19 p.m., an employee at a restaurant in the 500 block of W. Huntington parked his vehicle in the parking lot and went into work. After work, he returned to his vehicle and saw it had been stolen from the parking lot. This investigation is continuing. 

Domestic Violence – Suspect Arrested
October 4 at 10:07 p.m., officers were dispatched to an apartment building in the 200 block of W. Pomona regarding a disturbance. They arrived and discovered a female adult had battered a male adult, her boyfriend, causing injury. Officers conducted a domestic violence investigation and determined the female was the primary aggressor. She was arrested for domestic violence. 

Burglary
October 5 at 5:48 a.m., an employee at a gym in the 200 block of W. Duarte arrived and saw it had been burglarized. Officers arrived and an investigation revealed that an unknown suspect gained entry through a window. This investigation is continuing. 

Theft
October 6 at 9:32 a.m., an officer was driving through a business parking lot in the 1600 block of S. Mountain when he was stopped by security, who told him a subject was seen pulling a trashcan with wheels through the store. They believed he had hidden merchandise in the trashcan and tried to stop him as he left the store, but were not successful. Officers checked the area for the subject, but were unable to locate him. Store security checked the surveillance cameras, which captured the subject selecting merchandise and placing it inside the trashcan. This investigation is continuing. 

Vehicle Burglary
October 6 at 2:25 p.m., a box trailer used by California Fire as a command post was parked in a parking lot in the 700 block of W. Huntington over the weekend. When staff returned to the trailer, they discovered someone had broken into the two side compartments. The loss was a propane tank, a five gallon gas tank, and the automatic leveling computer. Officers did an area check and found the propane and gas tanks discarded nearby. This investigation is continuing. 

Prowler
October 6 at 8:05 p.m., a female resident in the 100 block of N. Primrose reported seeing a male suspect peeping into her restroom window. She had reported the same suspect peeping in her home the night prior. There was also a peeping report filed by another victim the week prior that lives on Stedman. The suspect is described as a male white, 20-30 years old, with thick eyebrows. A short time later, a resident in the 200 block of Primrose reported seeing a male subject in his backyard with a flashlight. Officers checked the surrounding area, but were not able to locate the suspect. This investigation is continuing. 

Hit & Run Traffic Collision
October 7 at 6:59 p.m., a caller was inside his residence in the 100 block of N. Mountain when he heard a loud crashing noise. He went outside and found his garage door had been caved in and damaged. Officers arrived and conducted an investigation. It appears a vehicle pulled into his driveway, possibly to turn around, and it collided into the garage door. The vehicle fled to scene. This investigation is continuing. 

Burglary
October 7 at 11:29 p.m., a vehicle burglary was reported in the 200 block of W. Pomona. The caller said he had witnessed a male subject breaking into a parked vehicle at the location. The suspect fled in a tan vehicle prior to officers arriving. This investigation is continuing.

Meil Coming Out of Her Shell, Showing Her Fun Personality

14-week-old Miel has come such a long way since she arrived at the shelter! At first, she was fearful of people and of her new environment. But our cat behavior staff has worked hard to gain her trust, and now she allows people to pet her. She has such a fun personality and loves to play – if you throw her a treat, she’ll bat it around and chase after it. She’s such a cutie! She’s done a great job at coming out of her shell, and just needs a patient adopter who can give her the time she needs to adjust to new people and a new home. This sweetie is worth it!

Miel is eligible for a 30-day adoption trial. Take her home for a month, get to know and love her, and we’ll provide all the supplies. At the end of 30 days, you can make your adoption official. Email foster@pasadenahumane.org to get your adoption trial started!

The adoption fee for cats is $90. All cat adoptions include spay or neuter, microchip, and age-appropriate vaccines.

New adopters will receive a complimentary health-and-wellness exam from VCA Animal Hospitals, as well as a goody bag filled with information about how to care for your pet.

Halloween Home Decorating and Pumpkin Carving Contest

Home Decoration registration deadline Friday, Oct. 16. Judging on the week of Oct. 19. After winners are announced, a map will be published.

Those interested in the Jack-o-Lantern Carving Contest must submit carvings by Oct. 19. Judging the week of Oct. 19. Winners will be selected and notified on Oct. 30. The city will share a video, on YouTube, of all pumpkin carving submissions on Oct. 31.

City Council: Report on Local Water Supply; Breast Cancer Awareness; 'Clean Air Day'

At its next meeting (https://is.gd/bdJumE) the Monrovia City Council will hear a report on our water supply by Upper San Gabriel Valley Municipal Water District General Manager Tom Love and Director Dr. Tony Fellow. It will also consider making October Breast Cancer Awareness Month and October 7 as Clean Air Day.
