During these calls, the suspect also made statements that he was planning to kill police officers. Monrovia officers and Los Angeles Sheriff’s Department deputies responded. The Los Angeles Sheriff’s Department simultaneously had reports of a suspicious package on the train platform. A containment of the area was set up and a search of the construction site and Metro Station platform was conducted. The Sheriff's Special Enforcement Bureau canine officers also responded to assist in the search of the large construction complex. Once officers were on scene at the construction site, no additional calls were received from the suspect. A thorough search was conducted, however, no one was located. They could still hear a male subject asking for help. They yelled out to him and he said he was on the second floor and needed help. Officers forced entry, cleared the residence and located the subject in his bed upstairs. The subject didn't have a phone and needed medical attention, so he fired 4 to 5 shots into the ground from his balcony off his bedroom to get help to come. He was treated by paramedics and taken to a hospital. His gun was taken for safe keeping.

Vehicle Burglary

Dispatch attempted to call the lost hikers and to pin point the coordinates of their phone, but were having problems locating them. Los Angeles County Fire and Sierra Madre Search and Rescue were notified. Monrovia park rangers went up on an all-terrain vehicle and eventually located the hikers on the side of the hill. The Los Angeles County Fire helicopter responded and had to hoist the two hikers to safety. They were not injured.

Review of ‘Renaissance Years: A History of Modern Monrovia’

Many years ago I was attending a city-sponsored meeting in Arcadia as a reporter for the Arcadia Tribune newspaper. At this meeting a prominent Arcadia businessman exploded in frustration: "Why can't we be more like Monrovia!?"

Well, the just-published, Renaissance Years: A History of Modern Monrovia, by Richard Singer, explains what happened in Monrovia that made Arcadians envy us.

Singer is well positioned to write this history as he is a former public information officer for Monrovia, and before that executive director of the Monrovia Chamber of Commerce, and before that editor of the Foothill Intercity Newspapers, four newspapers, including the Monrovia News-Post and the Arcadia Tribune. (I worked as a reporter for him just in case you want to adjust your assessment of this review.)

This is not a coffee-table picture book, it is a scholarly 369 pages (or 407 if you include references and index) of mostly text, though it does include a nice selection of pictures. It is well researched and nicely written.

It is also opinionated, though in a mild way, but you probably won't have trouble determining Singer's estimate of people (for example, I don't think he and Richard Mountjoy ever got together for a casual beer and a laugh), but he warns you in the introduction that this will be the case. He writes: "There may be times when you'll find yourself thinking, 'Well, that's his opinion,' and you'll be right. It is."

The book traces Monrovia from its beginnings to 2017, focusing initially on race relations since they - along with economics - played a part in creating the problem that Monrovia not only recovered from, but soared above.

But that is just setting the stage. The meat of the book is the story of the politics of redevelopment and to a lesser degree of reform at the school district.

I learned a lot. For instance:

- How a saloon and local Baptists hurried Monrovia along the path of incorporation.

- How Los Angeles Mayor Tom Bradley helped Monrovia get the Huntington Oaks shopping center built.

- How Monrovia butted in front of a line of about 200 people (literally, not figuratively) to get a grant. Hmmm. Effective but doesn't seem exactly cricket.

- How Director of Community Development Don Hopper ordered the utilites turned off for a recalcitrant business on Huntington Drive, but accidentally gave an address on Foothill Boulevard, a building that belonged to ...

- How Monrovia came to have a directly elected mayor (most cities our size just rotate the mayor's office among the council members).

- About a candidate who had a stroke during a candidates forum, and later died from it.

Notice I'm not telling the whole story? That's so you'll buy the book.

Anyway, Renaissance Years is a great, professionally written record of the politics of a very important period in Monrovia history. Though some may disagree at points I would not quibble about the elements of the story I know first-hand, though there were instances where I believe there was more that could be said, but ... well ... it's already a pretty big book.

Finally, though it is very well written, I still think the best thing Singer has written was a column for the Monrovia News-Post about buying his wife a B-29 bomber control stick for her birthday. Maybe that will be in his next book.

You can get Renaissance Years at the Monrovia Historical Museum, through the Monrovia Historical Society, at The Dollmakers in Old Town, and at the Library. It should be on Amazon after the first of the year. The full $30 cost goes to support Monrovia historical projects, such as the museum, the Anderson House and the Legacy Project.

Thanks to Karin at Monrovia Chamber of Commerce

I just got this note from correspondent Rosemari Annear and agree with her that this is a great example of Monrovians going out of their way to help each other. She writes ...

"I am new to this but wanted to know if I could add something good to fellow Monrovians. Several weeks ago I was preparing for a trip which involved taking the gold line in the morning. I called Monrovia transit for a ride to the station, was told we have 3 vans, they're fully booked, uber didn't respond & no taxi either. I called the Chamber of Commerce, spoke with Korinne Karin, explained this and jokingly said 'unless you can take me.' She asked where I lived and said yes she could! Its so nice to know there are people here who are able and go out of their way for others. So, again, thank you Korinne Karin!"

Update: "Hi All, They got the name wrong! It was not me that helped her it was KARIN! She deserves the recognition not me! - Korrine"

"We're humbled by the community's excitement for this weekend's opening of T.J.Maxx and HomeGoods, and also for the ALDI store opening planned for early December," said Michael Odell, principal and co-founder of Warner Pacific Properties. "These retailers are grateful to finally have stores in Monrovia, and be able to better serve its residents and nearby communities."

Warner Pacific Properties acquired the property in February 2016, and at the time of the acquisition, the 98,000-square-foot retail center consisted of a vacated Albertsons grocery store building and an O'Reilly Auto Parts store and was shadow anchored by Michaels (not included in the sale). Monrovia Landing is part of a larger retail development referred to as the Shamrock Center, which includes a 24-Hour Fitness, Yoshinoya and Taco Bell.

"It's been a collaborative effort, and we're grateful for our tenants and partners, as they quickly bought into our redevelopment vision for this property," said John Odell, principal and co-founder of Warner Pacific Properties. "Our lender, Calmwater Capital, was particularly helpful and, instead of seeing the old building that sat vacant for several years, they immediately recognized this building's potential and they facilitated our business plan. It has been incredibly rewarding to bring an old building back to life, and recycle structures instead of demolishing them."

John Odell added, "The City of Monrovia has been extremely cooperative and we can't thank them enough for their continued assistance."

The retail building was originally developed in 1973 as a Super Kmart and was then acquired by Lucky Grocery Stores in 1997, and then later by Albertsons. One notable historical point, according to Odell, is the mural on the former Albertsons' building that pays homage to the Monrovia Airport that once existed across the street from 1928-1953. Warner Pacific Properties preserved the mural, which has a prominent focal point in the new shopping center.

New tenants, ALDI, a national grocery retailer with nearly 1,700 U.S. stores in 35 states, is slated to open on Dec. 7, and ULTA Beauty, the largest beauty retailer in the U.S., is expected to open in the second quarter of 2018. Additionally, Monrovia Landing will have several smaller shop spaces, including My Pet Garden, a local pet store currently operating in Pasadena.

Warner Pacific Properties has enjoyed a long-standing relationship with ALDI and has facilitated over 100 ALDI projects from coast-to-coast. Brothers John and Michael Odell co-founded Warner Pacific Properties more than 10 years ago, focusing on the acquisition of well-priced properties, special situation properties and properties in need of rehabilitation or repositioning in major metro areas around the country. In addition to the repositioning of the Monrovia Landing shopping center, the company's West Coast office has acquired apartment communities, unanchored retail shopping centers and is evaluating a variety of retail and mixed-use development opportunities.

Peter Hanley writes on Facebook that City Manager Oliver Chi told the Chamber of Commerce that the city is considering creating a dog park.

Mt. Wilson Fire Not Currently a Threat to Monrovia; Pink Police Car; Lieutenants become Captains; Recliner Chairs at Theater

The city's pink police car.

In his weekly report City Manager Oliver Chi reports ...

~ The city had one of its police cars wrapped in pink to support  the Pink Patch Project, which raises awareness for breast cancer research.

~ The fire near Mt. Wilson is nowhere near Monrovia, and "there is no direct threat to our community now." Still, the city has closed Canyon Park and the Hillside Wilderness Preserve (except for people who have rented a facility or are on a guided tour) but hopes to reopen them tomorrow ... at least if the fire is out by then. "Based on the latest reports we have received, the fire should be put out by this afternoon."

~ With the upcoming retirement of Police Chief Jim Hunt and Captain Nels Ortland and the appointment of Captain Alan Sanvictores as the next police chief,  Lt. Heath Harvey and Lt. Roberto Wilken have been promoted to captain.  Heath  will command the Operations Division, while Roberto will oversee the Services Division.

~ Studio Movie Grill (the former Krikorian Theater) plans to install high-backed recliners within the next week or two. The job should be done within 6-8 weeks. Also, in early 2018 the company plans to convert one screening room to a full kitchen, so there will be 11 screens.

~ The installation ceremony for new Monrovia  Chief of Police,  Alan Sanvictores is scheduled for 6 p.m. on Nov. 7, just before the City Council meeting.

~ Police Agent Michael Garcia, and Fire Captain Brannigan Scott will be recognized  at Congressmember Grace Napolitano's Community Prayer Breakfast, on Nov. 17 at the Pacific Palms Resort in the City of Industry.

~ This year 28 merchants will participate in the Old Town trick-or-treating program, "Halloween Spooktacular." They will be identified on a map and will have a "Candy Stop" sign in the window.

~ Six new "Big Belly" solar compacting trash cans will be installed in late October in  the 100-200 block, 400, 500, 600 blocks and at Library Park. They'll be  wrapped in a collage of historical photos. They can hold five times as much trash, so they have to be emptied less frequently. Also, the cans send a note to city staff when they need to be emptied.

~ The City's first Portland Loo public restroom was installed at  Julian Fisher Park last week.

Monrovia Council to Consider Marijuana Regulations

At its next meeting the Monrovia City Council (agenda: https://goo.gl/LxEtYG) will, among other things ...

Some adjustment to the city's regulations are required due to changing state law. Monrovia - Brew City! Reservoir Upgrade Will Be Tough on Neighbors; Taste of Old Town; Build a Bat House; Etc.

In his weekly update (https://goo.gl/aOqX7O), City Manager Oliver Chi reports ...

~ This coming Wednesday, Oct. 11, the Planning Commission will consider a Conditional Use Permit to allow Wingwalker Brewing to operate a microbrewery at 235  W. Maple Ave. If approved, the craft brewery will make specialty beer and offer samples in a tasting room that will be open to the public. If approved,  Wingwalker Brewing will be the second craft brewery on Maple Avenue, and the fourth craft brewery in Monrovia.  Recently, Over Town Brewing Company was approved to operate at 227  W. Maple Ave.  We also have Pacific Plate and Hop Secret. Chi writes, "It would appear that Monrovia is developing a reputation as a semi-underground but super cool craft brewery scene."

~ The upgrade of Oakglade Reservoir, due to begin in late December or January, will be "very invasive for the residents that live off of Oakglade Drive and Ridgeside Drive," but the city will work with the neighbors. The existing 900,000 gallon Oakglade Reservoir will be replaced with a 1.5-million-gallon reservoir, which will increase supply capacity by 67% and improve emergency water storage requirements.

~ A Taste of Old Town Monrovia is coming up on Oct. 15, from 5 to 8 p.m. It will showcase Old Town merchants and restaurants. Tickets: https://goo.gl/qj9125

~ For the Halloween season, Monrovia Canyon Park is hosting a Build-a-Bat-Box event at the Nature Center on Sunday, Oct. 29, from 1-3 p.m. A common little brown bat can eat between 800 and 1,000 mosquitoes in a single night. (Comment: And with the Zika and West Nile mosquitoes coming to town, bats are our friends!)

~ Mayflower Avenue between Foothill and Linwood will be closed from around 8 a.m. to 4 p.m. every day through the end of October to  replace nearly 600 linear feet of sewer line with larger pipe.  As the sewer line is in the middle of Mayflower, they have to close the whole street, though residents will always have access. Construction should be finished by the end of October.  For questions contact Public Works at 932-5575.

~ Construction crews are completing concrete work at Julian Fisher Park, including a new seat wall, a pathway through the park to the sidewalk, new basketball courts, and the foundation for the new Portland Loo-style public restroom.

~ Irwindale-based Mariposa Landscapes will take on the routine landscape maintenance of the City's parks, medians, right of way areas, and other open spaces, of which the city has approximately 66 landscaped acres. The transition will begin in December.

~ The city has received five new buses to replace buses that were put into service in 2007/8, all of which have over 200,000 miles on them. They should begin operations later this month.

~ Move Monrovia will celebrate the city's Bike Master Plan. Participants can ride to a ribbon cutting celebration of the new Class III Bike Routes, which include new "Share the Road" signs and painted sharrows along the bike path route. Oct. 21, 8 a.m. at Recreation Park.

Marijuana Growing in Monrovia; 4th Dimension Conversion; Deadly West Nile Virus; Do You Like Street Music? Kiwanis Donate to Improve Park; Chalkfest; Veterans' Stories

What the former 4th Dimension will look like.

In his weekly report (https://goo.gl/aOqX7O) City Manager Oliver Chi reports:

~ The Planning Commission has recommended that marijuana cultivation (up to six plants) be allowed both indoors and outdoors as long as there is no commercial activity at the growing site. The state requires that personal cultivation be allowed indoors but the commission recommends it be allowed outside as well, but that it must be:
- in a rear yard.
- not be visible to the general public.
- in a secure location.

Robert Parry, Planning Commission chairman, added in a Facebook post, "We expanded to allow outdoor cultivation (as well as indoor cultivation) for a very specific, safety oriented reason. Because of the number of old homes in town, the architecture and building experts on the Commission were very concerned about the electrical load typically associated with marijuana growing. The risk of fire in our older, extremely valued historical homes with ancient electrical wiring is very great. The change was purely intended to prevent fires and resulting damage to homes and surrounding homes."

The City Council will consider the proposal at its Oct. 17 meeting.

~ The former 4th Dimension on Myrtle is now being converted into two retail / restaurant storefronts along Myrtle Avenue (about 3,000 square feet) and 24,000 square feet of office space on the ground floor at the rear of the building and the entire basement.

~ LA County is rolling out a countywide alert to warn residents about mosquito-borne West Nile and Zika viruses.  West Nile can cause long-term health problems, including difficulty walking, neurological disease, loss of independence, memory loss and even death. The greatest risk is among persons over 50 years and those with health problems. Zika symptoms are not severe, but can cause serious birth defects in unborn children. The mosquitoes are most likely to bite around dawn and dusk. Use mosquito repellent, drain all stagnant water where mosquitoes and keep pools and fountains clean.

~ The city and Monrovia Old Town Advisory Board have been sponsoring two live music performances in Old Town each week, on Wednesday and Saturday evenings, between the 100 - 600 blocks of South Myrtle Avenue. Is this worth continuing? Let the city know here: https://goo.gl/UxbD9b

~ Kiwanis Club will present the city with a $20,000 check to pay for three more benches, three custom trash receptacles, four custom picnic tables, and a custom bike rack to be installed at the top of Kiwanis Park at Grand Avenue. and a "holiday tree" to be planted at the top of the park, which the Kiwanis will decorate during the holidays. Plus, the city plans to: replace the chain link fence along the top of the park with a tubular steel fence, replace the drinking fountain with one nearer the stairs, and install a  Monrovia Bear at the top of the Park on Grand Avenue near the "holiday tree."

~ The 54th Annual Celebrate the Arts Show & Chalkfest this weekend. On Saturday, Oct. 7, activities from 10 a.m. to 6 p.m., while Sunday's events on Oct. 8, will last from 10 a.m. to 4 p.m., at Monrovia's Library Park. Chalk festival, Oktoberfest beer garden, kids chalk and coloring area, collectible art, plus food trucks and live music.  For more information: https://goo.gl/bWZR16

City Manager Oliver Chi announced today the appointment of Captain Alan Sanvictores as Monrovia's next Police Chief.  Alan will assume command of the Monrovia Police Department to succeed current Police Chief James Hunt, who is retiring on Nov. 2.

"We are so fortunate in Monrovia to have an individual of Alan's character and ability to serve as our next Police Chief.  In our organization, we operate in a mission driven and team based environment, and Alan's approach is perfectly aligned with our core values of serving with humility, hunger, loyalty, and smarts.  I am confident that Alan will continue building upon the legacy of success at the Monrovia Police Department as he steps into this new leadership role."

Alan began his career with the Monrovia Police Department 22 years ago, having first been hired as a Police Recruit in 1995.  During his time with the City, he has served in the role of Police Officer, Police Agent, Detective, Sergeant, and Lieutenant.  Most recently, he was promoted to the rank of Captain in January 2010.

"Alan has served as our senior Captain for nearly eight years," said Police Chief Jim Hunt.  "During that time, he has done just a phenomenal job of supporting the initiatives in the Monrovia Police Department, and he has displayed integrity, innovation, and leadership at the highest levels.  I know that Alan will be a simply Police Chief for the community."

During his time with the City, Alan has served in many special assignments, including as the Team Commander for the Foothill Special Enforcement Team, the Assistant Team Leader for the Monrovia Tactical Response Team, and as the Sergeant assigned to run Monrovia's famed Community Activist Policing Bureau.  He holds a Bachelor's of Science degree from California State Polytechnic University, Pomona, along with a Master's of Arts degree in National Security from California State University, San Bernardino.

"I am truly humbled to have the chance to serve the people of Monrovia as Police Chief," said Alan.  "Having the opportunity to lead the Monrovia Police Department is the highlight of my professional career, and I am looking forward to serving with the men and women in our department as we all work together to continue making Monrovia an even better community than it is today."

In his spare time, Alan enjoys spending time with his wife Lisa and their two daughters, and they all enjoy trying new and exotic cuisine.  Additionally, Alan served our country as a member of the Army, and he works to stay in touch with other veterans who also served in the armed forces.

Alan will be formally sworn in as Monrovia's next Police Chief on Nov. 7, before our regularly scheduled City Council meeting that evening.
