Monrovia's Robotics Team Finishes in Top 100 Worldwide

Monrovia High School's robotics team The Kings and Queens returned Monday from St. Louis where they spent the past week competing in the FIRST Tech Challenge Robotics World Championship.  The team posted a respectable Championship record of four wins and five losses to finish the season ranked 86th out of 4,410 FIRST Tech Challenge teams around the world.  This was an improvement over The Kings and Queens record of the prior season which saw them earn three wins and six losses for a final ranking of 101.  The team's robot "Sir Lancelot" performed well, making it through the grueling two days of qualifying matches without a single mechanical failure.

Team captain Melissa Johnson commented, "Last season at Worlds we had a lot of mechanical problems with our robot.  So this season one of our primary goals was a create a new robot that would be strong and well-designed so parts wouldn't break and fasteners wouldn't come lose.  The World Championship is an endurance contest and your robot has to hold up or you're quickly out of the running.  We met that goal and then some.  We didn't have to do any repairs or replace any parts during the entire tournament."  Two other teams from Southern California were on track to be tournament finalists before major mechanical failures saw them eliminated from contention.

The Kings and Queens are proud of their season but they know they have more to learn if they want to be one of the top robotic teams next year.  As team member Roberto Orozco noted, "The teams that make it to the World Championship after a season of elimination tournaments are very good and have excellent robots.  We've shown that we can design and build a world-class robot and that the rest of our team program is good enough to get us to Worlds two years in a row.  Now we have to concentrate on doing the game tasks faster and making everything better without losing any of the ground we have gained. That's how we will become a World Championship finalist."

The Kings and Queens will be losing all four of their veteran team members from last year's team to graduation in June.  That will leave the members new to the team this year with some big shoes to fill.  Amanda Sullivan, the team's only four-year member, commented, "We've tried hard this year to pass as much of our knowledge and experience on to the new members as we could but it is hard for them to understand without having been through the experiences that those of us have been through that have been doing this for years.  Going to Worlds was an important part of the learning process.  Now they have seen top-level robots in action, talked to kids on top-level teams, and experienced both the pressure and excitement that comes with competing against the best of the best. They can come back next season with a better understanding of what it means to be a top robotics team and what it takes to get there.  I guess that is the legacy the Seniors will leave behind."

Monrovia Mayor Mary Ann Lutz Says Thanks

Letter from outgoing Mayor Mary Ann Lutz:

My fellow Monrovians,

Thank you for the opportunity to serve these past six years as Mayor of Monrovia, and for the six years before that on the City Council. I am proud of the accomplishments of those years and am honored to have worked alongside many fine council members and outstanding staff.

I am proud, too, of the campaign we ran these past several weeks and more grateful than I can say for the many, many Monrovians who gave their time, their dollars, their energy and their love to our effort.

I wish the new Mayor and Council all the best as they now pick up the torch.

Examples of Water Waste in Monrovia

At Monterey and Huntington.

A Monrovian writes to say that he has contacted the city several times during the past two years about water regularly running down streets but hasn't seen any change. He wrote me a letter, which I have edited, here:

- First is all the way down Huntington Drive, from the shopping center with Oto Oto, Tashio and the old Daphne's Greek restaurant. Probably thousands of gallons every day wasted. Do you ever see the puddles around the Shell Gas Station in the mornings all the way to Highway Esplanade?

- Second is Live Oak Cemetery. Water flowing down Walker Ave, Taylor, Duarte Rd, El Norte, and Myrtle, plus down our driveway and always into our machine shop.

- Third is I believe coming from around the shopping area with the Jack In The Box at Myrtle and Duarte every morning.  Water flowing past Spanner on Myrtle [three blocks away].

Still has not stopped. The cemetery been happening for over eight years, and Huntington Drive for as long as I can remember!

I send pictures, times and dates. The city says that someone will investigate, but it's still happening.

UPDATE: A relevant letter.

I am the owner of the Shell Station at Huntington and Monterey.  First off, thank you for your involvement with the city and keeping the public updated.  I follow your website daily as a business owner.

Regarding the water waste, I just want to make sure its clear to your readers it is not coming from the Shell Station.   We have seen that water flow for many years and I believe the City did investigate.  Not sure what the conclusion was.

We take the water shortage seriously and hope the water wasting will stop.

Thank you,
Ramzi Rabadi

Holden Bill Approved by Committee | Roush Joins STAAR | Francis Second in Race

~ The Assembly Judiciary Committee today overwhelmingly approved Assembly Bill 425, co-authored by Assemblymember Chris Holden, who represents Monrovia. AB 525 makes it more difficult for chains to terminate franchise operators by prohibiting corporations from closing a franchise business unless there has been a substantial violation of the contract, the law or local regulations. It also allows franchisees to keep the equity they invested in the event of termination. Source: Holden press release

Comment: You can see the bill here ( http://goo.gl/d8GVBI ). What is interesting is that Holden introduced a bill that would impose higher fines on private investigators (see original: http://goo.gl/TuRt0q ), but then it was apparently gutted by amendment and turned into a bill regulating franchises.

Monrovia Must Cut Water Usage by 28%; More Ballots to Count; New Company May Run Street Fair; Scaffolding Gone; Skateboarding Crack-Down

In his weekly report, Monrovia City Manager Oliver Chi reports that ...

- The State Water Resources Control Board has determined that Monrovia must cut its water consumption by 28% below 2013 levels. Glendora really got socked. It has to cut by 36%.

- "We have somewhere between 800 - 900 additional ballots that must be counted before the election results can be finalized." If you want to watch, the count will begin Thursday, April 23,  at 8 a.m. in the Police Department Community Room.

- No truth to the rumor that the Friday Night Family Street Fair was going to be terminated as of June 30. But there will likely be a change in the company that runs it. Chi said a city committee is unanimously recommending that LA PartyWorks run the show.

- The scaffolding has finally been removed from the sidewalk at 316 South Myrtle Avenue (across from the Library).

- Extra patrols to crack down on skateboarding in Old Town.

Who Knew? Monrovia High's Front Lawn Designed for Overflow Parking

There has been some debate on Facebook after people noticed cars parked on the front lawn of Monrovia High School during this Sunday's meeting of Fellowship Monrovia, the church which meets at the school. Some said it shouldn't be allowed and others said that such parking is regularly allowed for other large events. Then School Board member Ed Gililland posted that:

"The area was considered for pavement, but considering the amount of surface that does not allow rain water to permeate into the ground, the decision was made to put in pavers that allowed grass to grow and water to permeate into the ground. It is designated and designed for overflow parking."

New Gold Line Maintenance Yard is Environmentally Friendly

The 24-acre, $265-million Gold Line Operations Campus in Monrovia, is one of the only facilities of its kind to meet  U.S. Green Building Council’s Leadership in Energy & Environmental Design Gold standards, one of the highest levels available, according to Habib F. Balian, CEO of the Foothill Gold Line Construction Authority.

The facility will house up to 84 light rail vehicles and nearly 200 employees over several shifts a day. Features built into the facility will reduce water and electricity consumption, as well as capture 100% of the rainfall from the site and infiltrate it into the groundwater aquifers below.  Highlights:

- A 714-panel, 178.5-kilowatt solar panel array has been installed that will generate 22,000 Kilowatt Hours/Month, enough electricity to meet one-third of power needs of the 132,000 square foot Main Shop Building. Excess power will be made available to the local electric grid.

- Water-reduction measures in the Main Shop Building (such as high efficiency fixtures and infrared sensor faucets) will help achieve a 35% water reduction level. Smart sprinkler technology and drought-tolerant plants will reduce landscape water consumption by 50%. The large carwash facility, with average usage of 60,000 gallons of water a day, will use only recycled, reclaimed water.

- A specialized stormwater management system has been installed to capture the first 3/4-inch (112,000 gallons) of a 100-year storm event. The stormwater is treated, then sent to large, open-bottom subterranean chambers below the facility.

- Recycled materials make up nearly 50% of the material used on the campus, and materials were locally sourced to reduce environmental impacts of long-distance transport.

Unapproved $650,000 - In Scope of Plan But Not Referred to Council, as Required

Another letter from Mayor Mary Ann Lutz:

I reported to you Wednesday morning that we had discovered nearly $650,000 in change orders for Station Square construction that went forward without approval from the City Council. I want to update you now on what we have done to investigate and remedy that situation.

The Council met in special session this morning to hear a report from City Manager Oliver Chi on how the procedural breakdown occurred. His report satisfied the Council that the change orders were within the scope of plans presented and approved in study sessions (although not presented to the Council for formal approval as required) and that the contractors had proceeded in good faith based on authorizations from two City employees. The Council then voted unanimously to authorize the additional expenditures.

One of the individuals responsible for bypassing formal Council approval is no longer employed by the City and the department involved has since been reorganized and is under new management. I have asked the City Manager to address the matter of the second responsible party in an appropriate manner. I also asked for and received a public commitment that he and his management staff will see to it that this never happens again.

Additionally, I have asked that the Council establish a committee, including two of its members, to oversee the entire Station Square project. Station Square is the largest such project ever undertaken by the City and has come at a time of reduced staff and resources. It is important, therefore, that the Council engages directly in the oversight process.

Mayor Mary Ann Lutz

Distraction Burglary in Monrovia

Beware of distraction burglaries. From the Monrovia Bears group on the Nextdoor network:

"Today we were burglarized by being distracted by one man while another ransacked the house. Beware of a man posing to do work on a power pole in your backyard to distract you. Also, they took mainly cash and jewelry but they took my husband's ashes by mistake. The ashes are in a  plain black, wooden box (12"x12"x5")."

$650,000 in Change Orders for Station Square Never Approved by Monrovia Council

The following letter is from Mayor Mary Ann Lutz:

We were informed by City Staff during the Council meeting last night that approximately $650,000 in change orders for construction work on Station Square was somehow authorized and went forward last year without first getting City Council approval.

All of the changes had been discussed with the Council in general terms and had received the Council's okay, but were never brought back for approval of the actual expenditures. The $650,000 is covered in the project's budget, with another $751,445 remaining in unallocated funds.

That this happened during a time of major staff cutbacks and changes in management is no excuse. The Council will be meeting again Friday in a special session to receive a report from Staff on how this unacceptable oversight occurred.

As this is the last week before the Mayoral and City Council elections, we can expect a good deal of political rhetoric surrounding this situation. Please do not rush to judgment.

I am the Mayor. This happened on my watch, and I accept my share of the responsibility. My opponent Council Member Adams, who has direct oversight responsibility for Public Works, was also surprised by this disclosure. We share both the blame and the responsibility to find out exactly what happened and to make sure it doesn't happen again.

Mayor Mary Ann Lutz

Monrovia Turns Off Water to Medians | Library Park Fig Tree Trimmed to Prevent Limb From Collapsing | Newspaper Group Comes to Town | Steve Baker is 'Distinguished'

In his weekly report, City Manager Oliver Chi reports that ...

- last week the city turned off the sprinklers for the medians on Huntington Drive and Highway Esplanade to comply with Governor Jerry Brown's order to restrict water usage. The city is planing to re-landscape those areas in a low-water fashion. The fountain in Library Park uses recirculated water, so, if I'm understanding him, it will not be affected.

- the Morton Bay Fig Tree in Library Park was trimmed last Friday, April 3, to save the large branch that is now being supported by two braces. Large cracks have developed along the main branch. Chi wrote that "there was a real concern from our arborist that the main branch could collapse if the pruning work was not implemented."

- the Los Angeles News Group, which owns the Pasadena Star News, the San Gabriel Valley Tribune, and other newspaper publications, is moving to Monrovia. It will be leasing 33,000 square feet of office space at 605 East Huntington Drive (northwest corner of Huntington and Shamrock).

- City Treasurer Steve Baker has been selected to receive the Lucky Baldwin Boy Scout District Distinguished Citizen award.

Bills By Monrovia Assemblyman Approved by Committee

Assemblymember Chris Holden, who represents Monrovia, has had a couple bills approved in Assembly committees.

The bill also calls for a final warning 48 hours before using the gadget to shut down the vehicle remotely. It was approved by the Assembly Privacy and Consumer Protection Committee.

- AB 288 (College and Career Access Pathways Act) encourages school districts and community colleges to enter into formal agreements so high school students who want to enroll in college courses or career tech classes can more easily do so. It has been unanimously approved in the Assembly Higher Education Committee.

Commenting on MonroviaNow Will Be Moderated Through Election

I'm a bit bothered by unsubstantiated and anonymous accusations against a couple candidates that keep appearing here, so I feel I now have to approve every comment that is posted. I'll be as lenient as I can. I had it open so anyone could post, including anonymously, because I wanted to encourage conversation, but I guess that I'll need to require approvals until the election is over. Expect a bit of delay before your comments show up. Sorry about that.

Monrovia Mayoral Candidate Offers $1,000 to Person Who Can Prove He Voted Against Gold Line

Tom Adams, who is running for Monrovia mayor, has offered $1,000 in a Facebook posting to the first person who can show from city council minutes where he voted against the Gold Line. Adams challenged Mayor Mary Ann Lutz' assertion in a campaign mailer that he voted against the Gold Line.

Comment: My suspicion is that Lutz is referring to Adams' opposition to selling the property next to Home Depot to the Gold Line for a train maintenance yard. At the time, if I recall correctly, he argued that the yard could stay in LA where it had been and that the sale of that property to a governmental agency would take that property off the tax roles. But I'm guessing and I would welcome clarification from the Lutz campaign.

Opinion: How About an Award For Best Low-Water Landscaping?

Governor Brown's emergency drought orders ( http://goo.gl/5m4Lgv ) reminded me of a suggestion I made some time ago that Monrovia ought to give out awards for the best low-water landscaping. I still think it is a good idea. After all, we give out awards for the best decorated homes for Halloween and Christmas. Same concept.

At its April 7 meeting (agenda: http://goo.gl/ovKFQo ) the Monrovia City Council will consider ...

~ sending a letter to federal officials objecting to a reduction in the amount of interest on municipal bonds that is tax deductible. The report says that, "included in President Obama's FY 2016 budget request is a proposal to cap the tax-exempt municipal deduction at 28 percent. Had this 28 percent cap been in place over the last decade, it would have cost state and local governments an additional $173 billion in interest payments." http://goo.gl/RWyZib
