Panera Fundraiser to Fight Breast Cancer

On October 10, 100% of net sales of Panera Bread's Pink Ribbon Bagel at participating Southern California bakery-cafes will be donated to Dr. Susan Love Research Foundation for research into the cause and prevention of breast cancer. For the rest of the month, 10 cents from the sale of each bagel will be donated to the Foundation. There is a Panera Bread in Monrovia at the Huntington Oaks Shopping Center.

City of Monrovia Tips on Living With Bears

- Purchase and properly use a bear-proof garbage container.
- Wait to put trash out until the morning of collection day.
- Don't leave trash, groceries, or animal feed in your car.
- Keep garbage cans clean and deodorize them with bleach or ammonia.
- Keep barbecue grills clean and stored in a garage or shed when not in use.
- Only provide bird feeders during November through March and make them inaccessible to bears.
- Don't leave any scented products outside, even non-food items such as suntan lotion, insect repellent, soap or candles.
- Keep doors and windows closed and locked.
- Consider installing motion-detector alarms, electric fencing or motion-activated sprinklers.
- Harvest fruit off trees as soon as it is ripe, and promptly collect fruit that falls.
- Securely block access to potential hibernation sites such as crawl spaces under decks and buildings.

This is an active time of year for animals and they may venture out of the foothills and into residential neighborhoods where they can become a potential danger to humans.

Monrovia Police: See Police Car, Fall Over; DUI on DUI; Invisible Attacker

Following are the weekend’s highlighted issues and events.

Drunk in Public – Suspect Arrested 
On September 26 at 12:21 a.m., an officer noticed a male subject standing, looking as if he was off balance, in the 300 block of West Duarte Road. When the subject saw the police car, he completely lost his balance and fell backwards into a bush. The officer stopped to check on the welfare of the man and determined he was so intoxicated that he was unable to care for his own safety. The subject was arrested for being drunk in public and was taken into custody and held for sobering.

Driving Under the Influence / Warrant – Suspect Arrested 
On September 28 at 1:50 a.m., an officer followed a vehicle onto the 210 Freeway for a vehicle code violation. He attempted to stop the vehicle, but the vehicle continued traveling west at 35 miles per hour, then exited at Baldwin in the city of Arcadia, where it stopped. After investigation, the driver was determined to be intoxicated and was arrested for driving under the influence. The suspect also had a no-bail warrant for his arrest for a previous DUI, which was added to his charges.

Under the Influence of a Controlled Substance / Weapons Offense – Suspect Arrested 
On September 28 at 4:39 a.m., a hotel in the 700 block of West Huntington called police to report that a male subject had entered the hotel and was yelling that someone was going to kill him. The subject had a large knife and went up to the ninth floor. Officers arrived and detained the subject, who was in possession of a dagger. The suspect admitted he had just used methamphetamine. He was hallucinating and believed something was chasing him. The suspect was determined to be under the influence of a controlled substance; he was arrested and taken into custody.

Bus Tour of Monrovia Craftsman Homes | Grease Bill Becomes Law

~ The Monrovia Historic Preservation Group Newsletter reports that MOHPG will be working with Pasadena Heritage to provide guides for Pasadena Heritage's bus tour of Monrovia during its Craftsman Weekend, Oct. 17-19.

~ A grease bill by Assemblymember Chris Holden, who represents Monrovia, has been signed into law by Governor Jerry Brown. AB 1566 beefs up requirements for licensing haulers, increases the penalties for stealing grease and allows law enforcement to impound vehicles for up to 15 days. Fines have been raised to $1000 for a first violation, $5000 for a second and $10,000 for the third violation. Source: Holden press release

Monrovia School Board Member Disappointed at the State Limiting Schools' Disciplinary Powers

Monrovia School Board member Alex Zucco is apparently not happy with Governor Jerry Brown signing a law that limits the use of "willful disobedience" as a reason to suspend students. Zucco writes on Twitter: "So much for 'local control' - heavy sigh." http://goo.gl/Yf00f8

Comment: I am with you on that, Alex. Slowly - and sometimes not so slowly - local authority is being usurped by the state and federal governments.

Too Much Fuss About Monrovia Bears?

I'm curious.

It seems whenever a bear is sighted in Monrovia we have sort of a media stampede, like today. Helicopters and whatnot. But bears - for better or worse - are really getting to be rather commonplace here and I'm wondering if maybe the media isn't overdoing things a bit.

~ PayScale, Inc. has recognized Citrus College, which serves Monrovia, as one of the nation's top 10 public two-year colleges based on alumni earning potential, and fifth among California's 112 community colleges in this category. The report, released September 10, 2014, encompassed data collected from 349 public and private institutions and included early-career and mid-career median salaries for alumni who earned associate degrees. Got Lunch at Rigo's Deli Mini Mart


Got lunch at Rigo's Deli Mini Mart, at Mayflower and Foothill. The place with the cow. Got the roast beef sandwich with egg, except they didn't have any egg, so roast beef, cheddar, lettuce, tomato, onion, avocado and jalapeños for $6.35. It is pretty tight quarters so I took it to go. Also got a small watermelon juice ("sandia" on the menu) for $2. Pity about the egg but it was still a really great sandwich. The watermelon juice was fresh-made in front of me. Excellent! And I didn't know you could fill these cups up into the lids!

~ Governor Jerry Brown has signed a bill that will "increase the fines imposed upon those convicted of damaging, vandalizing or illegally dumping on property maintained by the Santa Monica Mountains Conservancy" to $1,500. The conservancy includes a bit of the San Gabriel Mountains. AB 1767 was authored by Assemblymember Chris Holden, who represents Monrovia.

Monrovia Police: Marijuana; Old Acquaintance at a Bad Time; Shaking Motor Home

[Monrovia Police activities from the Police Department's Neighborhood Watch Report for September 22-24 . - Brad Haugaard]

During the last seven-day period, the Police Department handled 404 service events, resulting in 53 investigations.

Marijuana Grow Discovered 
On September 24 at 6:40 p.m., Special Enforcement Team officers investigated the report of a possible marijuana grow in the 100 block of East Colorado. The Special Enforcement Team obtained a search warrant for the location and confirmed a moderate-sized hydroponic marijuana grow. The investigation is continuing.

Prowling 
On September 24 at 11:30 p.m., an officer responded to the 1200 block of Los Robles regarding a prowler. The caller reported that someone was knocking on the windows of her residence. The victim was not expecting anyone. She was extremely scared and dispatch directed her to take her phone and go into her bathroom and secure the door. Officers responded and located a subject in the backyard of the victim’s property. The subject located was an adult male and he was acting very strange, but was not under the influence. He claimed to know the female resident and said he was homeless. The resident confirmed she did know the subject from years ago when he lived across the street. She had no idea why he was at her residence. The subject claimed he had been chased there by gang members. The area was searched extensively and no one else was located in the area. The subject was identified and strongly advised to leave and not return. The victim did not want prosecution.

Family Disturbance / Warrants – Suspects Arrested 
On September 25 at 1:15 a.m., dispatch received a call reporting someone screaming from a motor home parked in the 700 block of East Lemon. The caller indicated they could see the motor home shaking as though subjects were fighting inside. Police arrived and located the vehicle. The subjects were not fighting, but both had outstanding warrants and were arrested.

Monrovia Police Find 150 Marijuana Plants in Warehouse

Monrovia Police found an indoor hydroponic marijuana farm at a warehouse near the corner of Colorado and Ivy last night. Lt. Nels Ortland said the warehouse was very well organized and had about 150 plants. He said police found the farm after an anonymous tip, but as there was nobody at the location when police arrived, they are still working to connect the farm with whomever is responsible.

Citrus College Celebrates 100 Years

Citrus College, which serves Monrovia, will begin its centennial year celebrations with public festivities on Saturday, October 11, 2014, at the Citrus College stadium, including an All-Class Reunion, Centennial Celebration special events and activities, and the Homecoming Game.

The All-Class Reunion and Luncheon is open to all Citrus Union High School and Citrus College alumni from every graduating year.  Registration begins at 11:00 a.m. with lunch served at noon.  For $19.15, alumni luncheon attendees will receive lunch and a special pin commemorating the event.  Guests may register online at www.citruscollege.edu/100 or by calling the Citrus College Foundation at 626-914-8825.
 
At 2 p.m. will be free-to-the-public events - including a car show, food trucks, face painting and other children’s activities, a business expo and Citrus College historical exhibits.

The day’s celebrations will conclude with the Homecoming Game at 6 p.m. The Citrus College Fighting Owls will face the Bakersfield College Renegades. During the halftime show, Citrus College student musicians and singers will perform a tribute in honor of America’s veterans.

Citrus College was founded on June 5, 1915, under the leadership of Dr. Floyd S. Hayden. It opened with 27 students and became the first community college to be established in Los Angeles County and the fifth in California. The institution was established due to an innovative trend in higher education that was being adopted across the nation, in which high schools were allowed to add two years of postgraduate work, approximating the studies prescribed in the first two years of college.   This allowed a growing number of high school graduates to advance their educational goals, acquire new marketable skills, and achieve greater prosperity.

Weekend Closure of Mountain/Duarte Intersection

The intersection of Mountain Avenue and Duarte Road will be closed to through-traffic starting this Friday, Sept. 26 at 9 p.m. until Monday, Sept. 29 at 5 a.m. However, the intersection will temporarily re-open on Saturday from 8 a.m. to noon during the City of Duarte's Route 66 Parade.

From Monday, Sept. 29, through mid-October, there will be work on the medians along Duarte Road for approximately two weeks with at least one lane of through-traffic open in all directions.

Following are the weekend’s highlighted issues and events.

Vehicle Burglary
On September 18 at 7:08 a.m., a vehicle burglary was reported in the 700 block of West Huntington. Unknown suspect(s) broke into a sports utility vehicle sometime between 4:30 p.m. to 6:00 a.m., stealing a rear seat, a tool kit and a plastic hard hat. The vehicle was locked and secured with the alarm set. Access may have been gained through the rear window, but no pry marks were located. The investigation is continuing.

Commercial Burglary / Vandalism
On September 18 at 10:44 a.m., an officer was dispatched to the 2600 block of South Myrtle regarding a burglary. Unknown suspect(s) broke the automatic sliding gate at a City facility and then cut the lock to the storage container. They stole insulated copper wire from the container. The investigation is continuing.

Residential Burglary
On September 18 at 7:26 p.m., an officer responded to the 1200 block of Encino regarding a residential burglary. The victim returned home at 4:00 p.m. and noticed two laptop computers missing. The backdoor was unlocked and the downstairs office was ransacked. The two laptops were taken from the kitchen table. The incident occurred between 10:30 a.m. and 4:00p.m. The investigation is continuing.

Domestic Violence – Suspect Arrested
On September 18 at 11:58 p.m., a resident in the 900 block of West Duarte reported a domestic dispute after she heard a female yell out for someone to call the police. Officers arrived and determined the couple had been arguing. The male subject pulled the female's hair, causing a contusion, and he poked her in the left eye with his finger, causing swelling and bleeding. The male subject was arrested and charged for domestic violence.

Driving Under the Influence of Alcohol / Hit & Run Traffic Collision – Suspect Arrested
On September 19 at 12:48 a.m., police dispatch received several calls reporting a hit and run driver in the area of Central and Mountain in the city of Duarte. Witnesses gave a description of the driver and vehicle. Officer located the driver and stopped the vehicle in the 300 block of Linwood. The female driver was determined to be driving under the influence. The victim of the hit and run positively identified the female suspect as the driver of the vehicle who hit them. The suspect was arrested and taken into custody.The Los Angeles Sheriff’s Department responded and handled the traffic collision investigation.

Possession of a Controlled Substance / Possession of Narcotic Paraphernalia / Parole Hold – Suspects Arrested
On September 19 at 5:22 p.m., an officer responded to the 800 block of West Duarte Road regarding two suspicious subjects sitting in a vehicle in a business parking lot. Upon arrival, the officer heard the sound of fireworks. He pulled into the parking lot and contacted the subjects in the vehicle; no one else was in the parking lot. The subjects admitted to setting off the fireworks. The officer searched the vehicle for more fireworks and found syringes and a pipe used for smoking controlled substances. Both subjects were arrested for possession of drug paraphernalia and one of the subjects had a parole hold issued for him.

Assault Report
On September 20 at 1:35 a.m., an assault was reported at a business in the 100 block of East Olive. The victim was pushed by two suspects, causing him to strike the back of his head on the floor. The impact from the fall caused the victim to be knocked unconscious for several minutes. The suspects fled the scene. The victim was taken to a hospital and the investigation is continuing.

Alarm Activation
On September 20 at 9:48 a.m., dispatch received an alarm activation at a business in the 100 block of South Ivy. Officers responded and found the entire building was not secured. The alarm was sounding, intermittently, and then fading off. The building was searched and was undisturbed. It was determined that the power source for the alarm system was low and causing the system to malfunction. The system was reset and the building secured.

Trespassing – Suspect Arrested
On September 20 at 9:40 p.m., officers responded to a business in the 100 block of East Pomona in reference to a disturbing subject demanding to get his vehicle released. The subject did not have a valid release form the Monrovia Police Department and was denied his vehicle. The subject refused to leave the tow yard and the police were called to the scene. Upon arrival, the subject was uncooperative with officers and still refused to leave the location. The subject was arrested and taken into custody.

Domestic Violence – Suspect Arrested
On September 21 at 1:32 a.m., a family disturbance was reported at a residence in the 700 block of West Foothill. When officers arrived, they discovered a father was in an argument with his 17-year-old daughter. At some point, the father grabbed his daughter's arms and carried her from one room to another, leaving thumb impression marks on her biceps. He also struck her in the legs with his belt, leaving a welt mark. The father was arrested and taken into custody.

Homicide – Suspect Arrested
On September 21 at 3:08 p.m., Monrovia dispatch received a request to check on the welfare of a woman that lives in the 200 block of Mauna Loa Drive. Officers arrived and found a 47-year-old female adult dead inside a vehicle to the rear of the residence and the female’s 51-year-old boyfriend nearby. Monrovia police officers detained the male subject and Los Angeles County Sheriff’s Homicide investigators responded to the scene to conduct the investigation. The subject is in custody for suspicion of murder. The Coroner also responded to the location to complete their investigation.

Brown Signs Diversity Law Authored by Monrovia Representative

Governor Brown has signed a measure authored by Assemblymember Chris Holden, who represents Monrovia, that says the members of the Board of Governors of the California Community Colleges, "to the greatest extent possible, should be inclusive and representative of the many demographic groups found in California, and the board should reflect diversity of race and gender, and should include, among others, disabled persons and veterans." http://goo.gl/8tRFeb

Holden said in a press release that, "By requiring diversity to be taken into account when appointing board members, Assembly Bill 1557 ensures that the Board will bring the perspective, real life experiences and insight of the broadest cross-section of residents of California."

Comment: This dog of a law started out as a bill that just unfairly favored veterans, now it unfairly gives preferences to "many demographic groups," whatever that means. It troubles me that we are dividing representation on the basis of group membership rather than competence. Shall we divide up the legislature on the same basis? Make sure rural residents get so many seats? Left handers? Each ethnic group? Elderly? Organic snap pea growers? Different income levels? Gag.

I noticed a homeowner nearby removed all his front lawn and replaced it with low-water landscaping, and the thought occurred to me: Since Monrovia has a Christmas home decorating contest, why not have a Summer Solstice Low-Water Landscaping award to honor the most attractive "xeriscaped" (low water) front yard? Monrovia Schools May Listen In on Student Social Media Posts

At its Sept. 24 meeting, the Monrovia School Board (agenda: http://goo.gl/6RkakF ) will consider, among other things, contracting with a company called Geo Listening to listen in on what students are saying on social media sites and report back to the school postings involving "bullying, cyber bullying, despair, hate, harm, crime, vandalism, substance abuse, and truancy."
 
The staff report ( http://goo.gl/nbNOqe ) says the company monitors "public social network postings within the perimeter of a school. They do not migrate into the personal or private settings of any social network subscriber."

Comment: Hmmmm. If you understand this to mean that the company just monitors postings made "within the perimeter of a school" - perhaps by using the geolocation service on a cell phone - that is incorrect. The company's service brochure ( http://goo.gl/IvEUns ) says it searches "public social media activity for customized keywords, phrases, and pictures, and align to specific school locations." So if someone posts about Monrovia schools from Wyoming, it'll record it. I'm of two minds on this. First, it seems rather intrusive, but on the other hand, I suppose if you post publicly what you say is fair game and I can understand how it could be helpful. I'm curious what you think. Citrus College Stops Enforcing 'Free Speech Area' Rule

In the face of a continuing lawsuit by the Foundation for Individual Rights in Education, Citrus College, which serves Monrovia, has agreed - among other things - to "cease prohibiting students from engaging in spontaneous expressive activity outside of the institution's tiny 'Free Speech Area'. ... Students are still prohibited from congregating or handing out printed matter within 25 feet of doorways and indoor facilities, and speech may not disrupt the educational process or other scheduled campus activities." Filming in Monrovia | Massage Law Approved

~ Diane Delmatoff, at Monrovia City Hall, reports: The filming on Magnolia and later tonight on East Lemon in Old Town is for Battle Creek.  We have another one in the hopper for next Thursday and Friday at 880 West Foothill.  It is for a feature film called Director's Cut.  And on October 2, there will be some "B" roll shots of the Upton Sinclair house and Old Town for a show on the History Channel called Monumental Mysteries.

Traffic Collision / Driving Under the Influence – Suspect Arrested
On September 15 at 6:26 a.m., a traffic accident was reported at Huntington Drive and Fifth Avenue. Just before officers arrived, there was a second traffic collision at the location. Party one was driving under the influence and was told by party two to move his car. Party one attempted to move his vehicle and was broadsided by another car. Officers determined party one was driving under the influence; he was arrested.

Vandalism – Suspect Arrested
On September 15 at 10:24 p.m., police received a call reporting a male and female subject arguing at a skate park in the 800 block of East Olive Avenue. During the argument, the male slashed the tire on the female subject’s vehicle. The caller said the male was acting strange and had a knife. Officers responded and detained all parties at the location for questioning. After investigation, it was determined the subjects are in a dating relationship and the male subject did puncture a tire on the female’s vehicle with a folding knife he still had on him. The victim wanted to prosecute and made a private person’s arrest. The suspect was arrested and taken into custody.

Injury Traffic Collision
September 16 at 6:43 p.m., police responded to a traffic collision involving a pedestrian at Primrose and Huntington. A female adult had been struck by a vehicle while in a crosswalk and sustained a head injury. She was treated on scene by Monrovia Fire Department and taken to a hospital for a large facial laceration. Police obtained the necessary statements to conduct an investigation.

Possession of Marijuana – Suspect Cited
September 16 at 6:48 p.m., a caller reported several juveniles inside a construction area in the 1300 block of South Magnolia. It appeared they were going into the residences that are being built. The caller thought they could see the suspects pulling items off walls and throwing them around inside the buildings. The Foothill Air Support Team helicopter was on scene and saw the suspects hop over the north fence of the property. Officers located five suspects and detained them while they investigated. A responsible party for the property was contacted and responded to inspect the property. Damage was found, but one of the suspects was cited for possession of marijuana.

Stolen Bicycle
September 16 at 7:50 p.m., a bicycle was reported stolen from an apartment complex in the 900 block of Monterey Avenue. The bicycle was taken from the bike rack sometime overnight. The bike is a Mongoose mountain bike, 21 speed, charcoal grey, with gold lettering. The investigation is continuing.

Shoplifting – Suspects Arrested
September 17 at 6:40 p.m., a loss prevention officer from a business in the 500 block of West Huntington Drive called police to advise he was watching three female suspects in the process of concealing store merchandise on their person and in their stroller. The loss prevention officer had received information about the three suspects from another store. The suspects noticed they were being watched and returned the property. Officers arrived and contacted the suspects. They were identified and computer checks revealed the suspects had outstanding warrants; they were arrested without incident.

Monrovia Police: Be Aware of New Bike Safety Law

The Monrovia Police Department would like to inform drivers and make them aware of a new law that is now in effect. The new Three Feet for Safety Act requires motorists to give at least three feet clearance to bicyclists when passing from behind. Drivers must “slow to a speed that is reasonable and prudent” and pass when the cyclist will not be endangered if traffic or roadway conditions prevent giving three feet when passing.

The new law is designed to reduce car-bicycle crashes by reminding drivers to give bicyclists more safe space when passing. Here are a few safety tips for both motorists and bicyclists.

Safety Tips for Motorists:
- Slow down near bicyclists.
- Pay attention and avoid driving distractions.
- Look for bicyclists before opening your car door.
- Be aware of oncoming bicyclists when making a left turn.
- Check your blind spot for bicyclists before turning right.

Safety Tips for Bicyclists:
- Ride with the flow of traffic, not against it.
- Ride with a white front light at night.
- Be visible. Don’t hug the curb and ride in a straight line.
- Stop at red lights and stop signs.
- Ride 3-5 feet to the left of parked cars to avoid opening doors.
- Be predictable and use hand signals.

Comment: I think this is a reasonable law. I'm a bicyclist and it's really scary when a car comes too close too fast. Yes, I know! I know! Some bicyclists are indeed jerks.

SCE: Power System 'Challenged' - Keep Conserving

Southern California Edison spokesman Paul Grigaux reports that the power company's system has been "challenged" over the past five days and there have been equipment failures and power outages. Since Saturday, the utility has replaced 369 transformers, though that is far fewer than in two past heat waves.

SCE also reports that its year-to-date peak consumption of 23,055 megawatts was reached on Monday, and, of course, the company would like you to continue reducing power usage between noon and 6 p.m. - the hours of peak energy usage. http://goo.gl/CzFYNy

Also, students can send a text to 507-573-4012 with the message "@wakeupcats" and "you will get a daily text message to wakeup at 6:35AM. It's a great way to start the day!!!!" Comment: Cool idea, though I'm not persuaded that it is a great way to start the day.

City of Monrovia Statement on Hiring of Oliver Chi as City Manager

After a lengthy recruitment process, the Monrovia City Council has appointed a new City Manager: Oliver Chi.  The City Council unanimously voted to approve the contract at the September 16 City Council meeting.

Oliver Chi has over fifteen years of extensive government experience at both the state and local level.  During the past several years, he has served as Assistant City Manager for the City of Barstow, and he has also worked for the communities of Rosemead, Claremont, and Arcadia.

Chi has extensive experience in economic development, human resources management, budgeting, and intergovernmental relations.  In addition, his background includes research and implementation of performance measurement and benchmarking initiatives, process improvement, teambuilding, strategic planning and organizational development.

"We are very pleased to welcome Oliver as the newest member of Team Monrovia.  This is an exciting time in our City's history and we feel very confident in his experience, professionalism, and the level of energy that he will bring to the team," said Mayor Mary Ann Lutz.

During his career, Chi has served in numerous leadership positions for a variety of local government related associations.  In 2004, he was elected president of the Municipal Management Association of Southern California.  He has also been a board member for the California City Management Foundation, assisted the Cal-ICMA Preparing the Next Generation initiative, and participated in the Alliance for Innovation.

As an active member of ICMA, Chi authored the March 2004 cover story for Public Management, titled "Rising from the Ashes: Lessons Learned from the Southern California Wildfires of 2003."  He has also served as a speaker at local government workshops and conferences.

"Monrovia is a dynamic community with an iconic history and a reputation for innovation that is known throughout the State," said Chi.  "I am honored to be a part of such a fantastic City, and I look forward to working with the mayor, City Council, staff, and community to help shape a bright and vibrant future."

Chi, an Eagle Scout, earned a bachelor's degree in political science from the University of California, Los Angeles.  He also holds a master's degree in public administration from the University of Southern California.

Oliver has been married to his wife Bobbie Jo for ten years, and they have a two-year old son named Ian.

Chi will begin work in Monrovia on October 13, 2014.  Fran Delach, a retired City Manager from the City of Azusa, has been serving as Monrovia's Interim City Manager since October 2013, following the retirement of the former City Manager.

Monrovia Hires Oliver Chi as City Manager | Shevlin Asks for Plastic Bag Ban Repeal

~ At tonight's meeting the Monrovia City Council unanimously selected Oliver Chi, lately assistant city manager of Barstow, to be the city's next city manager. Chi briefly addressed the council, acknowledging what has been discussed in the community, that he had a "fabulous career flop" in Rosemead, where he was city manager. He thanked the council for looking beyond that episode and promised to work hard.

~ Also at the meeting, Councilwoman Becky Shevlin asked the council to repeal or not enforce Monrovia's plastic grocery bag ban because the state ban - which Governor Brown has promised to approve - will go into effect July 1, and having two bans would be confusing. Mayor Mary Ann Lutz suggested waiting until the governor signs the statewide ban before discussing that.

Monrovia Police: Marijuana; Drunk Driving and Fighting; Too Obvious Casing

Following are the weekend’s highlighted issues and events. 

Possession of Marijuana for Sales – Suspect Arrested
On September 12 at 10:10 p.m., an officer observed a motorist speeding north on Madison and conducted a traffic stop on the vehicle. Upon contacting the driver, the officer smelled marijuana in the vehicle and subsequently searched it. The officer located approximately 18 grams of marijuana packaged separately. The motorist explained that he was in possession of the marijuana because he was supposed to deliver it to his medical marijuana clients. The suspect was unable to show proof of legitimately operating a business and was arrested for possession of marijuana for sales. 

Domestic Violence – Suspect Arrested
On September 13 at 3:46 p.m., a male and female subject got into an argument at a residence in the 500 block of East Foothill. The argument led to a physical altercation. The subjects are in a dating relationship and had been drinking. An officer arrived and determined the male suspect to be the primary aggressor in the incident; he was arrested and taken into custody. 

Driving Under the Influence / Traffic Collision – Suspect Arrested
On September 13 at 11:04 p.m., an officer was dispatched to the 100 block of South Madison regarding a suspicious vehicle parked in the roadway. Upon arrival, the officer found the vehicle parked in the opposing lane of traffic with two flat front tires. The driver was the sole occupant and was still in the driver's seat. The investigation revealed the driver had crashed into an unoccupied parked car and was under the influence of drugs while operating a motor vehicle. The driver was arrested. 

Suspicious Person / Public Intoxication – Suspect Arrested
On September 13 at 11:04 p.m., an officer responded to the 200 block of East Maple on the report of a suspicious person. Upon arrival, the officer located an intoxicated person inside of the reporting party’s vehicle without permission. The suspect was determined to be too intoxicated to care for his own safety and was arrested for public intoxication. The suspect was taken into custody and held for sobering. 

No-bail Warrants / Delaying an Officer – Suspect Arrested
On September 15 at 12:28 a.m., an officer was on patrol in the area of Royal Oaks and Mountain when he saw a male subject riding a bicycle who appeared to be casing the neighborhood. The officer turned on his lights and siren, but the bicyclist attempted to flee by riding faster. The officer yelled at the subject to stop, but he kept riding as fast as he could for two blocks. The officer drove in front of the male, blocking his path and allowing the officer to apprehend him. A computer check revealed the subject had two no-bail warrants for his arrest. He was arrested and taken into custody without further incident. 

Citrus College Officer Saves Woman's Life

Officer Todd Dickson receives Humanitarian Service Award from Glendora Community Coordinating Council President Robin Merkley.

Citrus College Campus Safety Officer Todd Dickson has been honored by the Citrus Community College District Board of Trustees and the Glendora Community Coordinating Council for saving a woman trapped behind her airbag before her car was engulfed in flames at Foothill Boulevard and Citrus Avenue, near the west entrance of the Citrus College campus.

Dickson, a five-year Citrus, said, "I just did what I thought needed to be done." He added, "I saw the young lady, and I thought of the possibility that she may never see her family again."

SCE Urges Care With Energy Use During Heat Wave

With blazing temperatures forecast for the Monrovia area during the next few days, Southern California Edison is asking people to conserve energy when they can, and particularly between 2-6 p.m. - the hours of peak energy use. This will lessen strains on power supplies and the possibility of outages.

The California Independent System Operator believes electricity consumption during the heat wave could exceed the summer's previous peak of 44,200 megawatts on July 30.

"We anticipate having an adequate supply of electricity," said Paul Grigaux, SCE's vice president of Transmission, Substations and Operations. "However, with more energy likely being used in the evenings, especially air conditioning, the extra demand can strain SCE's equipment when it's not given the opportunity to cool off."

Tips:

- Use electric fans instead of air conditioning when practical.

- Turn off unused appliances and equipment.

- Avoid using air-conditioner when evaporative coolers or humidifiers are running.

- Avoid using energy-intensive appliances during early morning or evening hours.

- Limit how often you open your refrigerator door.

Neil Tadken Named Rector of St. Luke's Episcopal Church


On September 4, the Vestry of The Parish of St. Luke the Physician, Episcopal Church in Monrovia unanimously called the Rev. Neil A. Tadken, to serve as Rector, starting immediately.  A public institution and celebration of new mutual ministry led by the Right Reverend Mary Glasspool, Bishop Suffragan of the Episcopal Diocese of Los Angeles, will be held at the church on Sunday, October 19, at 3 p.m.

Born and raised in New York, the Rev. Tadken earned his Master of Divinity degree from the Episcopal Theological School at Claremont/Claremont School of Theology.  He holds a bachelor's degree from Occidental College and a Master of Fine Arts in Theater/Acting from Cornell University.

Fr. Neil discerned his priestly calling while an active parishioner at All Saint's Church in Pasadena.  Upon graduation from seminary, Neil worked as Program Director for ACTION: AIDS CareTeams in our Neighborhoods, an interfaith non-profit pastoral care ministry housed at St. Mary's Episcopal Church, Laguna Beach.  Following his ordination, he served as Associate Rector for Pastoral Care at St. James' in the City, Los Angeles.  He joined St. Luke's as "Priest in Charge" in Aug. 2013.  He is married to Frank Slesinski, an interior designer.

Locally, the Rev. Tadken serves as treasurer for the Interfaith Council of Monrovia, as well as the Monrovia Ministerial Association.  He is also working with Foothill Unity Center and Rebuilding Together, as well as other non-profits, to help repurpose church and other local property to serve as "Seeds of Hope" community gardens that provide produce for need-based distribution and nutrition education.   Neil has served on the board of the Episcopal Urban Internship Program, the Bishop's commission for HIV and AIDS Ministries, and currently serves on the Program Group for GLBT Ministries for the Dioceses of Los Angeles.

Prior to ordination, the Rev. Tadken was a professional actor, director and founding member of the Basic Theater Co. in NYC.  Between 1994 and 2001, soap opera watchers may have seen him recurring as "Don McTavish" on ABC's General Hospital and Port Charles.  In 1993, he founded and directed a national AIDS education and outreach effort for television called "Day of Compassion," which became an annual event.   He was honored with a "Ribbon of Hope Award" from the Academy of Television Arts and Sciences in 1997 for that effort.

A Drought Helped Create Monrovia

The Monrovia Historic Preservation newsletter reports that it was a drought, something like we're having now, that resulted in the creation of Monrovia. The newsletter says that there was serious flooding from December 24, 1861 until January 17, 1862, but this was followed by almost two years of drought, the Great Drought, which forced cattle ranchers to sell land. At this time William Monroe and four other investors bought the land that would become Monrovia from Lucky Baldwin.

Monrovia City Council to Consider Oliver Chi as New City Manager

It appears Oliver Chi will be Monrovia's new city manager, effective October 13 of this year, if the City Council approves a proposed three-year appointment, with a base salary of $195,000 per year, at its Tuesday's (Sept. 16) city council meeting (agenda: http://goo.gl/44bDln ).

The staff report ( http://goo.gl/7wg1CY ) does not give any background on Chi, and the only Oliver Chi I can locate is currently assistant city manager for Barstow. This Oliver Chi graduated with a BA in political science from USC and holds a master's degree in public administration from USC ( http://goo.gl/2KIZZa ), and was previously the city manager of Rosemead, but was let go by the city council there. The only information I can find on this particular Oliver Chi - again, not sure I have the right one - is kind of mixed, though these are not all news stories, but lean on the opinion side and are a bit dated. Panhandling / Drunk in Public – Suspect Arrested
On September 8 at 10:39 p.m., an employee from a fast food business in the 400 block of West Huntington reported a male subject soliciting patrons and reaching into vehicles as they waited in the drive-thru. Officers arrived and located the subject; he was determined to be intoxicated and unable to care for himself. He was arrested and held for a period of sobering.

Theft from a Vehicle
On September 8 at 3:16 p.m., the victim of a theft from a vehicle that occurred in the 200 block of East Cherry Avenue came to the Police Department to report the crime. The victim parked his vehicle in his driveway, but did not lock it. The victim left an iPad and laptop computer in the vehicle. When the victim returned to his vehicle the next morning, he found his property was missing. The crime occurred sometime during the night on May 25 to 26.

Missing Person Located
On September 9 at 7:39 p.m., a group home in the 100 block of East Central Avenue called police to report that an adult resident from the home was missing. The subject was described as being mentally challenged and not being familiar with the area. Officers obtained as much information as possible about the subject, then conducted a thorough investigation and eventually located the subject.

Grand Theft Auto – Suspect Arrested
On September 9 at 10:21 p.m., a police agent conducted a traffic stop in the 1700 block of South Mayflower Avenue for a vehicle code violation. During the initial contact, the driver became belligerent and confrontational. The agent requested an additional backup unit and with assistance, the subject was detained. During the confrontation, the dispatcher was running a computer check of the license plate and learned the vehicle stopped was a stolen vehicle; the driver was arrested and taken into custody.

On September 10 at 9:57 a.m., a resident in the 200 block of East Olive Avenue called police to report a mother bear and her cub in a tree in their front yard. Officers responded and monitored the bears until the Department of Fish and Wildlife could respond. Media arrived in the area and began broadcasting the incident. California Fish and Wildlife arrived and cleared the officers from the area. They monitored the bear and her cub from a distance to allow them to leave the area and return to the Foothills, but the bears remained in the tree into the evening. As the story was broadcast on television, a large crowd of bystanders and vehicles began to form in the area. Police shut down the 200 block of Olive to through vehicle and pedestrian traffic in an effort to allow the bears to feel comfortable and not threatened to leave the area. Officers monitored the bears throughout the evening and eventually they left the area during the night.

Critical Missing Located / Mental Evaluation
On September 10 at 11:06 p.m., an adult female was reported missing to police. The subject is on medication and had not taken it that day. She has been reported missing several times in the past. Police conducted a thorough search for the subject, but were unable to locate her. Local hospitals and agencies were notified and the subject was entered into the law enforcement missing person’s system. The subject came into the police department lobby the next morning. She was removed from the missing persons system and was picked up from the station by her mother. Later, that morning, the subject went missing again. She was located by police again and taken to a hospital, where she was held for mental evaluation.

Detective Bureau Case Follow-ups

Grand Theft Investigation – Two Suspects Arrested
On September 5, 2014, officers investigated a grand theft at a business in the 600 block of West Huntington. The suspect had purchased an iPad from the business and later returned the box stuffed with paper and woodchips, resealed to look as if it had never been opened. Store employees discovered the crime later and reported it to police. Through investigation, the officer learned the suspect had repeated this crime at several locations. At one location, the suspect listed his driver’s license number and was identified. Surveillance of the suspect was conducted in Chino Hills, Alhambra and Walnut by the Monrovia Police Department Special Enforcement Team and the West San Gabriel Valley Anti-Crime Task Force. The suspect vehicle was located at one of the locations, so search warrants were obtained and served, which led to the recovery of the iPad and additional property, including resealing equipment. Two suspects were arrested in this case.

Grand Theft / Burglary – Suspect Identified
On July 16, 2014, officers investigated a crime where a female suspect had cashed an altered payroll check at a business in the 1200 block of South Myrtle. The check was altered and the account listed was not for the corporation listed. A Detective investigated the case and discovered the suspect cashed several checks throughout Los Angeles County. One of the cashed checks contained a thumbprint, which later returned to a female residing in Rosemead. A photo lineup was conducted and the suspect was positively identified. A search warrant was obtained and served. Numerous computers and check writing materials were recovered. Charges will be filed with the District Attorney’s Office.

Foothill Unity Center's Betty McWilliams Named Woman Achiever

Betty McWilliams, Executive Director of Monrovia's Foothill Unity Center, has been named one of 27 Women Achievers of 2014 by Business Life Magazine. The awards will be presented at a luncheon and expo on Monday, September 29, at the Glendale Hilton. This marks the 25th year for the awards. Criteria for nomination include contributions to the community, adversities overcome, volunteer work, recognitions and factors that make the nominee deserving of this honor.

For sixteen years, Ms. McWilliams has been instrumental in the fight against hunger, homelessness and poverty in the San Gabriel Valley as Executive Director and previously Deputy Director of Foothill Unity Center, the primary provider of food, case management/crisis help, and access to health care resources across eleven cities in the San Gabriel Valley. During that timee, she has played a leadership role in the growth of the organization's client base, services and supporters.

Ms. McWilliams, who holds a Bachelor of Sciences degree in Gerontology from the University of Southern California, began her career in human services as a VISTA volunteer working with low income residents of a settlement house. She came to Foothill Unity Center from Standard Industries, Inc., where she was Director of Administration, and had previously served as Executive Director of the Pasadena Senior Center.

Monrovia Warns Reusable Grocery Bags May Carry Disease

With Monrovia having adopted a ban on plastic carry-out grocery store bags, the city is now warning that the reusable bags can carry disease. So, "Although there have only been a few documented cases of reusable bags causing illness, studies have shown that the bags can, and often do, provide an environment for bacteria, if they are not properly cared for." You need to wash them in hot water with disinfectant, and use "separate product bags for meat, poultry, seafood or other food items." http://goo.gl/mvjkco

Comment: I ranted against forcing these "reusable" bags on people and said they could carry disease ( http://goo.gl/2G9lBD ), but to no avail. And now we're being warned that while there are few "documented" cases of the bags causing disease (How many causes of disease are ever documented?), they can indeed cause disease, and therefore, during a drought, we should spend water, energy and time, and make sure our bags are organized by food, to prevent catching food-borne diseases.

Comment 2: And come to think of it, I don't recall any mention of food-borne diseases in the staff report when the plastic carry-out bag ban was being considered by the City Council. Is people's health not a factor the council should consider in setting city policy?

Following are the weekend’s highlighted issues and events. 

Commercial Burglary – Suspect Arrested
On September 4 at 4:41 p.m., officers responded to a business in the 500 block of West Huntington regarding a male suspect running out of a store with a stolen pair of shoes. An officer saw the suspect running and entering a yard in the 500 block of West Maple. The officer gained a vantage point from a two story building near the location and was able to see the suspect hiding on a roof top. The Pasadena Air Support helicopter also spotted the suspect and directed officers to him. The suspect was taken into custody without further incident and the stolen property was recovered. 

Mountain Lion Sighting
On September 4 at 8:17 p.m., a resident in the 400 block of Norumbega called police to report seeing two small mountain lions, approximately 5 to 6 months old. The mountain lions went into some bushes and out of sight. An officer responded and checked the area, but was not able to locate the animals. 

Driving Under the Influence of Alcohol – Suspect Arrested
On September 5 at 2:28 a.m., an officer stopped a motorist near Fifth and Foothill for a traffic violation. The female driver was determined to be driving under the influence of alcohol; she was arrested and taken into custody. 

Residential Burglary / Grand Theft Auto
On September 6 at 9:44 p.m., officers were dispatched to a residence in the 400 block of West Walnut on the report of a residential burglary. The victim left her home at 7:30 a.m. and returned at approximately 9:30 p.m. to discover her vehicle was stolen from the garage and her home had been ransacked. The victim reported cash and a video game station were stolen from inside the home. The suspect gained entry by smashing a rear window of the residence. The investigation is continuing. 

Public Intoxication / Open Container / Violation of City Ordinance – Suspect Arrested
On September 7 at 11:55 p.m., an officer was on patrol in the 300 block of South Myrtle when he observed a female subject sleeping in the park after 10:00 p.m. when the park is closed. There was a sprinkler spraying her with water, but she was still asleep. The officer approached the female to see if she was alright. It took several attempts of nudging to wake her. There was an open and half empty bottle of alcohol in a backpack next to her. The female was determined to be drunk in public and was arrested for the violation, as well as for being in the park after closing and having alcohol in the park.

Monrovian Says Building Permit Fees Are Now More Reasonable

Monrovian Chris Ziegler, who earlier said fees charged to him by the city for building permits were higher than permitted by California law (see here: http://goo.gl/OdlDaw ) now says the fee structure has to some degree corrected. He writes:

"This morning pulled a permit for another solar power generation system from the City of Monrovia and instead of being gouged via excessive permit [development] fees and then listening to silly stories as to why the fees are so high, I was merely charged $305 ($80 for plan check and $225 for the inspection permit). While still technically a violation of the Fee Mitigation Act, the city's own documents place the costs of services at roughly $80, it is still much better than being charged $800-$1000 as was the case and I credit you greatly for moving this issue in the right direction!"

Following are the weekend’s highlighted issues and events. 

Traffic Collision / Driving Under the Influence – Suspect Arrested
On August 28 at 4:37 p.m., dispatch received a call from the victim of a traffic collision, stating he was just rear ended by another driver at Huntington and Magnolia. When the other party exited his vehicle, the victim could smell alcohol on the driver’s breath. The driver went back inside his vehicle and fled the scene. The victim followed the vehicle until an officer arrived and stopped the vehicle at Baldwin in Arcadia. After further investigation, the driver was arrested for hit and run and driving under the influence of alcohol. 
 
Shoplifting / No-Bail Warrants
On August 28 at 10:18 p.m., officers responded to a business in the 1600 block of South Mountain regarding a female who had been denied a merchandise return and had concealed merchandise on her person. She was detained and was found to have two no-bail warrants for possession of stolen property. She was arrested and taken into custody. 

Vandalism / Graffiti Bounty Awarded to Witness – Suspect Arrested
On August 28 at 11:59 p.m., a witness called police to report two male subjects, about 16 to 18 years old, vandalizing the stop sign on the northwest corner of Lime and Jasmine. Officers arrived and detained the two subjects. They were positively identified by the witness and arrested; they were later released to their parents. The witness who reported the crime that led to the arrest of the suspects received $100.00 from the Police Department’s Stop Graffiti Bounty Program for reporting the crime. 

Utility Problem
On August 29 at 12:25 p.m., officers responded to the 400 block of Los Angeles regarding possible downed wires. A short time later, numerous signals on Huntington and Foothill from Shamrock to Fifth started going out. The power also went out in several residential areas. The power continued to go out throughout the afternoon. Edison sent out crews and eventually fixed the problem. 

Criminal Threats – Suspect Arrested
On August 29 at 5:41 p.m., a female victim and her friend ran into the police lobby stating her ex-boyfriend was following her and threatened to kill her and others. When officers ran out to the lobby, the suspect fled in his vehicle at a high rate of speed. He drove northbound on Ivy and failed to stop for two stop signs. The Foothill Air Support helicopter was called for assistance. An officer located the suspect vehicle in the area of Foothill and Mountain, and conducted a high-risk stop. Further investigation revealed the victim had a restraining order against the boyfriend because he threatened to kill her prior to this incident. The suspect was taken into custody for criminal threats. 

Theft From a Vehicle
On September 2 at 2:27 a.m., police received a call from a witness reporting two male subjects running from a vehicle in the 600 block of West Colorado. The vehicle had its doors and trunk open and the subjects were wearing masks. The witness gave a suspect vehicle description, a white Chevrolet Cavalier, but the vehicle was not located. Officers conducted an area search and contacted the witness and then the victim. A few items were missing from the interior of the vehicle. There was no sign of forced entry. The investigation is continuing. 

Two Mountain Lions Spotted in Monrovia

Monrovia Police Report two mountain lion sightings this week in neighborhoods near the wilderness. The Monrovia Police Department would like to remind residents who live near the wilderness interface to use caution and keep small animals inside at night and not allow small children outside unsupervised. Monrovia Humanitarian Agency Pioneers Best Water Well System

Half the water wells dug by humanitarian agencies fail within a year, but a study by the University of North Carolina "found that nearly 80 percent of wells drilled by the Christian humanitarian organization World Vision - which integrates local water committees, usage fees and repair teams into its model of delivering clean water - were still operational after more than two decades."
