Monrovia City Council: Revise Water Ordinance; Impose Offer on City Workers

At its next meeting the Monrovia City Council (agenda: http://goo.gl/M142Pa ) will, among other things ...

~ Revise the city's water conservation ordinance to:

- Set a new baseline formula for water usage (instead of using water usage for the 1989-1990 billing year). The new baseline is the average water usage per month for the previous five years prior to the implementation of a particular phase of the Water Conservation Ordinance. (We are currently in Phase I of the ordinance.)

- Grant exceptions to the requirement to use flow restrictors (flow restrictors must come into effect at a more advanced phase as I don't believe they are being required right now) if they are necessary to meet fire safety requirements.

- "Due to the severity of the drought," modify the water-saving requirements for Phases III, IV, and V to decrease the percentage of water that can be used. For Phase III, from 85% to 80%; For Phase IV from 80% to 75%; for Phase V from 75% to 50%.

~ Consider imposing its "Last, Best and Final Offer to the Monrovia Municipal Employees Association." The city report says the offer "provides for continuation of Merit Salary adjustments and the Performance/Longevity Bonus Program. In addition, all members will receive an increase to the City's fringe benefit contribution for medical insurance of $100 per month with the provision that all new employees hired after the effective date of the implementation of these terms and conditions will receive half (50%) of the monthly fringe benefit amount should they waive enrollment in the City's medical insurance program." http://goo.gl/rw2GLv

Monrovia Library Usage Declining Rapidly


According to information presented to the Library Board, over the past four years the Monrovia Library has experienced a 43 percent decrease in the number of adult materials checked out and a four percent decrease in children's materials checked out. Even computer usage in the library is down 29 percent. http://goo.gl/VZKazD

Comment: I love libraries, and I use ours (I've been getting the adventure novels of Hammond Innes from the library and loving them), but for better or worse this seems to be the wave of the future. E-books are so easily and cheaply available for electronic devices that buildings to house books are less and less necessary, and electronic devices are now so cheap that even going to the library to use a computer is unnecessary for more and more people.

Power is out in parts of Monrovia. According to a couple reports, signals along Foothill at Canyon and Shamrock are out.

Update 2: Southern California Edison reports that 3844 customers are affected, with no estimate yet of a recovery time.

Update 3 power appears to be on on North Magnolia now, at about 1:15 p.m.

Monrovia Police: Caught on Video; Burglary; Shop Lifting; Etc.

During the last seven-day period, the Police Department handled 411 service events, During the last seven-day period, the Police Department handled 411 service events, resulting in 81 investigations.

Commercial Burglary – Suspects Arrested
On August 25 at 11:24 p.m., police responded to a business in the 600 block of West Huntington Drive. Store loss prevention received information that an Assistant Manager and another employee at the business had been committing thefts of store merchandise on Monday evenings, for the past several months. The theft on August 25 was captured on video surveillance cameras. Both suspects admitted to the thefts and were arrested for commercial burglary and taken into custody.

Residential Burglary
On August 27 at 7:26 p.m., officers were dispatched to a residence in the 200 block of East Walnut Avenue on the report of a burglary. The victim went to work around 8:30 a.m. and returned after 6:00 p.m. She discovered her residence had been broken into and some costume jewelry had been taken; she called police. The residence was slightly ransacked, but it did not appear the suspect had gone through the entire location. The front door had been pried open. The investigation is continuing.

Vehicle Burglary
On August 27 at 9:10 p.m., a vehicle burglary was reported in the 500 block of West Huntington Drive. The victim reported that the rear seats to her Cadillac SUV had been taken within the past 20 minutes. The driver-side door lock was punched and the hatch was opened; the alarm did not activate. Investigation continuing.

Petty Theft – Suspect Arrested
On August 27 at 4:55 a.m., an officer was dispatched to a business in the 500 block of West Huntington regarding a shoplifter in custody. The suspect entered the business, selected items, and hid them under her clothing. She then walked out of the store without paying for the items and was stopped by loss prevention personnel. The suspect admitted to taking the items. She was arrested and taken into custody. The suspect also had two warrants for her arrest, which were added to her charges.

Possession of a Controlled Substance / Warrant - Suspect Arrested
On August 27 at 5:00 p.m., Special Enforcement Team officers observed a known gang member and girlfriend in the Huntington Oaks parking lot who they new had a warrant for his arrest for narcotics. The officers confirmed the warrant and detained the suspect. During a search of his person, a vehicle key was located in his left pocket. The vehicle was located, along with the suspect’s and his girlfriend’s property. There was a marijuana pipe in plain view, and a search of the vehicle revealed a black nylon wallet containing a methamphetamine pipe and 21 grams of methamphetamine. The suspect was arrested for possession of a controlled substance and the warrants.

Legislature Approves Monrovia Assemblyman's Truancy Bill

The Legislature has given final approval to Assembly member Chris Holden's legislation to collect more complete records on absences and intervention strategies to help identify the effectiveness of school truancy programs. ALS Ice Bucket Challenge Spreads Among Local Churches

State Senate Approves Monrovia Assembly Member's Truancy Legislation

[Monrovia Police activities from the Police Department's Neighborhood Watch Report for August 21-24. - Brad Haugaard]

Following are the weekend’s highlighted issues and events.

Suspicious Subject
On August 21 at 8:13 a.m., officers responded to an apartment complex in the 100 block of West Olive regarding a male subject in his 20's pounding on the front doors. The subject then walked into an apartment. When officers arrived, the subject ran out of the complex and into traffic; he was nearly hit by vehicles. Officer detained the subject, and further investigation revealed the subject is Autistic and had walked away from a group home in the 200 block of West Olive. It appears the subject was scared and was trying to get out of the complex. He has walked away from the home in the past.

Possession of Counterfeit Bills / Possession of Drug Paraphernalia / Possession of Burglary Tools / Violation of Gang Injunction – Suspect Arrested
On August 21 at 7:36 p.m., Special Enforcement Team officers observed a subject commit a vehicle code violation on a bicycle. A second subject was walking with him. As the officers made a u-turn and attempted to stop the bicyclist, he tried to hide behind a vehicle and the second subject ran. The bicyclist then tried to walk away from the officers. As the officers told him to stop, the subject lifted his left hand in the air and something fell to the ground. The subject was detained, and the items that fell were determined to be counterfeit $20.00 bills. The subject was found to be in possession of burglary tools, a methamphetamine pipe, altered checks, and was also in violation of the gang injunction order. He was arrested and taken into custody for numerous charges. The second suspect was not located.

Commercial Burglary – Suspect Arrested
On August 21 at 8:00 p.m., a business in the 500 block of West Huntington called police to report a shoplifter in custody. The female subject went into the business with a pair of scissors concealed in her purse. She selected two pairs of earrings and to shirts, and then entered a fitting room. She switched price tags on the shirts and cut the tags off one pair of earrings. She returned one shirt and one pair of earrings to the racks, and then paid for one shirt that she had switched tags on, making it a lesser price. She then exited the store without paying for one pair earrings and was detained by store security. Officers responded to the location, arrested the suspect and took her into custody for commercial burglary.

Commercial Burglary / Identity Theft – Suspect Arrested.
On August 21 at 8:13 p.m., a female subject entered a business in the 500 block of West Huntington. She attempted to pay by using a fraudulent Mexico Metrical Consular Identification card. It had her picture on it, but someone else's identifying information. She was detained by store security and was found to be in possession of another fraudulent Mexico Identification card. She verbally identified herself as a fictitious person. Officers responded to the location and took the suspect into custody for the above listed charges.

Commercial Burglary
On August 22 at 5:40 p.m., officers responded to a burglary alarm at a business in the 900 block of West Huntington. The suspects forced open the front door of the restaurant and kicked open the office door where the safe is located. The suspects did not attempt to get into the safe, but took cash from a register. The suspects were captured on video cameras. Both suspects were wearing hooded sweatshirts, masks, and gloves. The investigation is continuing.

Forgery / Under the Influence of a Controlled Substance / Violation of Gang Injunction – Suspect Arrested
On August 22 at 9:25 p.m., an officer was dispatched to the 700 block of West Walnut regarding a suspicious person. Upon arrival, officers observed the suspect trespassing in an apartment complex laundry room, charging his cell phone. Further investigation revealed he was under the influence of a controlled substance. This suspect was the subject who ran from officers on August 21. The suspect was also found to be in possession of a stolen personal check that was forged and made payable to him. The suspect was additionally charged for violating the conditions of the City of Monrovia's gang injunction. He was arrested and taken into custody.

Commercial Burglary
On August 23 at 4:39 a.m., officers responded to a business in the 1800 block of South Mountain on a burglary alarm activation. Upon arrival, officers discovered forced entry through a front glass window. It appears the suspect(s) kicked in an interior door leading into the accounting office. The suspect(s) ransacked the location and fled undetected. Officers conducted a building search, but did not locate any suspect(s). The responsible person could not determine a loss at this time. The investigation is continuing.

Trespassing – Suspects Arrested
On August 23 at 10:58 p.m., a church in the 700 block of South Shamrock called police to report subjects trespassing. The property manager reported two suspicious subjects on the property. Officers arrived, located the suspects and arrested them for trespassing.

Possession of a Controlled Substance – Suspect Arrested
On August 23 at 11:09 p.m., Special Enforcement Team officers contacted a female in the 300 block of West Colorado. She was found to be in possession of a controlled substance and drug paraphernalia. She was arrested.

Residential Burglary
On August 23 at 11:24 p.m., a resident in the 1500 block of South Fifth Avenue called to report that someone had been in their home. They left their house at 9:00 p.m. and returned at 11:00 p.m. All doors and windows were locked, except a bedroom window off the master bedroom. Upon their return, they found dusty footprints on the bed in the master bedroom. The window was closed, but the screen was now bent. The suspect appears to have entered and exited through the same window and replaced the screen. The loss is undetermined and the investigation is continuing.

Driving Under the Influence of Alcohol – Suspect Arrested
On August 24 at 11:28 p.m., an officer stopped a vehicle at California and Evergreen for a vehicle code violation. When the officer approached the unlicensed driver, he believed the driver was intoxicated, so field sobriety tests were conducted. The driver was subsequently arrested for driving under the influence of alcohol.

Bill by Monrovia's Assembly Member Promoting Obama Signed by Governor

Governor Jerry Brown has signed legislation today to ensure that "President Barack Obama will take his rightful place in California textbooks." The President Barack Obama Curriculum Act (AB 1912) was authored by Assembly member Chris Holden, who represents Monrovia. His press release says it "will be the first step toward acknowledging President Obama’s legacy for generations to come."

Vehicle Tampering – Suspect Arrested
On August 18 at 7:35 a.m., police were dispatched to a residence in the 100 block of East Olive on the report of a female subject found inside the resident’s vehicle. The owner of the vehicle said tools were missing from the van, but no tools were found on the female subject or near the area where the vehicle was parked. A light was left on in the vehicle, causing the battery to drain. The suspect was arrested for vehicle tampering.

Vehicle Burglary
On August 18 at 6:36 p.m., a vehicle burglary was reported at a hotel parking lot in the 900 block of West Huntington. The victim parked and locked his vehicle in the parking lot. When he returned to his vehicle, he found the rear seats had been stolen. There was no sign of forced entry. The investigation is continuing.

Grand Theft Auto Recovered
On August 20 at 4:15 p.m., police recovered a stolen vehicle from Cypress and Magnolia. The vehicle was reported stolen on August 14 from a business parking lot in the 700 block of East Huntington. The investigation is continuing.Detective Bureau Follow-up

Commercial Burglary – One Count of Felony Burglary Filed Against Suspect
On May 6, 2014, officers investigated a commercial burglary at the location and recovered latent fingerprints. The prints were submitted, which identified a potential suspect who was already in custody on an unrelated case. The suspect was interviewed, but denied committing the crime. The case was presented to the District Attorney’s Office, and one count of felony burglary was filed.

Commercial Burglary – One Suspect Arrested
In July of 2014, two suspects who were fired from a business entered the Home Depot in the 1600 bock of South Mountain and purchased items using their former employer’s business information. The employer recognized the suspects and contacted police. Detectives drove out to the cities of Riverside and Hemet, where they interviewed one of the suspects, who admitted to the crime. He was arrested and brought to Monrovia Police Department for booking. The case was presented to the District Attorney’s Office and an arrest warrant was obtained for the second suspect, who remains outstanding.

Work Beginning Again on Monrovia Commercial Building


The building on Myrtle right across from the fountain in Library Park seems it has been under construction for a long time without much visible progress, so I decided to check in with helpful Planning Division Manager Craig Jimenez to get an update. He writes:

"I know there have been several unexpected challenges with the building, however, they have begun working on the building again and hopefully we’ll see some progress soon.  They are doing some stucco work and a sample of the cornice was installed at the top of the building for review of the Historic Preservation Commission.

More on Representative Judy Chu's Push to Make San Gabriel Mountains a National Monument

Representative Judy Chu, who represents the top edge of Monrovia, is urging Secretary of the Department of Agriculture, Tom Vilsack, to "protect the San Gabriel Mountains by designating the area a national monument." Chu says she will be speaking at a public discussion on the mountains hosted by the U.S. Forest Service on Aug. 26 from 4-7:30 p.m. at the Baldwin Park Performing Arts Center at 4640 N. Maine Ave., Baldwin Park.

Mountain Ave./Duarte Rd. Intersection Closures

This Friday, Aug. 22, beginning at 9 p.m., through Sunday, Aug. 24 at 9 p.m. the intersection of Mountain Ave. and Duarte Rd. will be closed to through-traffic to reconfigure the traffic lanes and prepare for the second phased closure. This work follows completion of the northern portion of the intersection, which included work on the new light rail at-grade street crossing at Mountain Ave, two months ahead of schedule.

On Sunday, August 24 at 9:00 p.m., the northern portion of the intersection at Mountain Ave and Duarte Rd will fully re-open, and one lane of traffic in each direction on Duarte Rd will be available. The southern portion of the intersection will be closed for approximately three months. Here are more details:

Sunday, August 24, 2014 at 9:00 p.m. thru November 2014: Mountain Ave will be closed to thru-traffic from the center of Duarte Rd south through the intersection. Duarte Rd will be open, one lane of traffic in each direction (see detour map below). The approximate three-month closure will be in place 24-hours per day, seven days per week, and will allow crews to realign the intersection to improve visibility for the traveling public and future trains, as well as install new storm drains, traffic signals, sidewalks and crosswalks. Crews will work extended work shifts from 6:00 a.m. to 12:00 midnight, Monday - Friday, in order to expedite this work. Occasional work on weekends may be performed. Construction schedules are subject to change.

Monrovia Representative Chu Asks Obama to Make Mountains 'National Monument'

Representative Judy Chu, who represents Monrovia, has asked President Obama to unilaterally declare federal lands in the San Gabriel Mountains a national monument. Chu currently has legislation before Congress to make the area a National Recreation Area, but according to some sources ( http://goo.gl/I7Xvqr ) the bill has a very low chance of being enacted. Monrovia Police: Attempted Suicide; Vehicle Theft; Tantrum and Drugs; Vandalism Reward

Following are the weekend’s highlighted issues and events.

Felony Vandalism
On August 14 at 7:42 a.m., an officer was dispatched to the Mary Wilcox Center in the 800 block of East Olive regarding a report of vandalism. Recently, juveniles have been seen on the roof of the building. While servicing the air conditioning unit, it was discovered that the radiator coils and aluminum housing had been vandalized. The estimated damage is $ 4000.00. The investigation is continuing.

Grand Theft Auto
On August 14 at 8:39 p.m., a vehicle was reported stolen from the 700 block of East Huntington. The vehicle is a brown Honda Accord, and it was stolen sometime after 6:00 p.m. The investigation is continuing.

Attempt Suicide
On August 14 at 10:03 p.m., a female subject called police to report her boyfriend had sent text messages to her and to friends, asking them to say goodbye to all his friends. She also reported that he had attempted suicide in the past. Officers arrived at the location in the 200 block of West Maple. While officers tried to make contact at the front door, another officer pulled himself up on a wall to look through a window. He observed the subject attempting to hang himself; the subject’s face was flushed. Officers rushed into the location and were able to save the subject. They laid him on his back, allowing him to breathe. Paramedics arrived, treated the subject, and took him to a hospital. The subject was admitted and placed on a 72-hour hold for mental evaluation. If not for the quick actions of the officers in this incident, the subject may have ended his life.

Grand Theft Auto
On August 14 at 10:36 p.m., a vehicle was reported stolen from a hotel parking lot in the 700 block of West Huntington. The vehicle is a truck and trailer with another vehicle inside the trailer. The vehicles were stolen sometime between 8:45 p.m. and 10:30 p.m. The truck is a white, 2005 Ford F350 with New Mexico plates. It has an oversized bed with a large white fuel tank, metal box, and a faded NASA sticker in the center of the windshield. The trailer is 24 feet long and has a Wells Cargo decal on each side. Inside the trailer was a black, Chevy Chevelle, #14 race car, with pink color on both doors. All keys are accounted for and there were no physical signs of forced entry. The investigation is continuing.

Grand Theft Auto
On August 14 at 10:40 p.m., a vehicle was reported stolen from a business parking lot in the 400 block of West Huntington. At 4:00 p.m., the victim parked and locked her white Honda Civic in the parking lot and went into work. When she returned to the vehicle after work at 10:30 p.m., the vehicle was gone. The investigation is continuing.

Possession of a Controlled Substance / Possession of Drug Paraphernalia / Violation of Restraining Order – Suspect Arrested
On August 14 at 11:27 p.m., officers were dispatched to a residence in the 200 block of West Cypress regarding a male subject screaming, hitting walls and throwing things. When officers arrived, the subject had quieted down and was inside the residence. The officers contacted the subject at the door of his residence and could see a female inside the location. The officers asked if they could enter to check on the welfare of the female subject. The male subject allowed them into the residence. The subject was standing behind the door and seemed to be attempting to hide something in his pocket. Officers could see something bulging inside the subject’s pocket. A pat-down search of his person revealed a blue plastic container with several controlled substances inside. The subject said he was holding the container for someone else. Drug paraphernalia and a loaded rifle were located in plain site inside the location. A computer check revealed the male subject had been served with a criminal protective order and could not be in possession of firearms. He was arrested and taken into custody without further incident for the above listed charges.

Felony Warrant – Suspect Arrested
On August 15 at 3:50 p.m., officers responded to a domestic disturbance at a restaurant in the 300 block of West Huntington. When they arrived, they recognized the male subject as a known gang member with an outstanding felony warrant. The officers confirmed the warrant and arrested the subject.

Burglary – Suspect Arrested
On August 15 at 4:27 p.m., a business in the 500 block of West Huntington called police regarding a female suspect preparing to steal items from the store. Security watched the suspect enter the changing room with clothes and come out with no items. Officers set up outside the store and waited for the suspect to exit. The suspect was detained outside the store with the stolen items in her possession. The suspect was found to be in possession of a rental car key, and further investigation revealed possible stolen items and methamphetamine inside the rental vehicle. A computer check of the suspect also revealed she was wanted for a robbery in Orange County.

Driving Under the Influence – Suspect Arrested
August 15 at 9:09 p.m., Special Enforcement Team officers stopped a vehicle at Shamrock and Huntington. The driver was determined to be driving under the influence and was arrested.

Vandalism – Suspect Arrested
On August 16 at 10:37 a.m., a witness called police to report that a male suspect spray painted a utility pole in the 900 block of California. The witness provided a description of the suspect. Officers responded to the area and detained the suspect, who was positively identified by the witness and was arrested. Officers found graffiti on city property on California, from Royal Oaks to Olive. The witness to this crime was given Monrovia Police Department’s Graffiti Bounty award of $100 for reporting vandalism which led to the arrest of the suspect.

Legislaure Approves Increased Dumping Fines

A bill by Assemblymember Chris Holden to increase fines for dumping and vandalism in nature areas has been approved by the state Legislature and now goes to the Governor for signature. Holden represents Monrovia.

Monrovia's Station Square: Planning Done, Construction Begins Next Month

A note from Public Works Director Carl Hassel

Over the past two years, the City of Monrovia has been working hand-in-hand with IBI Group to design the $25 million public improvement project we know as Station Square.

Throughout this design process, the City Council gave direction at study sessions, the community weighed in at public meetings and open houses, and we worked with the Gold Line Construction Authority to make adjustments- all in an effort to get this project where it is today.

The design phase is over and I believe that through this process, we have created a Station Square concept that will truly allow us all to be proud.

Now, we have to build it.

As I write this, contractors are bidding on two parts of the process:

- Off-site work.  This will include street improvements, medians, undergrounding of utilities, tree planting, freeway improvements and a new traffic signal.

- And Station Square.  This is the work directly surrounding the not-so-distant future Gold Line station. It will include our Neighborhood Park, Depot Promenade and Transit Plaza. You'll see new bike racks, public art and wayfinding signs.  Station Square is the centerpiece to this entire project.

In September, the City Council will award the Off-Site and Station Square projects to the contractors who will complete the work.  And on September 10, the City Council will officially break ground.

Construction will begin next month.

Construction work will be significant.  You may see streets closed, you may find your way blocked at times, and there will be noise and inconvenience.  Bear with us.  Remember, businesses will still be open, so please support them.  This is the construction that will bring this project to life.

We have committed to pushing the project along as quickly as possible so that you are not inconvenienced long, and we can open Station Square to you by the end of 2015 in conjunction with the completion of the Gold Line extension.

Monrovia Police Back-to-School Driving Tips

Children in Monrovia are returning to school on August 20, 2014, and with students going back to school, traffic congestion will be increased on the road and drivers will need to be extra cautious. Whether in a school zone or a residential neighborhood, drivers need to remember to slow down and be prepared to stop. The speed limit in school zones and residential neighborhoods is 25 miles per hour, unless posted otherwise; some school zones may have speed limits as low as 15 miles per hour.

Always stop for school buses. Flashing yellow lights on a school bus indicate it is preparing to stop to load or unload children, and drivers should slow down and prepare to stop. Red flashing lights and extended stop arms indicate the bus has stopped, and children are getting on and off. Drivers are required to stop their vehicles and wait until the red lights stop flashing, the extended stop sign is withdrawn and the bus begins moving before they can start driving again. The greatest risk to children is not riding on the bus, but getting on and off the bus.

Always drive more carefully near schools, playgrounds, parks, and residential areas because children may suddenly dart into the street from between parked cars and other objects along the roadway. Also, many children have not yet developed the ability to judge speeds and distances well enough to cross streets safely when cars are moving fast. Drivers need to stay alert and obey traffic signs, especially where children may be present. Slow down and stay alert to help keep children safe!

Monrovia Police: 12-Year-Old Skateboarder Hit; Hit and Run Suspect Arrested; Jumping on Car Hood

[Monrovia Police activities from the Police Department's Neighborhood Watch Report for August 11-13. - Brad Haugaard]

During the last seven-day period, the Police Department handled 390 service events, resulting in 66 investigations.

Injury Traffic Collision
On August 11 at 7:12 p.m., a motorist struck a 12-year-old female riding a skateboard at Olive and Monterey. The skateboarder was riding in the street and the motorist did not see her. The juvenile was taken to a hospital for precautions and for complaint of pain to one of her legs.

Hit & Run Traffic Collision – Suspects Arrested
On August 11 at 5:57 p.m., an officer was dispatched to the 600 block of South Alta Vista regarding a hit and run traffic collision. The victim heard a loud crash. She went outside and found her gray Isuza Rodeo had been hit and the suspect vehicle had fled the scene. A witness who had also heard the crash had walked down the street to Olive. He saw a white Acura Integra with damage and a flat tire parked on the street. He saw a male Hispanic subject standing near the vehicle looking at the flat tire. Another male Hispanic subject exited the vehicle and began looking at the tire. The witness went back to the scene of the collision and saw white paint transfer on the victim’s vehicle. He reported what he saw to the police. The officer located the vehicle on Olive, but the suspects were gone. He observed fresh damage and gray paint transfer on the vehicle. The vehicle was stored for investigation of being involved in a hit and run. Later, at around 9:00 p.m., the owner of the suspect vehicle and his father came into the police department to report the vehicle had been stolen. The owner had a story about how his vehicle was stolen, but his statements were conflicting. The owner eventually recanted his story and confessed to being involved in the hit and run collision. He was arrested and taken into custody.

Felony Vandalism in Progress – Suspects Arrested
On August 13 at 1:08 a.m., a female resident called police to report she could see four subjects jumping on the hood of her neighbor’s vehicle. The vehicle was parked on Alta Vista, just south of Montana. She gave a general description of the suspects, and officers responded and located them across the street from the damaged vehicle. The witness positively identified all four suspects, and they were all detained and arrested for felony vandalism. After interviewing the suspects and re-interviewing the witness, it was determined that only two of the four suspects were responsible for the crime, the other two subjects were released.

Monrovia to Remove 35 Trees | Pet Vaccination

~ The City of Monrovia is planning to remove 35 trees in north Monrovia, mostly palms, and "a small number of dead, dying or damaged trees of other types." Why? City of Monrovia Statement on Water Emergency Regulations

The Monrovia City Council Declared a Water Shortage Emergency and implemented Phase I of the Water Conservation Ordinance at the August 5 City Council meeting, following Emergency Resolution No. 2014-0038 adopted by the State Water Resources Control Board on July 15, 2014, an Emergency Regulation for Statewide Urban Water Conservation requiring mandatory water conservation.  Water Conservation efforts went into effect August 11 and will remain in effect until the City Council cancels the declaration.

The following restrictions are now in place:

- No person shall hose wash any sidewalk, walkway, driveway, parking area or other paved surface, except as required for sanitary purposes.

-  Washing of motor vehicles shall be done only with a hand-held bucket or hose equipped with a positive shut-off nozzle.

- No water shall be used to clean, fill or maintain levels in decorative fountains unless the water is part of a recycling (recirculating) system.

- No restaurant, hotel, café, cafeteria or other place where food is sold, served or offered for sale shall serve drinking water to any customer unless expressly requested by that customer.

- All customers shall promptly repair all leaks from indoor and outdoor plumbing fixtures within 48 hours of discovery.

- All lawns, landscape or other turf area shall be watered down not more than every third day between the hours of 5 p.m. and 10 a.m.

- No person or customer shall cause or allow water to run off landscaped areas onto adjoining streets, sidewalks, or other paved areas due to incorrectly directed or maintained sprinklers or as the result of excessive watering.

These water conservation efforts are part of an ongoing push by the State of California to respond to the statewide drought currently affecting California.

- In January 17, 2014, the Governor’s Proclamation No. 1-17-2014 declared a State of Emergency to exist in California due to the severe drought conditions, with 2014 projected to be the driest year on record.

- In April 25, 2014, the Governor issued an executive order to strengthen the state’s ability to manage water and called on all Californians to re-double their efforts to conserve water.

Due to the adoption of the State Resolution, the City of Monrovia may impose fines of up to $500 for noncompliance.  City officials will provide warning notices for residents prior to enforcing a fine and residents will receive 48-72 hours to address issues related to the Phase 1 restrictions.

The City of Monrovia must, by the 15th of each of month, report the amount of potable water it produced the preceding month and compare that amount to the same calendar month in 2013. By October 15, the report shall include the gallons of water used per person per day by the residential customers it serves.

Water is a critical part of California’s way of life. The economy, environment and day-to- day lifestyle need water to flourish. Conservation will help stretch water availability.

There are lots of simple ways to reduce the amount of water used at home, both inside and outside. Residents are encouraged to install drought-tolerant landscaping, turn off the sink when brushing their teeth, and promptly fix leaks.

Monrovia High Grads Help Drum and Bugle Corps Win 16th Championship

Reader Jill Pyeatt writes that on Aug. 9 two Monrovia High graduates helped the Blue Devils Drum and Bugle Corps win its 16th world championship with a score that topped any score ever awarded by Drum Corp International.

She said Chyann Figueroa and Marcus Stone, graduated from Monrovia High in 2011 and also participated in the Blue Devil's 2012 world championship in 2012.

Marcus is now in the UCLA marching band and Chyann is studying animal sciences at Fullerton Junior College.

All the drum corps are private groups and most of the participants have been involved in their high school bands.

Monrovia Police: Homeless Man Accused of Battery; Grease Fire; Etc.

Following are the weekend’s highlighted issues and events. 

Battery – Suspect Arrested
On August 7 at 6:49 p.m., an officer was contacted by a male subject who stated he was hit in the eye by a homeless person at a park in the 300 block of South Myrtle. The suspect was located and detained. The victim made a private person’s arrest for battery and the suspect was taken into custody. 

Possession of a Controlled Substance / Warrants – Suspect Arrested
On August 9 at 2:45 a.m., an officer observed a male subject riding a bicycle without a headlamp. When the subject saw the officer, he sped up and rode into an alley behind a business, but he was quickly detained. The subject admitted to having drugs/methamphetamine in his pocket. A computer check revealed he also had outstanding warrants for his arrest. He was arrested for possession and the two warrants. 

Fire Assist
On August 9 at 3:36 p.m., an officer responded to a business in the 3300 block of Peck Road regarding a brush fire. Within minutes, the fire had spread to the yard of a nearby business. All employees were evacuated. Several cars caught fire and some palm trees burned. 

Fire Assist
On August 10 at 7:31 a.m., dispatch received a call reporting possible smoke from a business in the 300 block of West Huntington. An officer arrived and saw flames break through the roof over the kitchen area of the fast food business. The grease inside the vent caught fire. Monrovia Fire Department responded and put out the fire. There were no injuries. All employees were out of the building upon police arrival. 

Fire Assist
On August 10 at 12:17 p.m., Monrovia Fire Department requested assistance for traffic control in the 200 block of East Foothill. Monrovia, Arcadia and Los Angeles County Fire Departments were all at the scene, as the structure was three stories high. Arcadia Fire used their hydraulic ladder to gain access to the roof. The Monrovia Fire Department investigated for the source of smoke.

Lunch at Kiku Sushi


Lunch at Kiku Sushi, on the west side of the Huntington Oaks shopping center. Got the lunch combo ($8.95) with tonkatsu (pork cutlet) and salmon roll. And an iced tea ($1.95). It came with miso soup, which I already ate. Very good!

Monrovia Police Hotel Safety Tips

- Don't answer the door in a hotel or motel room without verifying who it is. If a person claims to be an employee, call the front desk and ask if someone from their staff is supposed to have access to your room and for what purpose.

- When returning to your hotel or motel late in the evening, use the main entrance of the hotel. Be observant and look around before entering parking lots.

- Close the door securely whenever you are in your room and use all of the locking devices provided.

- Don't needlessly display guest room keys in public or carelessly leave them on restaurant tables, at the swimming pool, or other places where they can be easily stolen.

- Do not draw attention to yourself by displaying large amounts of cash or expensive jewelry.

- Don't invite strangers to your room.

- Place all valuables in the hotel or motel's safe deposit box.

- Do not leave valuables in your vehicle.

- Check to see that any sliding glass doors or windows and any connecting room doors are locked.

- If you see any suspicious activity, please report your observations to the management or call 911.

Monrovia Police: Indecent Exposure Arrest; Etc.

During the last seven-day period, the Police Department handled 374 service events, resulting in 64 investigations.

Indecent Exposure
On August 4 at 2:47 a.m., an officer was dispatched to a business in the 800 block of East Huntington regarding a male suspect exposing himself outside the business. A female employee walked out of the business and witnessed the incident. The suspect fled the area prior to police arrival. An area check was made, but the suspect was not located. Through investigation, the identity of the suspect was learned and he was positively identified by the victim. August 6 at 7:08 p.m., the suspect was located at his residence and arrested. The suspect has previously been convicted for the same charge, making this offense a felony. The suspect is a sex registrant out of Monrovia.

Warrant Arrest
On August 6 at 2:44 a.m., officers responded to Walker Avenue and Duarte Road to assist Irwindale Police Department on a traffic stop. Irwindale officers had been in pursuit of the vehicle and had stopped it in this area. Irwindale conducted a DUI investigation on the driver. The passenger had a warrant issued out of Monrovia Police Department and was intoxicated. The subject was arrested by Monrovia officers for the warrant and being drunk in public.

Warrant Arrest
On August 6 at 3:25 a.m., officers on patrol observed a male subject in the 500 block of West Huntington Drive. They recognized the subject from prior contacts and knew he had outstanding warrants. The officers confirmed the warrants and arrested the suspect.

'Great Progress' in Opening Monrovia's Hillside Preserve

I'm trying to check in with the city periodically regarding when the Hillside Preserve access point, on Cloverleaf, will be open. I just got this note back from Interim City Manager Francis Delach:

"We are making great progress in resolving easement access issues and I am optimistic we will have issues resolved and the access open in the near future. Unfortunately these things take time but I think patience by all has paid off."

Monrovia's Foothill Unity Center Provides School Supplies to 1,100 Students

After months of planning and work by Center staff, over 700 volunteers and a mass of community supporters, some 1,100 preregistered local K-12 children of very low income families got the backpacks, school supplies and clothing they needed to start the school year with confidence.

Throughout the day-long event at Santa Anita Park racetrack in Arcadia, a circle of support surrounded the excited youngsters every step of the way, as DJ Party Pros kept kids, parents and volunteers dancing. Hundreds of volunteers worked the event, staffing distribution tables for everything from uniforms and shoe vouchers to notebooks and calculators. Each child wore a “passport” lanyard with check-offs to make sure no one missed a single table.

Citrus College cosmetology students contributed a full day of haircutting and manicure services. Monrovia Reads and A Foundation for Kids gave new grade-appropriate books to every child.

Health connections were a major feature. The Ostrow School of Dentistry for USC offered free dental screenings, singling out children with the most urgent needs to be treated at the Center’s Mobile Dental Clinic this winter. SafetyBeltSafe U.S.A. gave families hands-on demonstrations of how to use seat belts and install car seats and booster seats, and gave free booster seats to qualified families.

Attendees also got access to information direct from an array of health resources, including American Red Cross, CalFresh, CHAP Care, Children’s Hospital Los Angeles, Community Alliance of Pasadena, Department of Social Services, HEAR Center, Methodist Hospital, Monrovia Health Center, Options Child Care Services, Pacific Clinics, Pasadena Public Health Department and URDC/Bill More Community Clinic.

Fun was everywhere, as kids lined up to see a model Mars rover from Jet Propulsion Laboratories (JPL) and learn about Exelis 3-D Deep Space Exploration. Other popular destinations included hands-on ceramic art projects with Paint N Play, the Southern California Edison Big Truck display, and fire engines and crew members from the Arcadia and Monrovia Fire Departments. A snack center featured egg rolls from Panda Restaurant Group and popcorn from LA Partyworks.

The Center still needs funds to cover the cost of the massive event, which is paid for annually by donations from hundreds of local individuals, companies and organizations. Support is also needed to underwrite the upcoming Mobile Dental Clinic for which children were screened at the event.

Key sponsors to date include Buddhist Tzu Chi Foundation, LA Party Works, Marshall’s/TJX Companies, Monrovia Reads, Monrovian Family Restaurant, Panda Restaurant Group, Santa Anita Park, Southern California Edison Company, The Outlet by E.L.S., Vons Foundation and Wells Fargo Foundation.

“79% of our clients have incomes at or below the National Poverty Level,” said Center Executive Director Betty McWilliams. “Many are employed, but don't get the pay they need to survive without help. This event helps them send their children back to class with the new items they can’t afford to provide — and helps these kids start the school year on a level playing field.”

Monrovia Now in a Water Emergency; Is NRA Dead?

~ At its meeting tonight the Monrovia City Council unanimously declared the city is in a a water emergency, which means Phase 1 of the city's emergency plan will go into effect. The council pulled the water emergency item from its consent calendar (a list of routine items generally approved without discussion) so it could be discussed in depth. Councilman Tom Adams worried that people might get fined if the wind blows a bit of water onto the sidewalk. And in that regard, he said, the city is probably the worst violator. Staff members said the intent is not to penalize the kind of "overspray" Adams was describing, but rather "runoff" - water running down the street.

~ Acting City Manager Fran Delach said there is a mere 4% chance that the proposed National Recreation Area for the mountains behind Monrovia will ever get out of committee. That according to a government tracking service estimate. Comment: Good.

Monrovia Police: Five Vehicles Burglarized in One Block; Wrong-Way Driver Busted for Marijuana; Etc.

Following are the weekend’s highlighted issues and events.

Commercial Burglary – Suspects Arrested
On July 31 at 11:21 a.m., officers were dispatched to a business in the 1600 block of South Mountain regarding the report of two suspects running from the location that had committed a theft. The suspects fled in a dark-colored SUV that headed northbound on Mountain. The officers located the vehicle in the 400 block of West Maple Avenue, where the two suspects were detained and arrested. The stolen property was recovered.

Vehicle Burglaries
On the morning of July 31, five vehicle burglaries were reported to police. The burglaries occurred in the 700 block of Cresent Avenue, 200 block of Avocado Place, 100 block of North Garfield Place, and two vehicles were broken into in the 100 block of North Fifth Avenue. The burglaries occurred overnight and in some incidents the vehicle windows were smashed to gain entry. The investigation is continuing.

Possession of Marijuana for Sales / Warrant – Suspect Arrested
On July 31 at 5:33 p.m., an officer observed a vehicle traveling the wrong direction on a one way street and stopped the vehicle. During the traffic stop, a strong odor of marijuana was detected from inside the vehicle, and a computer check revealed the driver had a warrant for his arrest. A search of the vehicle uncovered a large amount of marijuana, along with scales and packaging material. The driver was arrested for the above listed charges and taken into custody.

Battery
On August 1 at 2:16 p.m., a minor traffic collision occurred on private property at a business in the 1300 block of South Mountain Avenue; one vehicle backed into another vehicle. While the drivers involved were speaking to each other regarding the collision, a passenger from the vehicle that was backing confronted the driver of the other vehicle. The passenger punched the victim several times and then fled the scene. The entire incident was caught on video surveillance. The investigation is continuing.

Driving Under the Influence of a Controlled Substance / Traffic Collision – Suspect Arrested
On August 3 at 10:44 p.m., an officer responded to the report of a traffic collision with a vehicle on the sidewalk at Huntington and Shamrock. On arrival, a witness reported that she was walking on the sidewalk when the vehicle jumped the curb onto the sidewalk and nearly hit her. Further investigation determined the driver was under the influence of prescription drugs and marijuana. The driver was arrested.

Special Enforcement Team Activity - Vehicle Pursuit / Suspended Driver’s License / Warrant – Suspect Arrested
On July 31 at 8:21 p.m., Special Enforcement Team officers attempted to stop a vehicle for a traffic violation at Peck and Jeffries, but the vehicle did not yield. Officers went in pursuit of the vehicle and the driver eventually stopped. The driver was found to have a suspended driver’s license and a warrant for his arrest. The driver was arrested and taken into custody.

Felony Driving Under the Influence – Suspect Arrested
On August 2 at 8:30 p.m., a Special Enforcement Team officer was on patrol in the 400 block of West Foothill when he stopped a motorist for a vehicle code violation. Through investigation, the officer determined the motorist was intoxicated. The driver was arrested and taken into custody. A computer search revealed the suspect had three previous DUI convictions, including a previous felony DUI conviction. The motorist was charged for felony DUI and held at the Monrovia jail pending his court appearance.

~ Monrovia's Segil Fine Art, 110 West Lime, will present "American Beauty, American Impressionism by a Chinese Master," an exhibition by artist W. Jason Situ. Xugang is a premier painter in his homeland of China. Exhibition runs from August 5-30. Opening reception Saturday, August 9, 5-7 p.m.

~ If you're going through Arcadia, avoid the intersection of Huntington and Second from this Friday, Aug. 8, through Tuesday, Aug. 12. It'll be totally closed to install bridge girders. Playground Equipment Dedicated at Monrovia's Julian Fisher Park


A whole new set of park playground equipment was dedicated today at Julian Fisher Park, which is a block north of Huntington on California. The park is named after Julian D. Fisher, who moved to Monrovia in 1910. He was the first African-American male to graduate from Monrovia High, was a member of Bethel AME Church and was Monrovia's first African-American police officer, serving here for 30 years. He died in 1976.

Monrovia Sidewalk Astronomers Saturday

The Monrovia Sidewalk Astronomers should be out tomorrow night, Saturday evening, Aug. 2, about 8 to 10 p.m. at Library Park at the corner of Myrtle and Lime. That is, as long as the weather is clear. They'll let you look through their telescopes to see whatever cool planet or moon is in view.

Lunch at Veranda Mediterranean Cuisine


Lunch at Veranda Mediterranean Cuisine (the former Meridian restaurant) at the corner of Myrtle and Lime. The sign isn't up outside yet. Got the buffet for $9.95 and an iced tea for $2. Food was quite good. Hours for buffet are 11 a.m. to 3 p.m. Monday through Friday, and people were going back for seconds, so I think it is all you can eat.
